1. 一九八 ○ 年四月发表的「小学教育及学前服务绿皮书」讨论多项教育问题，其中一项检讨进入较受欢迎小学的激烈竞争对幼童带来的压力，以及对幼稚园教育所造成的不良影响。政府随后于一九八一年七月发表的「小学教育及学前服务白皮书」宣布实施一项管制办法，以统筹小一入学事宜。「小一入学统筹办法」于一九八二／八三学年开始实施，以配合儿童于一九八三年九月入学。 2 . 前教育署于一九八九年检讨小一入学统筹办法，并修订其「计分办法准则」。教育委员会于一九九七年对小一入学统筹办法进行检讨后，建议维持该机制不变。其后，政府根据教育统筹委员会的建议，在二○ ○ 二／ ○ 三至二○ ○ 四

／ ○ 五学年实施新的小一入学统筹办法。在二○ ○ 四年七月，政府经咨询教育统筹委员会及听取有关界别对小一入学机制未来方向的意见后，决定在二 ○○ 五／

○ 六学年及以后，继续采用现行的小一入学机制。

第二节：小一入学统筹办法

3 . 小一入学统筹办法统一管理本港所有官立及资助小学收录小一学生事宜，惟并不包括各私立小学、直接资助计划小学及英基学校协会属下小学。

4 . 小一入学统筹办法基本上以学校网为本位，根据广义的地理区域及官立与资助小学的分布情况，将全港划分为三十多个小一学校网。若与中学学位分配办法的学校网比较，小一入学统筹办法的学校网面积较小，目的是为免幼童往返学校时路程过于遥远。各小一学校网的地域及其编号见附录一。

5 . 小一入学统筹办法分为「自行分配学位」及「统一派位」两个阶段。每所小学可将其全部小一学额的大约 50% 作为自行分配学位之用，余下 50% 的学额则由教育局统一分配。

REPORT ON PRIMARY ONE ADMISSION 2021

SECTION I: BACKGROUND

1. The Green Paper on Primary Education and Pre-primary Services published in April 1980 considered, among many other things, the pressures imposed on young children by the intense competition to enter popular primary schools and the adverse effect this had on education at the kindergarten level. Subsequently, the Government announced a system of control of admission to Primary One in the White Paper on Primary Education and Pre-primary Services published in July 1981. The Primary One Admission (POA) System was first introduced during the 1982/83 school year, leading to school entry in September 1983.

2. In 1989, the former Education Department reviewed the POA System and revised the

“Points System”. The System was reviewed again in 1997 by the Board of Education which recommended that the System should remain unchanged. From the 2002/03 to 2004/05 school years, a new POA mechanism has been implemented as recommended by the Education Commission. In July 2004, after consulting the Education Commission on the way forward for the POA mechanism and sharing views on the issue with some key stakeholders, the Government decided that the current POA mechanism should continue to be adopted from the 2005/06 school year onwards.

SECTION II: BRIEF DESCRIPTION OF THE PRIMARY ONE ADMISSION SYSTEM

3. The POA System is designed to control the admission to Primary One in all government and aided primary schools in Hong Kong. Private primary schools, Direct Subsidy Scheme (DSS) primary schools and primary schools of the English Schools Foundation are not included.

4. The POA System is primarily net-based. In accordance with the broad geographical areas and distribution of government and aided primary schools, some 30 POA school nets have been drawn up. Compared with the school nets of the Secondary School Places Allocation System, the POA school nets are smaller so that young children do not have to travel unreasonably long distances to attend schools. The various POA school nets and their distribution are shown at Appendix I.

5. The POA System is divided into two stages: the Discretionary Places Admission stage and the Central Allocation stage. Each primary school will earmark about 50% of its total number of Primary One places as discretionary places. The remaining 50% of places are centrally allocated by the Education Bureau (EDB).

6 . 学校自行分配学位分为两类，并且是不受学校网限制的：

( 甲) 供有兄／姊在该小学就读或父／母在该小学就职的申请儿童的学位

学校必须取录有兄／姊在该小学就读或父／母在该小学就职的申请儿童。此类学位约占学校小一学额的 30% 。若这类申请儿童数目少于学校小一学额的 30%，余下学额可由学校根据「计分办法准则」自行分配。若这类申请儿童数目多于学校小一学额的 30%，不足之数将会以原本预留作统一派位的学额填补。

( 乙) 根据「计分办法准则」分配的学位

学校须根据「计分办法准则」处理有关的申请（计分办法详情载于附录二）。此类学位占学校小一学额不少于 20% 。若有申请儿童在「计分办法准则」下获得相同分数，而申请儿童数目亦超过学校剩余的自行分配学位的学额，学校可自行抽签或交由教育局以随机方式甄选申请儿童。

统一派位阶段

7 . 未获自行分配学位的申请儿童，将会参加统一派位。每所官立或资助小学须预留该校小一学额大约 50 % 以供统一派位。统一派位分为甲、乙两部分。甲部占统一派位学额的 10% ，为不受学校网限制的学校选择，家长可选择不超过三所位于任何学校网的小学；乙部占统一派位学额其余的 90%，居于有关校网的申请儿童的家长须选择载列于其住址所属小一学校网的统一派位选校名单内的小学；而计划跨境到港上学的申请儿童的家长则须选择载列于《统一派位选校名单（居于内地申请儿童）》内的小学。统一派位基本上是根据家长选择及申请儿童的

「随机编号」以电脑系统分派学位。

Discretionary Places Admission Stage

6. Application for discretionary places is not subject to any restrictions on school nets.

There are two categories of discretionary places admission:

(a) Applicant children with sibling(s) studying or parent(s) working in the school

A school must admit all applicant children with sibling(s) studying or parent(s) working in the school. This category of discretionary places will take up about 30% of a school’s Primary One places. If the number of applicant children is less than 30% of a school’s Primary One places, the remaining places will be allocated by the school according to the Points System. If such applications exceed 30% of its Primary One places, the shortfall will be made up by the places reserved for the central allocation.

(b) Selection of applicant children according to the Points System

Each primary school will allocate not less than 20% of its Primary One places to applicant children according to the Points System (Details of the Points System are at Appendix II). If there are applicant children with equal scores under the Points System and the number of applicant children exceeds that of the remaining discretionary places, applicant children should be selected by ‘randomization’.

Schools may draw lots on their own or refer the applications to EDB for central processing.

Central Allocation Stage

7. Applicant children who have not been offered a discretionary place will participate in the central allocation. Each government or aided primary school will earmark about 50% of its Primary One places for the central allocation. Central allocation is composed of two parts. Part A, which takes up 10 per cent of the Primary One places earmarked for central allocation, is for unrestricted school choices. Parents can choose up to three primary schools from any school nets.

Part B takes up the remaining 90 per cent of the Primary One places earmarked for central allocation. Parents of applicant children residing in the school net concerned are to select schools from the “Choice of Schools List for Central Allocation” of the school net of their home address, while parents of applicant children who intend to commute daily to schools in Hong Kong are to select schools from the ‘Choice of Schools List for Central Allocation (For Applicant Children Residing in the Mainland)’. The central allocation is computer-programmed and based primarily on parental choices and applicant children’s random numbers.

8. The calendar of Primary One Admission 2021 at Appendix III shows the schedule for the major POA operations.

第三节︰小一入学委员会

9 . 小一入学委员会负责就小一入学统筹办法的实施向教育局局长提供意见；

研究学校及各界人士提出的建议；并根据实际经验对小一入学统筹办法进行检讨，务求完善。

10 . 小一入学委员会主席是从八名来自不同教育团体的委员中选举出来。教育局局长则从教育统筹委员会及策划分部内委任两名人员担任副主席及秘书，而其他委员包括教育局不同分部及有关政府部门的代表。

11 . 过往一年中，委员会继续对小一入学统筹办法的顺利施行作出贡献。除不时讨论有关原则性的问题，使小一入学统筹办法更臻完善外，委员会更就各项工作程序作出考虑及提出建议。委员会曾就二 ○ 二二年度小一学校网的划分作出检讨，经详细考虑各校网内的学校数目、学位供求、交通情况等因素后，认为现时的小一校网暂毋须调整，并决定二 ○ 二二年度小一入学的学校网划分，维持不变。

第四节：小一入学统筹办法的运作宣传及联络工作

12 . 就有关小一入学统筹办法的各事项，学位分配组人员经常与各参与学校、

幼稚园、家长、社团及巿民维持紧密的联络。鉴于 2019 冠状病毒病疫情的发展，

原订于二 ○ 二 ○ 年八月至九月举行的「小一入学统筹办法」简介会因而取消。教育局已上载相关简报内容至教育局小一入学统筹办法网页，供家长、幼稚园校长及教师参考。此外，教育局亦向家长派发小一入学的资料单张及光碟，以供家长参阅。

13 . 二○二○年九月至二○ 二一年六月期间，教育局于不同阶段发出新闻稿，

并透过电台、电视台的宣传、教育局二十四小时自动电话查询系统及网页向家长及巿民解释小一入学统筹办法的各项主要程序。

参加办法

14. 所有于二 ○ 二一年九月一日年满五岁零八个月（即在二 ○ 一五年十二月三十一日或以前出生者）而尚未就读小一，及从未曾获派小一学位的本港儿童，均可参加二 ○ 二一年九月入学的小一入学统筹办法。由二 ○ 一四年度开始，合资格参加小一入学统筹办法的申请儿童若计划跨境到港上学，在统一派位的修订安排下，毋须选择某一校网作为「小一学校网」以进行所属学校网限制的学校选择。教育局会为有关申请儿童另行编制「统一派位选校名单」，目的是纾缓近年跨境学童对北区学位造成紧张的情况。名单内的学校包括邻近出入境管制站的地区的学校。

SECTION III: THE PRIMARY ONE ADMISSION COMMITTEE

9. The POA Committee is set up to advise the Secretary for Education on the implementation of the POA System, to consider comments and suggestions received from schools and the public, and to keep the POA System under constant review in the light of experience.

10. The POA Committee has its Chairman elected from among its eight members drawn from various educational bodies. The Vice-Chairman and the Secretary are appointed by the Secretary for Education from the Education Commission and Planning Division of EDB. Other members include representatives from various divisions of EDB and relevant Government Departments.

11. In the last allocation cycle, the Committee continued to contribute towards the smooth operation of the POA System. Apart from discussing from time to time broad principles to enhance the operation of the System, members also considered, deliberated and advised on various operational aspects. Members also reviewed the demarcation of school nets for the 2022 allocation cycle thoroughly. Taking into consideration factors like the number of schools, supply and demand of school places and transport situation in individual school nets, the POA Committee considered that there was no need to adjust school nets for the POA 2022 cycle and decided that the demarcation of the school nets would remain unchanged in the POA 2022 allocation cycle.

SECTION IV: OPERATIONAL ASPECTS OF THE SYSTEM

Publicity and Liaison

12. Close liaison is maintained at all times with participating schools, kindergartens, parents, interested bodies and the general public on matters relating to the POA System. In light of the development of the COVID-19 epidemic, the briefing sessions for POA 2021 scheduled for August and September 2020 were cancelled. PowerPoint files for the briefing sessions were uploaded to EDB POA webpage for reference of parents, principals and teachers. Besides, information leaflets and DVDs on the POA System were also issued to parents for reference.

13. Throughout the period from September 2020 to June 2021, at various stages, parents and the public were informed of the procedures to follow in respect of each major operation of the POA System via press releases, announcements on radio and television, the 24-hour automatic telephone enquiry system and the homepage of EDB.

Participation

14. All Hong Kong children reaching the age of 5 years 8 months by 1 September 2021 (i.e.

all those born on or before 31 December 2015), except those who had been attending a primary school or had been allocated a Primary One place previously, were eligible for participation in the POA System for school entry in September 2021. Starting from POA 2014, applicant children who are eligible to participate in the POA System and intend to commute daily to schools in Hong Kong do not need to choose any school net as their POA School Net when choosing schools for Restricted School Choices under the revised arrangements for central allocation. EDB would compile a separate “Choice of Schools List for Central Allocation” for the applicant children concerned in order to alleviate the shortfall of school places in the North District arising from cross-boundary students in recent years. The List includes schools in districts close to the boundary control points.

15 . 由二○二○年九月二日至二十五日期间，小一入学申请表格经各幼稚园及幼稚园暨幼儿中心分发予欲申请小一的儿童。未有在幼稚园或幼稚园暨幼儿中心就读的儿童，其家长可向各区民政事务处、教育局各区域教育服务处或学位分配组索取申请表格。

16 . 所有向学校申请自行分配学位者，须于二○ 二○年九月二十一日至二十五日期间，将申请表直接交回拟申请的小学。只申请统一派位者，则须将申请表交回教育局学位分配组。

学校自行分配学位

17 . 本年度在「自行分配学位」阶段的 450 所小学中，有 315 所学校尽用其自行分配学额。有关学校分派自行分配学位的情况见附录四。

18 . 于二○二○年十一月，教育局将未足龄儿童的名单、正在小学就读而同时申请自行分配学位的儿童名单，及曾向一所以上的官立或资助小学申请的儿童名单送交各有关小学。首两类儿童的申请即予取消，至于曾向多于一所官立或资助小学申请的儿童，其自行分配学位的申请则会作废，但他们仍可于稍后获得教育局统一派位。

19 . 所有官立及资助小学于二 ○ 二 ○ 年十一月二十三日公布自行分配学位取录名单。获取录的申请儿童，须于同年十一月二十五日至二十六日期间到学校办理入学注册手续。若于规定的注册日期后出现空缺，则校方可于十一月二十七日根据候补名单收录备取生。

20 . 截至二○二○年十二月初，获官立或资助学校取录而办妥入学注册手续的儿童共 22 895 人。

统一派位

21 . 当所有官立及资助小学俱已呈交接受自行分配学位儿童的名单后，学位分配组即开始计算每个学校网所需的小一学额，以及各小学经自行分配学位后的全部空缺，以便统一派位。

22 . 在二○二一年度小一入学，有八个学校网因小一学额不足而需向邻近仍有剩余学额的学校网借调学位。学位分配组收集有关资料后，印制各学校网的统一派位选校名单，分发给家长。由二 ○ ○ 三年度开始，每所学校在统一派位阶段的暂定小一学额亦列印在统一派位的选校名单上，供家长参考。

15. Application forms for admission to Primary One were issued from 2 to 25 September 2020.

Prospective Primary One pupils attending kindergartens or kindergarten-cum-child care centres could obtain the forms from the schools they were attending. Forms were also made available at District Offices, the School Places Allocation Section and the Regional Education Offices of EDB.

16. Children applying for discretionary places returned their application forms direct to the schools applied for from 21 to 25 September 2020. For children applying for central allocation only, the application forms were returned to the School Places Allocation Section of EDB.

Allocation of Discretionary Places

17. Out of a total of 450 schools at the Discretionary Places Admission stage, 315 schools fully utilized their discretionary places quota. Appendix IV illustrates how the schools filled their discretionary places.

18. In November 2020, EDB provided schools with information on the names of underaged children, children found to be attending a primary school already, and children who had applied to more than one government or aided school. Children in the first two categories were then deleted from the POA System. For children applying to more than one government or aided school, their applications for discretionary place were rendered null and void, but these children were still eligible for central allocation at a later stage.

19. Results of the allocation of discretionary places were released by all government and aided primary schools on 23 November 2020. Registration of successful applicant children was scheduled for 25 and 26 November 2020. Vacancies, if any, arising from children failing to turn up for registration were filled by applicant children on the waiting list on 27 November 2020.

20. As in early December 2020, a total of 22 895 children accepted discretionary places in government or aided schools.

Central Allocation

21. After all the participating schools had submitted a full list of the children registered for the discretionary places, the School Places Allocation Section would assess the number of Primary One places required for central allocation in each school net, and the number of places available from each school after the allocation of discretionary places.

22. In the POA 2021 Cycle, there was a shortage of Primary One places in eight school nets and they had to borrow Primary One places from schools in adjacent nets with surplus of places.

After the School Places Allocation Section had collected the relevant information, school lists were then printed and distributed to parents for reference in making their choices of schools during the Central Allocation stage. Starting from the POA 2003 Cycle, information on the tentative number of school places available in each school for central allocation was provided on the school list.

23. 学位分配组于二○二一年一月致函所有曾经为子女申请学校自行分配学位而未获取录，或只为子女申请统一派位的家长，通知他们于指定日期内前往指定的统一派位中心为其子女办理选校手续。

24 . 为方便家长，本年度教育局选择了 41 所位置适中的小学作为统一派位中心，派发及收回选校表格。统一派位中心开放日期为二 ○ 二一年一月三十日及三十一日。

25. 每所小学可开办的实际小一班级数目，是根据学校课室数目、班级结构和家长选校意愿等因素而定的。教育局根据学校在自行分配学位阶段已取录的学童数目，以及透过电脑分析家长在统一派位阶段选校时的实际选择，计算出每间小学将获派的学生人数，作为决定各学校实际开办小一班数的依据，并于二 ○ 二一年三月下旬正式通知各小学二 ○ 二一／二 ○ 二二学年获政府资助的小一班级数目。

26 . 统一派位的实际工作由电脑系统进行。电脑程序首先会处理甲部的学校选择，然后处理乙部的学校选择。派位过程基本上是以家长的选择为依归，并按申请儿童的「随机编号」决定分配学位的优先次序，务求公允。

27 . 本年度共有 24 211 名儿童于统一派位阶段获派学位。家长会于二 ○ 二一年六月二日至三日，收到由香港邮政透过「本地邮政速递」派递的《小一注册证》。如香港邮政人员派递时无人收件，会留下《领取邮件通知卡》，家长可于下一个工作天下午或之后到指定的邮政局领取上述邮件。倘若家长在六月四日仍未收到《小一注册证》或由香港邮政发出的《领取邮件通知卡》，可于六月五日至六日到指定的领取中心取回《小一注册证》。此外，如家长在「选择学校表格」内已填写手提电话号码，并同意透过该手提电话号码接收派位结果，他们亦会于六月二日透过电话短讯得知统一派位结果。教育局会按申请儿童小一入学申请编号的最后一个数字编配学生家长在六月八日或六月九日的不同时段，到获派学校办理注册手续。家长如因私人理由未能在指定日期内办理注册手续，可直接与学校联络安排于稍后时间办理。

28 . 由二○二一年七月二日开始，凡因家长未按指定日期为其子女办理入学注册手续而出现的小一学位空缺，各小学校长可自行取录学生填补。惟于九月一日以前，学校若取录从未参加小一入学统筹办法的儿童，则其家长必须先往学位分配组办理小一入学申请手续；而九月一日起，学校可自行取录该等学生，或转介他们到教育局各区域教育服务处，以便安排小一学位。

23. Letters were sent in January 2021 to parents of all children requiring central allocation, including applicant children who had not been successful in securing a discretionary place and those who had only applied for central allocation, to inform them of the location of the designated Central Allocation Centre and the period during which they should make choices of schools for their children.

24. For the convenience of parents, Central Allocation Centres were set up for the distribution and collection of “Choice of Schools Forms” at conveniently located primary schools in most of the school nets. There were a total of 41 Central Allocation Centres operating on 30 and 31 January 2021.

25. The number of actual Primary One classes that a school may operate depends on a number of factors, including the number of classrooms available, the class structure and parental choices. Based on the number of children already admitted by a school during the Discretionary Places Admission stage and the result of the computer analysis of the actual choices made by parents during the Central Allocation stage, EDB worked out the total number of children to be allocated to each primary school which formed the basis for deciding the number of Primary One classes that a school would operate. Schools were informed of the number of subsidized Primary One classes for the 2021/22 school year in late March 2021.

26. The whole process of central allocation is computer-programmed. The computer programme first processed the school choices in Part A and then the school choices in Part B.

The allocation was primarily based on parental choices and the “Random Numbers” generated by the computer programme for individual applicant children to ensure fairness.

27. In this cycle, a total of 24 211 children were allocated school places at the Central Allocation stage. Parents would receive the Primary One Registration Form delivered by post from 2 to 3 June 2021 through the Local CourierPost service provided by Hongkong Post. If the mail item at the time of delivery by Hongkong Post was unattended, a Mail Collection Notification Card would be left for parents to collect it from the designated post office starting from the afternoon of the following working day. If parents had not received the Primary One Registration Form or the Mail Collection Notification Card issued by Hongkong Post by 4 June 2021, they could collect the Primary One Registration Form at the designated collection centre from 5 to 6 June 2021. In addition, if parents had provided a mobile phone number on the Choice of Schools Form and indicated their consent to receive the Central Allocation results via this mobile phone number, they would also receive the results via SMS message on June 2. EDB would assign timeslots for parents to register with the allocated school on 8 or 9 June 2021 according to the last digit of the applicant children’s POA application number. Parents, who could not register their children during the specified period for personal reasons, could contact the school direct to make alternative arrangements.

28. Starting from 2 July 2021, vacancies arising from children failing to register within the specified period could be filled at the discretion of the school heads concerned. However, for late participants who had not joined the POA System, their applications should be referred to the School Places Allocation Section for processing before 1 September 2021. As from 1 September 2021, schools might offer places to such applicant children direct or refer them to the respective Regional Education Offices for school placement.

29 . 本年度共有 46 782 名儿童参加小一入学统筹办法而获分配学位，其中 22 571 人（ 48.2 %）最终获自行分配学位及 24 211 人（ 51.8 %）透过统一派位获分配学位。（二 ○ 二一年度小一入学各学校网学童派位结果概况及二 ○ 一二年度至二 ○二一年度小一入学学位分配概况见附录五。）

未能及时参加统一派位或因迁居而需要转校网的申请儿童

30 . 由统一派位截止日期至二 ○ 二一年八月三十一日期间，共有 591 名未能及时参加统一派位的儿童申请小一学位。学位分配组人员已协助该等儿童尽可能于其居所附近仍有空缺的小学就读。于同期间，共有 149 名申请儿童基于迁居理由而在新居住地区的校网获安排小一学位。

第五节：小一入学统筹办法的其他工作

私立／直接资助计划小学学生

31 . 由二 ○○ 三年度开始，凡已接受直接资助计划小学小一学位的儿童，均不能透过小一入学统筹办法获派官立或资助小一学位。

32 . 为免浪费小一学位，教育局吁请所有私立小学呈交已取录于下一学年入读小一的儿童名单。随后，教育局致函各获得私立小学取录的儿童的家长，要求他们明确表示是否仍然希望其子女获得一个官立或资助学校学位。

33. 教育局随后将已获私立小学取录而仍继续参加小一入学统筹办法的儿童名单，在统一派位结果公布前，送交有关的私立小学参考，使各私立小学对新学年小一学生人数能作更准确的估计。

34. 本年度共有 3 354 名申请儿童于接受直接资助计划或私立小学小一学位后，退出小一入学统筹办法或未有参加统一派位。

Summary of Allocation - Discretionary Places and Centrally Allocated Places

29. A total of 46 782 children were allocated school places through the POA System. Among them, 22 571 (48.2%) children were finally offered discretionary places and 24 211 (51.8%) were allocated school places through the central allocation. (The summary of allocation results (by net) for Primary One Admission 2021 and the summary of allocation results for Primary One Admission 2012-2021 are at Appendix V.)

Late Participants and Applicant Children Applied for Transfer of School Nets due to Removal 30. During the period between the cut-off date of central allocation and 31 August 2021, a total of 591 children had applied to the School Places Allocation Section for a Primary One place as late participants. They were given assistance in obtaining a place in nearby schools where vacancies existed. In the same period, a total of 149 applicant children had been allocated school places in the new school nets due to removal.

SECTION V: OTHER ASPECTS OF THE SYSTEM

Private / Direct Subsidy Scheme Primary School Pupils

31. Starting from the POA 2003 Cycle, children who have accepted the offer of Primary One places in Direct Subsidy Scheme primary schools will not be allocated Primary One places in government or aided primary schools through the POA System.

32. To avoid wastage of Primary One places, private primary schools were requested to submit to EDB a list of the children to whom they had offered a Primary One place for the next school year. A letter was sent by EDB to the parents of the children who had accepted the offer of school places in private primary schools, requesting them to confirm whether they still wanted their child to be allocated a government or an aided school place.

33. Before the release of central allocation results, private primary schools concerned were informed of the names of those children who had accepted their offer of admission and at the same time opted to remain in the POA System. This was to enable private primary schools to have a more accurate estimate of their Primary One enrolment in the new school year.

34. In this POA cycle, a total of 3 354 applicant children who have accepted the offer of school places from Direct Subsidy Scheme or private primary schools indicated that they would withdraw from the POA System or did not take part in the central allocation.

35 . 家长／监护人若认为申请儿童或有特殊教育需要，可于「小一入学申请表」上填报。教育局会根据家长／监护人所填写的特殊教育需要主要类别，与有关部门按照既定程序，在家长同意下把申请儿童的资料通过教育局送交儿童将入读的官立／资助学校，以便学校审视其学习需要和提供适切的支援。有关特殊教育需要类别的资料不会用于分配小一学位，申请儿童仍会按照既定程序获派官立

／资助学校的小一学位（包括在自行分配学位阶段及统一派位阶段）。若申请儿童适宜入读特殊学校，视乎专业人士的评估及建议和得到家长／监护人的同意，本局会另行转介申请儿童至特殊学校。

36 . 本年度共有 1 890 名申请儿童的家长／监护人填报申请儿童有特殊教育需要，其中 1 818 名获派普通学校，余下的 72 名退出参加小一入学统筹办法或没有参加统一派位阶段而未能获派小一学位。

第六节：总结

37 . 在小一入学委员会、各学校、家长及有关方面的通力合作下，二 ○二一年度的小一学位分配工作得以顺利完成。对小一入学委员会及各界人士所提的意见，教育局定必秉承一贯的宗旨，慎予研究及考虑，务求能使该项统筹办法于不断检讨下，日臻完善。

Applicant Children have Special Educational Needs

35. Parents / Guardians who consider that the applicant child may have special educational needs could indicate on the application form. Based on parents’/guardians’ indication of the applicant child’s major type of special educational needs, EDB and the department(s) concerned will, in accordance with the standing mechanism and subject to parental consent, pass the information of the applicant child via the EDB to the recipient government/ aided school for reviewing the child’s leaning needs and arranging appropriate support for him/ her. The information on the type of special educational needs will not be considered in allocating P1 places. The application will be processed according to the standing procedures and the applicant child will be allocated a P1 place in a government / aided school (including Discretionary Places Admission Stage and Central Allocation Stage). Subject to the assessment and recommendations of specialists and the consent of the parent / guardian, an applicant child will be referred by EDB to a special school if he / she is found to be more suitable for such a placement.

36. Of the 1 890 applicant children whose parents/guardians indicated their special educational needs this year, 1 818 were allocated to ordinary schools. The remaining 72 withdrew from the POA System or were not allocated a P1 place as they did not participate in Central Allocation stage.

SECTION VI: CONCLUSION

37. With the co-operation of the Primary One Admission Committee, schools, parents and parties concerned, the POA 2021 Cycle was completed smoothly. The views expressed by the Primary One Admission Committee and members of the public have been, and will continue to be, carefully studied and considered by EDB which keeps the System under constant review with a view to improvement.
