ABSTRACT
REACH is the new Regulation on Registration, Evaluation, Authorization and Restriction of Chemicals in European Union (EU).
The main aims of REACH are to improve the protection of human health and the environment from the risks that can be posed by chemicals, the promotion of alternative test methods, the free circulation of substances on the internal market and enhancing competitiveness and innovation. Therefore, REACH is not only a standard to chemical products classification but also to restrict to chemical products manufacturers and importers. All products manufacturers and importers must register and all ingredients of chemical productions sold in EU are also booked. REACH definitely makes industry responsible for assessing and managing the risks posed by chemicals, providing appropriate safety information to their users, who prevent and control to damages from chemical products. This study firstly presents REACH regulation: such control operations as the registration, evaluation, and authorization in chemical producers regulate 30000 kinds of existing chemical ingredients and new chemical ingredients. Unregistered 100000 kinds of chemical ingredients are going to be recorded and evaluated for control and safety management in chemical products. The impact of carrying out of REACH will result in the raise of costs, reduction of competition in EU and publication of chemical gradients prescriptions. Then, to deal with such a situation there are some ways discussed in this study: to register through Only
Representative (OR), or to look for Second source, or to re-construct a new chemical prescription to use less chemical ingredients, or the other substitutive materials to reduce company expenses.
