Traduzca el siguiente texto al chino（35 分）Crisis migratoria europea: ¿por qué los sirios no buscan refugio en los ricos países del golfo Pérsico?
Cuando miles de sirios que huyen de la guerra intentan desesperadamente llegar a Europa, la pregunta es inevitable: ¿por qué no buscan refugio en los países del golfo Pérsico, si están más cerca? Desde que en marzo de 2011 comenzara la guerra en Siria, decenas han cruzado a Líbano, Jordania y Turquía, pero acceder a otros estados árabes, especialmente a los del Golfo, es menos sencillo. Oficialmente los sirios pueden solicitar un visado de turista o un permiso de trabajo para poder entrar en Irán, Irak, Kuwait, Arabia Saudita, Baréin, Qatar, Emiratos Árabes Unidos u Omán. Pero el proceso es costoso y está extendida la percepción de que los estados del Golfo tienen restricciones no escritas que hacen difícil que los sirios consigan una visa en la práctica. La mayoría de los que lo logran son aquellos sirios que ya estaban en alguno de estos países y alargaron su estancia o los que llegaron porque tienen familiares allí.
A pesar de los llamados en las redes sociales, parece poco probable que los países de la región cambien su posición en favor de los refugiados sirios. Y es que la mayoría de los estados del Golfo, como Kuwait, Arabia Saudita, Qatar y Emiratos Árabes Unidos tienden a emplear a inmigrantes del sureste asiático y del subcontinente indio, particularmente para el trabajo poco calificado. Mientras que árabes de fuera de la región del golfo tienden a ocupar cargos profesionales, como por ejemplo en el sector de la educación y de la salud. Sin embargo, los gobiernos saudita y kuwaití están tratando de priorizar el empleo local, un programa estatal que se conoce como "nacionalización". Por ello, los residentes no nativos tienen que pelear para poder salir adelante en estos países, ya que es casi imposible obtener la nacionalidad. En 2012 Kuwait incluso anunció una estrategia oficial para reducir en un millón el número de trabajadores extranjeros en 10 años. Así que, puede que los estados del Golfo estén más cerca de Siria que Europa, pero las restricciones no escritas hacen que los sirios que huyen de la guerra opten por el trayecto más largo.

其一是中國大陸經營環境的轉變。過去李登輝時代的「南向政策」之所以失敗，主要是因為 抵不過大陸改革開放政策對臺商的吸引力。不過近年來的大陸經營環境，根據美國波士頓諮詢集 團（BCG）《全球製造業的經濟大挪移》報告顯示，經生產力調整後，中國工人的工資水準，已 經從 2004 年的 4.35 美元時薪漲到 2014 年的 12.47 美元，漲幅達 187%，在成本大幅上揚下，臺 商自然也將目光轉向東協。據統計，至 2015 年底臺商投資東協總金額已超過 860 億美元，與臺 灣產業的供應鏈關係也日益密切。
其二是隨著大陸經濟成長減緩，東協市場前景極具吸引力。東協經濟規模達 2.6 兆美元，是 全球第 7 大經濟體，預計 2030 年將擴增近 1 倍，將成世界第 4 大經濟體，同時「東協經濟共同
體」（AEC）的成立，預計於 2025 年前達到貨品、服務、投資、資金與技術勞工自由流通，加上
城鎮化發展、基礎建設與交通網絡，以及逐漸重視永續能源與環境等領域的需求大增，都將對臺 商創造市場拓展的商機，自然使東協成為臺商「中國加一」的布局選項。
