中文摘要

在全球治理架構下，公民社會組織不但在公共政策制定中扮演關鍵的角色，且是社經發展及政治參與的主要動力。本研究擬從全球角度，檢視不同社會系絡下所發展之公民社會組織，以「第三部門」做為全球公民社會組織之分析單元，並以約翰霍普金斯大學「非營利組織國際分類」做為取樣標準；另者，為俾利跨國性分析比較，擬依照研究主題，從組織之結構、經營策略、與結盟之道三個面向切入，分析問題包括治理組織、治理運作、募款、志工管理、及部門互動。本研究亦發現，台灣公民社會組織的發展尚未展現民主政治多元主義的基本精神。關鍵詞：全球性公民社會組織、第三部門、非營利組織

Abstract

Under the theoretical framework of the global governance , the civil society organizations have the profound effects on the public policy making process as well as on the degree of the social-economic development and political participation. Thus this paper intends to examine the impacts of the global civil society organizations. Three dimensions are reviewed, including their structure, management, and partnership. The issues of board of directors, leadership, fund-raising, volunteers management, and the cooperation among three sectors are also the major focus.
