摘要: 休閒農場所提供之休閒農業相關的休閒遊憩體驗活動，對於台灣休閒市場的影響日 趨重要。截至2005 年 7 月在眾多的農場中只有 34 家取得合法的休閒農場執照。這 顯示休閒農場經營者要取得合格休閒農場執照不易。本研究透過文獻分析法，針對相 關文獻進行資料整理與分析合法休閒農場經營者休閒農業政策認同程度對其經營模 式之影響。主要歸納出台灣休閒農業政策對休閒農場經營模式之演變發展過程分為：
農產銷售時期、農作物採收時期、1990 年起，台灣正式進入國家政策推動休閒農業 的時代，以農業結合深度旅遊是現在休閒農業的經營模式。將合法休閒農場的經營模 式歸納為：休閒農場經營者的願景、休閒農場成功指標、評估環境及其影響、提供優 質的產品與服務、以及評估成果採取變革。本研究建議休閒農場經營者的願景，應該 與休閒農場的核心價值結合，轉型升級成具競爭力的休閒農場產業，發展為優質、安 全、休閒、生態的永續休閒農業；休閒農場成功指標，在滿足顧客的需求、提供高品 質的產品與服務及鼓勵創新和創造力等；評估環境及其影響，宜配合政策及相關法 規，避免過度投資；提供優質的產品與服務，休閒農場所提供的休閒活動與設施需 要找出自己的競爭優勢；評估成果採取變革，然後不斷引進變革與再生，才能往設 定的目標更近一步。The activities provide by leisure farms are getting more and more important in Taiwan. However, till Jul2005, there were only 34 out of over 1100 leisure farms got legal license. It shows that it is
difficult to get the legal license. This study use Documentary Analysis to find the influence by the leisure agriculture policy recognition of leisure farm owners’ vs. their farms’ business model. To sum up the legal agriculture policy has being developed leisure farm in Taiwan from: to push sales of agricultural productions, to have U-pick operation and from 1990 Taiwan government officially promote leisure agriculture by
national policy. To induct the business model of leisure farm as: Vision of the leisure farm owner, Indicators of success, Assessing the environment and its impact, Providing excellence in products and services, Evaluating results and making changes. The result of this study suggests the vision of leisure farm should link with the core value of leisure agriculture and change to become a superior quality, safety, recreation and ecology sustainable leisure farm. To meet customer needs, building quality
products and service, innovation and creativity are the indicators of success. Leisure agriculture policy should be respected in order to avoid over investment. Leisure farm should provide value through quality products and services for its competency in the competitive
environment. Then nonstop measurement focuses the business on needed change and renewal.
