ABSTRACT
In the view of management "Community Total Development" is a new management method through the process of community residents joining community activity to bring about the residents'''' construction of "Organization Climate" ,so as to build the same organization culture enforcing the organization''''s cohesion. The achievement of "Community Total Development" is getting awareness everywhere from the government undertaking community activity in Japan and Taiwan. The purpose of this research : 1.
To investigate the essential attributes and structure of the residents of Non-Kang and to analyze the implication of the composition.
2. To estimate and analyze the opinion distribution of the "Community Total Development" and essentially environmental attitude of the residents of Non-Kang. 0. To approach the relationship and affect between the residents'''' essentially attributive structure
、the opinion of "Community Total Development"and environmental attitude. 4. To point out the management implication from this research and to propose suggestions in the view of management. This research sets up five hypothesis by verifyed studying purpose ,the result is as follows: 1. There is significant correlation between the residents'''' essentially attribution and the opinion of
"Community Total Development". 2. The different attribution of the residents lead to the different composed factors of "Community Total Development" conception. 3. There is relation between the composed factor of "Community Total Development" conception and the environmental attitude. 4. The different conceptions of "Community Total Development" result from the different
