Notes of Submission on
the Revised Mathematics Curriculum (P1-S6) Textbooks for Review
(Updated in November 2020)
(A) Guidelines and Procedures
Publishers should read this Note in conjunction with:
1. “Guiding Principles for Quality Textbooks” (Revised June 2016), 2. “Guidelines on Submission of Printed Textbooks for Review” /
“Guidelines on Submission of e-Textbooks for Review” (latest version at the time of submission), and
3. “Printed Textbook Writing Guidelines for Mathematics Education Key Learning Area” / “e- Textbook Writing Guidelines for Mathematics Education Key Learning Area” (latest version at the time of submission).
Unless otherwise specified in the following paragraphs, publishers should observe the procedures and requirements for submission of Mathematics textbooks for review as stipulated in the above- mentioned documents.
(B) Updated Curriculum Documents
1. New textbooks (printed and e-textbooks) should be written to support the revised Mathematics Curriculum (P1-S6), finalised in 2017 (thereafter Mathematics Curriculum 2017).
2. Publishers should write Mathematics textbooks with reference to the
Supplement to Mathematics Education Key Learning Area Curriculum Guide: Learning Content of Primary Mathematics (數學教育學習領域課程指引補充文件:小學數學科學 習內容);
Supplement to Mathematics Education Key Learning Area Curriculum Guide: Learning Content of Junior Secondary Mathematics (數學教育學習領域課程指引補充文件:初中 數學科學習內容); and/or
Supplement to Mathematics Education Key Learning Area Curriculum Guide: Learning Content of Senior Secondary Mathematics (數學教育學習領域課程指引補充文件:高中 數學科學習內容).
3. A lead time of not less than 12 months is given to publishers to write textbooks in line with the Mathematics Curriculum 2017.
(C) Implementation of Mathematics Curriculum 2017

2. Progressive Implementation: To ensure students in receipt of full and coherent curriculum, schools are strongly recommended to implement the Mathematics Curriculum 2017 progressively by phases as shown above.
(D) Submission Schedules and Release of Textbook Review Results
Publishers can opt to submit a whole set of printed and/or e-textbooks for a Key Stage either in one go or in two or three batches in three consecutive submission periods. The review results will be made based on the assessment of the full set of textbooks for a Key Stage. Publishers should follow the instructions below if they intend to submit Mathematics textbooks for review with respect to the Mathematics Curriculum 2017:
1. Key Stage 1 (KS1)
a) Submission of KS1 Mathematics textbooks for review before February 2019: The submission schedule of Mathematics textbooks for Key Stage 1 is stated in (i) and (ii) if the textbooks are targeted to be available for students in September 2019:
(i) For submission in a whole set, printed and/or e-textbooks should be submitted in a designated period from 13 August 2018 (Mon) to 7 September 2018 (Fri) for review.
(ii) For submission in batches, the schedule as well as options for submission of printed and e-textbooks is tabulated below:

b) Release of review results for KS1 Mathematics textbooks: The review results of both printed and e-textbooks written for the KS1 of the Mathematics Curriculum 2017 will be released in late January 2019 if the textbooks are submitted according to the submission schedule stated in Part D (1a).
2. Key Stage 2 (KS2)
a) Submission of KS2 Mathematics textbooks for review by the end of October 2019: The submission schedule of Mathematics textbooks for KS2 is stated in (i) and (ii) if the textbooks are targeted to be available for students in September 2020.
(i) For submission in a whole set, printed and/or e-textbooks should be submitted in a designated period from 1 February 2019 (Fri) to 1 March 2019 (Fri) for review.
(ii) For submission in batches, the schedule as well as options for submission of printed and/or e-textbooks is tabulated below:

b) Release of review results for KS2 Mathematics textbook: The review results of both printed and e-textbooks written for the KS2 of the Mathematics Curriculum 2017 will be released in September 2019 if the textbooks are submitted according to the submission schedule stated in Part D (2a).
c) Textbook Submission after October 2019: Meanwhile, publishers may consider submitting printed and/or electronic Mathematics textbooks for KS2 in an ordinary submission period from October to November 2019 (to be announced in due course) if the textbooks are targeted to be available for students in September 2020. The review results for the entry in October to November 2019 will be released in February / March 2020.
3. Key Stage 3 (KS3)
a) Submission of KS3 Mathematics textbooks for review before February 2020: The submission schedule of Mathematics textbooks for Key Stage 3 is stated in (i) and (ii) if the textbooks are targeted to be available for students in September 2020.
(i) For submission in a whole set, printed or e-textbooks should be submitted in a designated period from 12 August 2019 (Mon) to 6 September 2019 (Fri) for review.
(ii) For submission in batches, the schedule as well as options for submission of printed and e-textbooks is tabulated below:

4. Key Stage 4 – Compulsory Part (KS4-CP)
a) Submission of KS4-CP textbooks for review before June 2023: The submission schedule of Mathematics textbooks for KS4 - CP is stated in (i) and (ii) below if the textbooks are targeted to be available for students in September 2023.
(i) For submission in a whole set, printed or e-textbooks should be submitted in a designated period from 3 May 2022 (Tue) to 16 May 2022 (Mon) for review.
(ii) For submission in batches, the schedule as well as options for submission of printed and e-textbooks is tabulated below:

b) Release of review results of KS4-CP textbooks: The review results of both printed and e- textbooks written for the KS4-CP of the Mathematics Curriculum 2017 will be released in December 2022 if the textbooks are submitted according to the submission schedule stated in Part D (4a).
c) Publishers may consider submitting printed and/or electronic Mathematics textbooks for KS4- CP in an ordinary submission period after June 2023.
5. Key Stage 4 – Module 1 and Module 2 (KS4-M1, KS4-M2)
a) Submission of KS4-M1 and KS4-M2 textbooks for review by the end of February 2019:
The submission schedule of Mathematics textbooks for KS4-M1 and KS4-M2 is stated in (i) and (ii) below if the textbooks are targeted to be available for students in September 2019:
(i) For submission in a whole set, printed or e-textbooks should be submitted in the designated period from 13 August 2018 (Mon) to 7 September 2018 (Fri) for review.
(ii) For submission in batches, the schedule as well as options for submission of printed and e-textbooks is tabulated below:

b) Release of review results of KS4-M1 and KS4-M2 textbooks: The review results of both printed and e-textbooks written for the KS4-M1 and KS4-M2 of the Mathematics Curriculum 2017 will be released in December 2018 if the textbooks are submitted according to the submission schedule stated in Part D (5a).
c) Textbook Submission after February 2019: Meanwhile, publishers may consider submitting printed and electronic Mathematics textbooks for KS4-M1 and KS4-M2 in an ordinary submission period from February to March 2019 (to be announced in due course) if the textbooks are targeted to be available for students in September 2019. The review results for the entry in February to March 2019 will be released in June / July 2019.
(E) Phasing-out of existing Mathematics textbooks from the Recommended Textbook List (RTL) and the Recommended e-Textbook List (eRTL)
The current Mathematics textbooks written based on the previous curriculum documents will be delisted from the RTL and eRTL as tabulated below:
