自行車使用及公共自行車系統之節能減碳效益分析(NSC99-2410-H-216-008) 結案成果報告

壹、研究動機

根據經濟部能源局 2011 年「我國燃料燃燒 CO2 排放統計與分析」,台灣由 於產業景氣復甦,運輸部門的公路客貨運輸需求增加,2010 年 CO2 排放量為 34,565 千公噸,占總排放量的 13.6%。因此若能有效減少汽機車使用量,將有助 於顯著減緩(mitigation)運輸部門 CO2排放。

自行車為零碳排放的綠色運具,若能大量推廣自行車以取代原本汽機車之使 用(特別是機車部份),將有助於減緩汽機車使用成長,以達到節能減碳之目標。

自行車使用多為短程旅次,各國研究顯示自行車使用為 10 公里以內,騎乘 30 分鐘左右,本研究調查亦顯示台灣的汽機車使用也大多在此範圍內,屬於短 程運具。因此自行車若有效取代汽機車使用,其節能減碳的效果可期。

本研究建構公共自行車節能減碳分析架構,評估推廣公共自行車計畫所能達 成的節能減碳潛力,希望做為未來國內各相關單位推動公共自行車策略之依據。

貳、研究目的

公共自行車計畫(Public Bicycle Scheme)在全球掀起一股風潮,歐洲與北美各 主要大城市皆積極推動。公共自行車計畫又稱為自行車分享(bike sharing),是一 種個人化的大眾運輸,有機會減少交通對環境的衝擊、加強都市的機動性、提高 公共運輸的可及性。

台灣地區北高兩市已試辦都會型的公共自行車系統,惟其它非都會型的縣市 或鄉鎮與北高兩市的發展規模、人口分布、交通旅次的分派、以及土地使用型態 截然不同,更需審慎評估推動公共自行車的機會及節能減碳的效益,以期能說服 各級政府,建構公共自行車系統模式,達到節能減碳、減少能源耗竭的永續環境。

研究目的包括下列三點:

1. 建立評估公共自行車節能減碳效果之系統分析架構,瞭解自行車策略的節能

減碳切入點(能源結構、能源效率、運具乘載率等)。

2. 結合去年度研究計畫所建立之公共自行車供需分析及使用行為預測模型,評

估不同地區:新竹市中心區、竹北高鐵站、新竹科學園區通勤、以及北高兩 市已試行公共自行車系統之調查資料,進行比較分析與推動自行車/公共自 行車策略之切入點及節能減碳效果。

3. 評估公共自行車與大眾運輸整合的綜合效果,瞭解該整合作法是否能有效取

代汽機車使用,以及減少私人機動車輛行駛里程(短程自行車接駁)和提升大 眾運輸使用率(公車、捷運)兩者對於減碳效果之貢獻。

參、系統分析

因應能源耗竭與節能減碳行動,鼓勵社會大眾騎乘自行車,解決城市中短程 接駁,降低交通擁擠問題。由文獻可知自行車使用旅次與環境、設施有關,且自 行車通勤代步與自行車遊憩的使用意願與影響因子也有異。建構公共自行車系 統,採用智慧型或傳統型,亦因地而異,需考量與都市形象結合的設計、考量氣 候的影響、使用者特性、以及防竊功能的提供等。影響運輸部門 CO2排放之因 素可由以下公式(參考 Kaya 恆等式衍生而來)加以說明:

為延車公里與延人公里之比(即 運具乘載率之倒數),反映運輸系統平均每車次之輸運人數;pkm 則代表總運輸 需求量(延人公里)。由上式可以瞭解,若欲減少運輸部門 CO2排放,可由「調整 運輸能源使用結構」、「提升運輸能源使用效率」、「提高運輸系統乘載率」和「減 少運量」四個層面著手進行;亦可由此架構探討運輸部門各節能減碳策略之影響 層面及成效。

在前述架構下進行自行車推廣策略之節能減碳效果分析,其結果如下所示:

因此假設總運量不變的前提下,若自行車取代原本之汽機車使用,其減碳效 果主要來自於自行車使用過程之零排碳特性,以及減少能源投入量所致,但乘載 率之下降將導致需要更多的自行車旅次數量以滿足旅運需求(對於騎乘私人自行 車而言,需要更多人購置自行車;就公共自行車系統而言,則需維持足夠數量之 自行車以供營運週轉)。然而,就自行車單獨使用而言,其所能取代之汽機車使

效果則需將大眾運輸之排碳量也納入上述分析架構中,本研究以新竹縣竹北地區 試算如下。

以新竹縣市為例,全台平均每人每年人均排放 11 公噸 CO2,運輸部門佔 13.6%。(資料來源:經濟部能源局,2011 年,我國燃料燃燒 CO2 排放統計與分 析)。每部車(指汽油内燃機小型省油車型,燃油效率為 15km/L)每公里排碳約 150g,本研究經問卷調查得知新竹地區每日汽車通勤距離為 9.5 公里,若民眾改 採用自行車+大眾運輸(Bike and Ride)方式完成旅次:假設騎乘自行車 2 公里(約 10 分鐘),餘下 7.5 公里搭乘公車(假設乘載率為 20 人,燃油效率為 2.8km/L),

估算兩者之人均運輸碳排放量比為 7.5/9.5(機動車輛行駛里程數比)*1/20(車輛乘 載率比,取倒數)*15/2.8(燃油效率比,取倒數)*20.2/18.9(柴/汽油排放係數比,假 設汽油排放係數為 18.9 噸碳/TJ,柴油排放係數為 20.2 噸碳/TJ)=0.226,顯示自 行車+大眾運輸(Bike and Ride)方式之排碳量為原本以汽車行駛完成該趟旅次之 22.6%。

儘管柴油 CO2排放係數較大、公車車體較重(導致燃油效率較差)等兩點因素 皆造成排碳量有所增加,但自行車取代里程數及公車高乘載率之減碳效果顯著,

導致最終淨減碳效果為正。然而,自行車取代里程數有一定程度上限,即便是自 行車騎乘里程提高到 6 公里(騎乘 30 分鐘),其排碳量僅能進一步降低至原本的 10.5%左右。自行車+大眾運輸之減碳效果示意說明如下。

由上述範例之初步分析結果可知,自行車+大眾運輸之減碳效果之所以顯 著,其主因應在於銜接乘載率高之公車(或其他大眾運輸系統)完成餘下之行駛里 程。儘管自行車短程使用的直接減碳效果有限,然而一旦與大眾運輸相結合,藉 由大眾運輸高乘載之特性將可明顯減少該趟旅次之排放量(間接減碳效果)。因 此,關鍵在於利用自行車解決大眾運輸最後一哩(Last Mile)之可及性(Availability) 障礙,進一步帶動大眾運輸使用量,方能有效節能減碳。

換言之,自行車推廣策略應與推動大眾運輸使用政策進行整合配套規劃,方 能確實共同達成節能減碳目的。本研究基於此觀點,在進行自行車/公共自行車 之節能減碳效益評估時,考量影響其直接與間接減碳效果之各類因素,務求能完

整捕捉影響能源使用及 CO2排放之系統性因子。自行車+大眾運輸減碳效果影響 因子示意如下所示。

肆、研究方法

本研究建立自行車使用行為預測模式,結合指數分解法探討自行車推廣政策 實施後,對於各類影響 CO2排放量因素之衝擊。未來(下一年度)可再加入自行車 生命週期盤查相關資料,探討自行車製造時所產生之排放量是否會抵消自行車使 用之減碳量,如圖 1 表及表 2 所示。

伍、研究對象

本研究提出推動公共自行車以加強自行車通勤策略,目前台灣有台北市及高 雄市公共自行車系統執行模式,比較說明如下。

陸、問卷調查分析

本研究瞭解在不同、但均有潛力發展公共自行車之區域下,影響民眾使用自 行車因素之差異,以及重視公共自行車設施服務項目之不同,以做為研擬不同公 共自行車系統發展策略之參考。同時瞭解不同社經分群下使用自行車意願之高 低,以及其重視之設施服務項目,做為未來發展市場區隔(Market Segmentation) 行銷策略之依據。調查時間為平日及假日;調查地點為台北市政府附近區域;截 至 9 月 20 日止,共回收有效問卷 54 份,經由資料彙整分析、問卷調查結果說明 如下;並與新竹地區 165 份有效問卷的調查結果比較如下所示。

在台北地區的受訪者中,59%的受訪者在此地工作、32%的受訪者在此地娛 樂、9%在此生活。工作的受訪者中,活動類型大多數為上班通勤,佔 94%、商 務出差佔 6%。在此地生活的受訪者,其活動類型 100%為當地往來,主要是因 為台北市政府近年開通市府轉運站,加上市政府捷運站和公車,三個大眾運輸系 統互通,使台北地區的交通往來更為方便。在此地娛樂的受訪者,以逛街購物的 民眾最多佔 40%、其次為看電影佔 24%、用餐佔 12%、其它 24%。

台北民眾考慮騎乘自行車的比例為 44%、不考慮的民眾佔 56%。在此工作、

生活、娛樂的受訪者平時出門有騎乘自行車習慣的比率僅 26%、74%不考慮,因 為自認為距離不適合。受訪者中,57%的人在求學階段有騎乘自行車通學的經 驗,佔大多數、43%的受訪者則沒有騎乘自行車通學的經驗。

汽機車持有率統計,受訪者中以沒有擁有汽車或機車的比率最高,佔 35%;

其次僅擁有機車者,佔 33%;僅擁有汽車者佔 20%;另外有 12%受訪者擁有汽 車及機車。在汽車擁有數量方面,大多數擁有汽車的受訪者擁有一輛汽車,比率 佔 100%。機車擁有數量方面,95%的受訪者擁有一輛機車,擁有兩輛機車的受 訪者為 5%。

所有受訪者中,被使用頻率最高的交通工具為機車,佔 46%,其次為使用汽 車作為交通工具者佔 19%,其餘 35%受訪者汽機車皆無使用。汽車使用頻率方 面,單程使用 11~20 分鐘者為最多,佔 34%;單程使用 21~30 分鐘和 31 分鐘以 上者比例相同,皆佔 33%。機車使用頻率方面,單程使用 21~30 分鐘者為最多 佔 43%;單程使用 11~20 分鐘的受訪者佔 25%,單程使用 5~10 分鐘的受訪者佔 18%,而單程使用機車頻率達 31 分鐘以上者佔 14%。

所有受訪者中,願意騎乘 31 分鐘以上者佔 31%為最多,願意騎乘 5~10 分 鐘者佔 25%居次,接著是願意騎乘 11~20 分鐘者佔 24%,騎乘 21~20 分鐘者佔 20%。願意騎乘自行車距離方面,距離 5 公里以上佔 30%,距離 3~5 公里者佔 25%,為其次,騎乘距離 1~3 公里者佔 24%,最少數者為距離 1 公里以內,佔 19%。

受訪者中,擁有個人自行車的比例為 57%,沒有自行車的受訪者佔 43%。

在擁有個人自行車的受訪者中,其擁有的自行車車型大多數為折疊車,佔 35%,

其次為城市車佔 28%,公路車、登山越野車的比例各為 13%和 15%。大多數受 訪者,其擁有自行車的價位為一萬元以下,佔 62%,其次為一~兩萬元,佔 21%,

兩萬~三萬元者佔 10%,四萬元以上佔 7%。

在所有受訪者中,曾經使用過自行車系統的人佔 48%,未曾使用過公共自行 車系統,佔 52%。若是提供公共自行車系統,有 76%的受訪者會願意使用,佔 大多數,24%人回答不願意使用。

在受訪者中,公司能提供簡便之淋浴設施很重要,有 17%的人選擇非常同 意、46%的人同意、35%的人認為普通同意。提供托運貨物至住家之服務很重要,

21%表示非常同意,51%表示同意,22%選擇普通同意,僅有 2%的受訪者表示不 同意。提供寄放物品之服務很重要,超過半數的受訪者選擇同意,佔 57%,有 24%的受訪者表示非常同意,有 15%受訪者表示普通同意,另外有 2%的受訪者 表示不同意。提供汽、機車停車位(或停車場)很重要,33%表示非常同意此問 題,48%表示同意,15%受訪者對此問題表示普通同意。

將台北與新竹地區的調查結果比較,可以發現台北地區(59%)考慮騎自行車 的比例較新竹地區高(55%);但是實際有騎自行車習慣卻是新竹地區較高(28%)、

台北則有 26%實際行動。求學階段有騎乘自行車通學經驗以新竹較高(67%)、台 北僅 57%,究其原因乃因台北為首善之都,大眾運輸較新竹便利很多,包括公車 與捷運系統,而新竹地區的公車系統不普及、輕軌捷運因為市區人口四十萬人也 規劃很久無法進行建設。也因為上述理由,台北地區沒有汽機車者高達 28%、新 竹僅 10%。

台北地區擁有一部汽車的比例高達 100%、新竹僅 84%;擁有機車的比例兩地 都一樣高達 95%。新竹地區使用汽車的頻率(22%)較台北高(19%);使用機車的頻 率台北(46%)較新竹高(44%)。

調查比較使用汽機車 30 分鐘以下的比率極高,顯示台灣汽機車旅次大都在 半小時以下;而高達 70%願意騎乘自行車的時間在 30 分鐘以內、五公里以下;

此一資訊亦符合公共自行車建置的使用與節能減探效益的提昇。

新竹地區僅 22%受訪者使用過公共自行車系統,台北地區則高達 48%;亦 符合 IF YOU BUILD IT, THEM WILL USE IT 的理論。新竹地區高達 91%的受訪 者願意使用公共自行車系統、台北地區也有 76%的意願,實為公私部門推動 PBS 的一個機會。

柒、研究成果

本研究成果可為新竹地方、台灣各城市、甚至東南亞及大陸地區建構發展 公共自行車的可行性分析模式。2007 年全國小客車年排放 16259 千公噸 CO2、

機車排放 4288 千公噸 CO2;統計新竹縣小客車 150,010 輛、機車 264,697 輛,

為全台每千人汽車擁有率最高者(342 car/1000 p);至目前統計竹北市人口約 13 萬人,汽車與機車持有率約佔全縣 1/4,因此推算竹北小客車年排放 107,567 公 噸 CO2、機車年排放 19,728.6 公噸 CO2。「If you build it, they will use it」,假設 於研究區建置公共自行車後,其它運具移轉至自行車旅次所占的比例為 20%(歐 洲 10%);運具移轉 20%減少的排放量換算成碳排放交易價格(國際價格約 15 歐 元/每公噸),將減少 25460 公頓/每年節省 381,900 歐元。

新竹市小客車約 16 萬輛、機車約 26 萬輛;每千人汽車擁有率最高者(342 car/1000 p)。新竹市人口 40 萬,推算新竹市小客車年排放 456,400 公噸 CO2、機 車年排放 79,600 公噸 CO2,減少 107,200 公頓,每年可節省 1,608,000 歐元。

以新竹地區為例,提出公共自行車發展策略:

1.第一階段:規劃自行車路線,利用 Garmin 定位規劃自行車路線,並結合福衛 二號衛星影像製作圖檔,由 GPS 建立路線起迄點座標、路線坡度等相關訊息。

第二階段:建立自行車通勤、通學、遊憩與代步規劃

自行車通勤:重要的交通節點~竹北高鐵站、鄰近新竹科學園區~13 萬員工、包 括新竹生物醫學園區、台灣知識經濟旗艦園區、台元科技園區等通勤的起訖旅次 OD。

自行車通學:包括台科大及交大,以及 14 所國中小集中分布

自行車遊憩:高鐵特定區已規劃並開發完成 30 座公園綠地及 3 條水圳道,並已 分別建設自行車道。公園內有電源,便於建構公共自行車租借站

自行車代步:包括新竹縣治特區、美食區、文化中心及體育館等人潮聚集點

步行距離半徑 200 米 設 7 大租借站(6 組) 25 個小租借站(2~3 組)

竹北生態社區可提供 3000 輛公共自 行車

Building Slow City by Public Bike Scheme in Historic Old Town

ABSTRACT

The aim of a slow city is to build a sustainable city designed with consideration of environmental impact, inhabited by people dedicated to minimization energy consuming and air pollution with promise and environmental friendly living style.

By applying the innovative integrated Public Bike Scheme (PBS) in the supply side of

transportation, the residents of a slow city can commute by cycling with minimal reliance on cars and motors. It will create the smallest ecological footprint, and produce the lowest quantity of pollution, transport within the city more efficiently, and citizens will be more healthy, thus the city overall contribution to climate change will be minimal.

There has been growing interest in leisure and utility cycling, highline the importance of rising environmentalism and increasing awareness of sustainability. Cycling is an environmental friendly mode of transportation, especially suitable for historic old town with narrow alley.

Hsinchu is an ideal location for promoting Public Bike Scheme and for a slow city, since cycling is frequently cited by residents and tourists as a preferred method to achieve relaxation, as well as a mode to interact with heritages. With more than 180 years old history, Hsinchu is full of ancient monuments and heritage sites. This study designed a dedicated public bike system within Hsinchu historic city to attract not only domestic travel but also urban tourism.

The research will apply simulation method and the results will provide a set of valuable information for building a slow city by applying an appropriate public bike policy for constructing public

cycling facilities. The overall goal of this research is to provide suggestions of a reasonable public cycling policy for recreational cycling, cycling commuting and cycling strategy to promote a slow city in Taiwan.

1. Introduction of Slow City

Slow City (Originally comes from Italian Cittaslow) is a movement founded in 1999 in Italy. It was initiated by Slow Food Organization which is an NPO founded in 1989 in Italy too. The goal of building a Slow City is to improve the quality of life in towns. According to slow movement officialhomepage,slow citiesarewhich “stand up against the fast-lane, homogenized world so often seen in other cities throughout the world. Slow cities have less traffic, less noise, fewer crowds.”(www. slow movement.com)Slow cities are characterized a lifestyle that supports people to enjoy their life by slow movement. Traditions and traditional ways of doing things are valued, such as walking and cycling instead of fast vehicles.

Slow city movement has expanded broadly beyond Italy. By 2006, national Cittaslow networks existed in Germany, Norway and the United Kingdom; By mid-2009, 14 countries have at least one officially accredited Cittaslow community. (Wikipedia). After 2009, Korea becomes first Asia slow city member. There are over 16 countries, 114 cities join the slow city movement.

Residents less than 50,000 can apply to be called a Slow City. As a fast growing speed in cities life, industrial development and traffic movement in Taiwan, can we make a change through Public Bike Sharing as a tool to meet the goal of slow city?

Slow city movement comes from another idea is that “time poverty”. According to Goeldner and Ritchie, time poverty is prompting people to save up time to spend later. This has given rise to a growing trend toward “sabbatical”holidays, which can become “trips of a lifetime”. (Tourism, 2008)

This research tries to apply the concept of Public Bike System into a historic city, in order to meet the criteria and possibility of become a slow city in future development.

2. Implementation in Hsinchu, Taiwan

Since the Ching Dynasty, Hsinchu has long been a place of cultural center in Northern Taiwan. It is one of the earliest developed cities in Taiwan, having more than 170 years of history in its rich urban texture. There are two core areas in Hsinchu city center: one is centered in the God Temple where four streets are cross section, the other is centered in The East Gate where 9 historic streets are radically stretching out from the center. These two cores regenerate the Hsinchu old town and turn it into a prosperous area where is the most important tourist activity center.

Hsinchu was upgraded from a county into a city in 1981, the population, economy and industry are growing positively. The establishment of Hsinchu Science Industrial Park even creates more job opportunities. Together with fast development of high-technological industry in the post 1991, the historical building and modern high-tech park now decorate the city as two strong contrasts.

Outside the historic city center, there are six universities, research institutions, Science Parks and other incubator organizations; therefore, the city is designated as a cultural and high-tech city under the national development plan. Hsinchu science city aims to combine its cultural and technological characters to create a modern international city where major headquarters are gathered and residents are being the richest in Taiwan.

As home to the Scientific Industrial Park, Hsinchu science city has earned a reputation worldwide as“Asia’sSilicon Valley”.Hsinchu becomes a city famous for high-technology, high education, as well as high income, with an annual production value of 400 billion US Dollars, there are 130,000 employees in Scientific Industrial Park, with a local population of nearly 400,000 in the city.

Hsinchu science city has a high population density and faces serious air quality issues; there are 110,000 cars in the city and twice that many motorcycles. Anything that reduces travel by motor vehicle is of great potential benefit to the city.

Hsinchu old town center is the earliest developed

historic area with 1 km squares and about

5,000 populations. There are

abundant cultures exist such as religious centers, historic streets and architectures, academic resources, public facilities and night activities, etc. Now the historic area is facing the problems caused by modernization. Problems include traffic chaos, insufficient of public infrastructures, lack of city image, etc. By means of slow city movement, Hsinchu is able to carry out efficient plans to elaborate the local characteristics and resolve the issues of vehicle crowds, and conflicts between the old town center and new development area. Figure 1 shows the geographic location of Hsinchu, and table 1 summarizes Hsinchu’smostdistinctivefeatures.

There are two tourist attractions

resources include 17km coastline, the 18-peaks mountain area outside the downtown area.In addition to trying to improve the investment environment, the city government is also working hard to improve leisure environment in coastal area.

As home

to the biggest wetland of northern Taiwan, Hsinchu coastal zone is fulfilled special species including crabs, birds and plants in the wetland, and the coast is protected by the law of special scenic and

environmental value from undesirable development. The city government has built a 17km-long bike lane along coastline since 2002, which was completed at the end of 2006, involving an

investment of 17 million US Dollars. Cycling is often cited as a preferred way to achieve relaxation and exploration, and get in touch with nature. In contrast to polluting

automobiles, bicycles are quiet, have no emissions, and have a limited environmental impact to the sensitive coastal zone. The government has tried effort in combine the tourism development with green transportation.

The mountain is another tourist attraction in Hsinchu.Itwasdesigned asaroyalfamily’sleisureand recreation park during the Japanese colony. There is a flower festival held every spring in the

mountain area, and attracts more than 100,000 tourists every year.

vision. This research emphasizes the integration of local characteristics and tourism resources to regenerate slow city movement. Furthermore, this research shows how can assist the local

community to revitalize local leisure and recreation resources by apply Public Bike System, which is the main goal of slow city.

Following the slow city movement’s framework, this research investigates the contents and goals of historic town resource and community development. It is not just about the conflicts between the living environments; historic resources are not merely expansion; and community development is not either just creating activities. This research seeks the possible opportunities and mechanisms for sustainable community development under applying of Public Bike System.

3.

The Public bike system

Public Bike Schemes (PBS) has grown significantly in popularity over the last few years. Many major European cities including Velib in Paris, Lyon, Bicing in Barcelona, Call a bike in Munich, Berlin, SmartBike in Oslo, Stockholm, and Washington D.C. and BIXI in Montreal have launched extensive schemes that are helping to redefine the perception of cycling and create a new form of mainstream public transport for short distance urban journeys, and also become an tourist attraction.

There are 135 cities with total amounts of more than 200,000 bikes existing in the world.

AsTaiwan’snationaleconomy isgrowing and theGNP is increasing, the ownership of cars and motorcycles is popular in every household. There are 23 million people in the population, and 5.7 million cars and 14 million motorcycles. These figures demonstrate that motorcycles, owing to their convenience in parking and traveling, are the most favored travel mode for short distance trips in Taiwan.

Fortunately, Taiwan is experiencing an increasing investment in, and popularity of cycling. Both central and local governments have been trying to stimulate the development of bicycle activities and recreational cycling since year 2002. By year 2010, 2600 km bike routes will be reached.

Furthermore, Taipei, Tainan, and Kaohsiung have tried to develop city-wide public bicycle activities in year 2009.

There is an important issue of cycling behavior in terms of public cycling demand and cycling facilities. The forthcoming Public Bike Schemes in Taiwan should consider the characteristics of users (demand side) and the PBS’s location and quantities (supply side).

Bike Share systems are booming in cities around the world, from Europe, North America to

Asia. From the larger cities of Paris and London, and recently in Shanghai and Hang Zhou in China to smaller ones, people rent public bicycles and cycling to their destinations, and then return to public bike stations. Many more trips can be made without the use of a car by combing the PBS with Mass transportation. There is more choice for people to walk, and bike on their journey.

According an interview of J. Becker, “creativity is recognized for funding a Bike Share system within a small community by using all available lanes. Cyclists pay for the bike using would be dictated by the reality of the community. Funding support from government and private sources supplemented by job support programs would contribute to the funding package.”

4. The implementation of PBS

Public Bike System has launched extensive schemes that are helping to redefine the perception of cycling, create a new form of mainstream public transport for short distance urban journeys, and also become an tourist attraction.

Public bicycle systems are a form of bicycle sharing that is available in numerous cities in Europe and that is attracting considerable attention in North America. A public bicycle system is a bank of bicycles, with numerous pick-up and drop-off points, available to the general public for short-term uses for free or for a small fee.

The authors investigated different cases list as follows:

2009). The program was created as a measure to reduce bicycle theft. It was believed that wide availability of free, public bicycles would discourage theft of privately owned bicycles. The program failed as virtually all of the bicycles were stolen.

Case study 2 : Copenhagen Free Bike Program in 1995

In 1995, Copenhagen was the first major city to launch a self-service, fixed station public bicycle system, called Bycyklen (TC, 2009). Unlike the bikes used earlier in Amsterdam, these are custom made and include many parts that were not interchangeable with regular bicycle parts and require special tools for installation. Following a coin deposit at an automated station, a bicycle can be used and then returned to any of the system's 200 stations, provided there are available docking spaces. The deposit is then returned. Theft and damage are ongoing problems. There were 2000 BIKES from 2004 to2006.

Case study 3 : Oslo Smart Bike

In the late 1990s, a new generation of fully automated, self-service public bicycle systems with sophisticated, electronically controlled locking mechanisms emerged. These so-called 'smart bike' systems, unlike their predecessors, would require user identification - a major theft deterrent. User would have to register to obtain a special key card or use a credit card to take out bicycles. The pioneering system, operated by the advertiser Adshel (later acquired by Clear Channel) in exchange

One of the authors was in D.C. during June, 2011. There was a meeting with the manager of MetroBike, by interviewing Paul, the Capital Bike case study is as follows:

The originally bike sharing project in Washington, D.C. was known as SmartBike opened for service in 2008 and operated by a private advertising firm, Clear Channel. The project was failed due to low membership and rider usage rates, as well as a limited number of bike rental which was only 50. Therefore the project was officially terminated in January 2011.

Capital Bike was introduced to replace the failed project in D.C. and Arlington County in

September 2010. The initial scheme involved 1,100 bicycles at 100 stations. The cost of planning, implementation and administration for Capital Bike totaled about USD 5 million. The project planning, implementation and first-year operating costs was partially financed by a USD 6 million grant from the Department of Transportation, U.S.A. The manager Paul stated that project revenues reach 50% of annual operating costs, and it reached 100% in April.

Case study 5 : PBS in China

Bike sharing has also become popular in China. Hangzhou's bike sharing system has 60,600 bikes, surpassing Paris' Velib program which offers over 20,000 bikes. Bike sharing stations can be found in Hangzhou every 100 meters compared to the 300 meters in Paris. During their first year

operation, no bikes were stolen and few were damaged or vandalized compared to the half that were stolen or damaged in Paris. During the 2010 World Expo in Shanghai, Shanghai has launched a bike share program which is accessible by RFID cards. Now there are 50,000 public bikes in Hangzhou and Wuhan separately, and 100,000 public bikes in Shanghai.

5. Conclusions and Suggestions

Taiwan is experiencing growing investment in and popularity of Public Bike Schemes. Both central and local governments including Taipei, Tainan, and Kaohsiung have tried to develop city-wide public bicycle activities in year 2009.

The author has set up a public bike experimental lab in Chung Hua University which is the first university to provide public bikes in campus. The lab will have an experimental study to investigate the energy efficiency and carbon dioxide emissions of bicycle usage and public bike scheme in the future. Different types of study areas are implied in Hsinchu Technopolis including High Speed Rail Station area (recreational cycling and cycling commuting), old town city center (leisure cycling), and Science Industrial Park (cycling commuting).

The research tries to suggest that provide public bike system will change the lifestyle of citizen in a

facilities. The overall goal of this research is to provide suggestions of a reasonable public cycling policy for recreational cycling, cycling commuting and market segmentation in Taiwan, especially apply in Hsinchu historic town center to build a slow city. 一、參加會議經過

本次研討會主題為「歷史城市保存與城市規劃」(Preservation of Historic City and City Planning)。研討會日期為 2011 年 8 月 25 日~27 日。研討會地點:韓國千年古都慶州市、

慶州大學。

8 月 25 日為報到、註冊與歡迎晚宴,每人須繳費 100,000 韓元。三個國家的都市計畫學 會理事長分別上台致詞,日本都市計畫學會還特別感謝台灣與韓國在日本 311 大地震之 後的關心與協助,並播放災難發生當時的影片,即使過了半年,看到驚心動魄的地震與 海嘯所帶來的災難仍讓與會者動容。

8 月 26 日上午九點為開幕致詞(Opening Ceremony),由台日韓三個學會的理事長分別上 台,以及慶州大學的校長、慶州市市長等。大會演講(Keynote speech)由韓國漢陽大學李 教授介紹慶州古都的發展。開幕式結束後,即為各場次的論文發表。

本屆研討會論文共分為十個場地進行,包括十一大主題:規劃理論與歷史、規劃策略、

觀光、交通與都市基礎建設、都市與區域分析、土地與住宅、區域規劃、永續發展、災 難預防、景觀規劃與設計、土地使用規劃。共計七十一篇論文進行發表與討論。

本人於 Session B-1 規劃理論與歷史(Planning Theory and History)場次發表論文,投稿文章 事先經過摘要審查與全文審查,於七月底告知通過審查。發表後受到與會人士的熱烈討 論,包括日本明治大學服部圭郎教授、韓國國家土地規劃部副總裁裴清、韓國京畿大學 金珍猷教授、日本東京大學渡邊博士、以及來自黎巴嫩的 Jad 博士,皆提出不同的看法 且予以本研究肯定,並鼓勵本人繼續朝此方向努力。對於本人進行國科會研究計畫「自 行車使用及公共自行車系統之節能減碳效益分析」具有極大幫助。

當天晚上研討會圓滿結束,韓國都市計畫學會安排於慶州普門觀光地區~現代酒店進行惜 別晚宴,以自助餐的方式進行,非常溫馨而熱鬧。

二、與會心得

台日韓都市計畫研討會是由台灣、日本、及韓國三國的都市計畫學會每年輪流舉辦,目 的為國際學術研討會論文發表、產官學研各界的參與、以及城市間的交流。研討會的官 方語言是英語,本人連續多年都獲得台灣都市計畫學會國際交流委員會的肯定,透過投 稿論文審查通過,得以參加此研討會,對於本人的國科會研究也累積多年的心得,極具 意義。

三、考察參觀活動(無是項活動者省略)

8 月 27 日上午由韓國都市計畫學會安排三部遊覽車,參訪慶州千年古都的歷史保存,包 括韓國國寶級被聯合國指定為世界文化遺產的石窟庵與佛國寺、代表新羅王朝史蹟的大 陵苑、骨窟寺、感恩寺址、文武大王陵、以及國立慶州博物館。這座古城還提供自行車 體驗文化遺跡之旅,共分為三條旅遊路線,非常具有吸引力。

四、建議

國際研討會全場以英文發表,對於國際交流具有實質意義,有機會與各國學者互動,對 於研究方向也具有國際比較的意義。學校應鼓勵師生多參與國際研討會,明年由台灣主 辦,研討會主題是智慧城市(smart city),政治大學將協助台灣都市計畫學會辦理此一國際 研討會,本人也答應都市計畫學會將結合休閒資訊推動 smart conference。

但是以韓國的努力,相信不久即有好的結果,本人也勉勵自己發表完這篇研討會文章後,

應該再接再勵投稿 IJUS,讓臺灣的研究能多發表於國際期刊中。
