統計方法

一、人口統計

新生嬰兒

當一新生嬰兒誕生於醫院時,院方會將其資料記錄寄予統計暨普查局,民事登記局 亦會將補充資料提供予統計暨普查局,以助評估有關統計之覆蓋範圍。

死亡及死胎

根據民事登記局提供之死亡及死胎證明書副本而編制,衛生局協助覆核根本死因的 編碼。根本死因是按照“國際疾病分類”第十修訂版分類。

必須申報疾病

有關資料由衛生局疾病預防控制中心提供。

結婚

根據民事登記局提供的結婚登記資料進行統計。

離婚

根據民事登記局及法院提供的離婚登記資料進行統計。

准許居留人士、外地僱員、中國內地移民及被遣返內地非法入境者

資料由治安警察局提供。統計暨普查局對有關資料進行整理,並負責制定資料之公 佈形式。

參考日期

結婚及離婚資料分別按登記日及批准日作統計,其餘資料所指日期均為事發日。

二、人口估計

人口估計是以人口普查或中期人口統計之結果為基礎,再根據參考期內人口的變動 而進行計算。詳細來說,就是以上期期末人口的數目,加上在參考期內人口的增加額(出

生人口總數及移入人口),再減去在同一期間內人口的流失額(死亡總數及移出人口)。

這個方法的優點是直接、簡單,但對人口普查及民事登記資料的質素要求很高。準確的 人口普查及中期人口統計結果,能為未來十年的人口估計提供一個良好的按年齡及性別 分佈的人口數據基礎;另一方面,詳盡的出生登記、死亡登記及移民記錄,可清楚地反 映整個地區人口的動態變化,兩者的綜合就可得出準確的人口估計。

進行人口估計需要的基本數據包括:

“出生登記”統計

按性別統計的在本地區出生的個案,屬於人口估計中的增加項。

“死亡登記”統計

發生於本地的死亡個案之詳細記錄,從中可以得到性別、年齡等資料。死亡屬於人 口估計中的減少項。

“人口遷移”統計

包括移入及移出人口。根據治安警察局出入境事務廳提供的中國內地移民、准許居 留人士、外地僱員及外地學生等資料,可估計本澳的人口淨遷移。

根據下列方程式,可推算出人口的總體數字及分性別的人口數。

Pt = Pt – 1 + (Bt – Dt) + (It – Et) 或 Pt = Pt – 1 + SNt + SMt

而更詳細的各個歲組的人口估計,是基於下列的考慮:

1) 估計年份內出生的人口,將作為零歲組的人口出現在估計年份的年終人口估計內。

2) 從人口學的角度去考慮年齡時,均以足齡計算。因此,在t 年內某一時點足 x 歲的人

士中,有一部分的出生年份是(t – x)年,但亦有部分的出生年份是(t – x – 1)年。

在死亡方面,在t 年內某個年齡(例如 x 歲)的死亡人士中,其中一部分的出生年份

是(t – x)年,另一部分的出生年份是(t – x – 1)年。因此,在處理死亡人士的年齡 分組時,一般把同一歲中每個時間的死亡概率考慮為均等的,即是說其分佈是線性

的。在此假設下,在t 年內 x 歲的死亡人士中,其出生年份有一半是(t – x)年,而

另外一半是(t – x – 1)年。因此,可以得到下列公式:

作為人口估計使用的x 歲組中的死亡人數 = 0.5 × D(x – 1),t + 0.5 × Dx,t

D x,t是估計年份t 年內 x 歲死亡之人口數

對於一歲以下的死亡,由於越接近出生,其死亡機會越大,因此不能作線性分佈的假 設,而是要根據當年死亡的一歲以下的嬰兒的出生年份之分佈作調整。

3) 人口淨遷移的年齡分組估計,是考慮合併移入及移出的人口數,以淨值去分組,正值

表示移入多於移出,負值則表示移入少於移出。與死亡人口的處理相若,x 歲組中的 遷移人口為:0.5 × SM(x – 1),t + 0.5 × SMx,t

詞彙解釋

人口

又稱澳門人口;指常住人口及流動人口之和:

- 常住人口指在參考期之前或之後的六個月,在澳居住三個月及以上的人士;

- 流動人口指在參考期之前或之後的六個月,在澳居住一個月及以上,但少於三

個月的人士。

新生嬰兒

指一個剛由母體分娩出來的,且具有呼吸及某些生存徵狀之獨立生命體。

生存徵狀:不管臍帶是否已被剪斷或胎盤是否已被剝掉,其心臟仍在搏動,或其隨 意肌作有意識的收縮活動。

死亡

在出生後的任何時刻永遠消失了任何生存的徵狀。

必須申報疾病

指刊登於4/2016號行政法規裏所包括的疾病。

准許居留人士

指根據第4/2003號法律及第5/2003和3/2005號行政法規獲批給“居留許可”之投資者、管 理人員、具特別資格技術人員,以及因家庭團聚及工作理由獲准居留的人士。

外地僱員

指根據第21/2009號法律及第17/2004號行政法規規範的人士。

中國內地移民

持“前往港澳通行證”(俗稱《單程證》)獲發“居留證明書”之中國公民。

國籍

作為某一個國家公民的個人屬性。

住戶

在單位內共同生活、進食或享用生活所需的人士組合。住戶成員之間不一定有親屬 關係;獨居人士亦視為一戶。不包括居於集體居住單位(例如:員工宿舍、安老院舍等)

的住戶。

人口指標

新生嬰兒性別比

每百名女性新生嬰兒對應的男性新生嬰兒數目。

出生時平均預期壽命

同時期出生的一批人,在參考期的歲組死亡率水平下,平均一生可活的年數。

年齡標準化死亡率

按世界衛生組織公佈的世界人口為基準編製的死亡率,以排除年齡組合差異帶來之 影響。

總和生育率

根據當年育齡女性的生育水平,計算每千名女性一生中生育子女的平均數目。

淨遷移

人口流動的淨值;包括中國內地移民、准許居留人士、在澳門居住的外地僱員及外 地學生等。

年增長率: 當年年終人口 – 上一年年終人口

Nota Metodológica 1. Estatísticas demográficas

Nados-vivos

Os hospitais enviam à Direcção dos Serviços de Estatística e Censos (DSEC) um verbete por cada nascimento com vida ocorrido nessas instituições. A Conservatória do Registo Civil, por sua vez, remete à DSEC informação complementar sobre os nados-vivos, o que permite ainda avaliar a cobertura estatística desta variável.

Óbitos e fetos-mortos

A informação baseia-se nos certificados de óbitos e fetos-mortos, cuja cópia é remetida à DSEC pela Conservatória do Registo Civil. A codificação da causa antecedente de morte é da responsabilidade dos Serviços de Saúde de Macau, causa essa que é classificada de acordo com a 10ª revisão da Classificação Internacional de Doenças (CID).

Doenças de declaração obrigatória

As informações são fornecidas pelo Centro de Prevenção e Controlo da Doença dos Serviços de Saúde.

Casamentos

As estatísticas são elaboradas conforme os verbetes dos registos de casamento fornecidos pela Conservatória do Registo Civil.

Divórcios

As estatísticas são elaboradas conforme os verbetes dos registos de divórcio fornecidos pela Conservatória do Registo Civil e pelo Tribunal.

Indivíduos autorizados a residir em Macau, trabalhadores não residentes, imigrantes chineses e imigrantes chineses ilegais repatriados para o Interior da China

As informações são fornecidas pelo Corpo de Polícia de Segurança Pública. A DSEC efectua o tratamento destas informações e responsabiliza-se pela forma como as apresenta.

Período de referência

Toda a informação estatística refere-se à data dos factos, excepto a dos casamentos e dos divórcios que se refere à data em que se registaram e foram autorizados, respectivamente.

2. Estimativas da população

As estimativas da população são calculadas com base nos resultados dos censos ou dos intercensos e ainda nas alterações populacionais registadas durante o período de referência. Por outras palavras, ao número de pessoas no fim do último período adiciona-se o crescimento populacional do período de referência (total de nascimentos mais imigrantes) e deduz-se o decréscimo do mesmo período de referência (total de óbitos mais emigrantes). Este método é directo e simples, porém, precisa de informações de qualidade elevada que se obtêm através dos censos e do registo civil. Os resultados precisos dos censos e dos intercensos podem proporcionar uma boa base de dados demográficos por idade e sexo, para estimar a população dos próximos dez anos. Por seu turno, os registos de nascimentos, de óbitos e de migração podem reflectir melhor a evolução da população do Território.

Assim, as estimativas rigorosas da população são apuradas através da integração destes dois métodos.

As componentes consideradas no cálculo das estimativas da população caracterizam-se do seguinte modo:

Estatísticas sobre “registo de nascimentos”

Os dados, por sexo, sobre os nascimentos ocorridos no Território constituem a componente aditiva no cálculo das estimativas da população.

Estatísticas sobre “registo de óbitos”

São feitos registos detalhados de todos os casos de óbitos ocorridos em Macau, e obtidos os dados sobre o sexo, idade, etc. Estes dados formam a componente subtractiva no cálculo das estimativas da população.

Estatísticas sobre “migração da população”

Incluem-se os imigrantes e os emigrantes. Os dados sobre os imigrantes chineses, indivíduos autorizados a residir em Macau, trabalhadores e estudantes não residentes, etc. são fornecidos pelo Serviço de Migração do Corpo de Polícia de Segurança Pública, através dos quais se estima o saldo migratório da população de Macau.

A população total e a sua distribuição por sexo são calculadas pelas seguintes fórmulas:

Pt –1 é a população estimada no início do ano em causa (ano t), ou seja, no fim do ano anterior (ano t – 1);

Pt a população estimada no fim do ano em causa;

Bt o número de nascimentos no ano em causa;

Dt o número de óbitos no ano em causa;

SNt o crescimento natural da população registado no ano em causa; SNt = Bt – Dt; It o número de imigrantes no ano em causa;

Et o número de emigrantes no ano em causa;

SMt o saldo migratório da população registado no ano em causa; SMt = It – Et

As estimativas da população por grupo etário são elaboradas, tendo em consideração o seguinte:

1) A população nascida durante o ano em causa é considerada como população com 0 (zero) anos de idade, no final do ano em causa.

2) A idade, sob o ponto de vista demográfico, é calculada em anos completos. Assim, numa determinada altura no ano t, para a população com x anos completos, existem indivíduos que tinham nascido no ano (t – x), e outros, no ano (t – x – 1). Podemos verificar, por seu turno, que, num ano, para os indivíduos que faleceram com uma determinada idade (x anos), alguns tinham nascido no ano (t – x), e outros no ano (t – x – 1). Por isso, na distribuição dos óbitos por idades, é assumida uma distribuição linear no que concerne à probabilidade de mortalidade para cada idade em função do tempo. Perante esta hipótese, admite-se que metade dos óbitos de indivíduos com x anos de idade tenha nascido no ano (t – x) e a outra metade no ano (t – x – 1). Assim, é obtida a seguinte equação:

Nº de óbitos com x anos de idade no cálculo das estimativas da população

=0,5 × D(x – 1),t + 0,5 × Dx,t

Dx,t é o número de óbitos com x anos no ano em causa.

Quanto aos óbitos de indivíduos com idade inferior a 1 ano, em virtude de quanto mais próximo do nascimento, maior é a probabilidade de morte, não se aplica a hipótese de distribuição linear, mas sim o ajustamento de acordo com a distribuição do ano de nascimento dos indivíduos que faleceram com menos de 1 ano de idade no ano em causa.

3) As estimativas do saldo migratório da população por grupo etário têm em conta o saldo líquido da população migratória, ou seja, a diferença entre os imigrantes e os emigrantes. Quando o saldo é positivo, significa que existem mais imigrantes que emigrantes, caso contrário, significa que existem menos imigrantes que emigrantes.

À semelhança do tratamento da informação relativa aos óbitos, a população migratória com x anos de idade é determinada por:

Explicação de Termos

População

Também designada como população de Macau, é composta por população habitual e população flutuante:

- População habitual: indivíduos que permanecem em Macau por um período superior a 3 meses nos 6 meses anteriores ou posteriores à data de referência;

- População flutuante: indivíduos que permanecem em Macau entre 1 a 3 meses nos 6 meses anteriores ou posteriores à data de referência.

Nados-vivos

Uma forma de vida independente expulsa ou extraída do corpo materno, que respira ou manifesta quaisquer sinais de vida.

São considerados sinais de vida: pulsações do coração ou contracções efectivas de qualquer músculo sujeito à acção da vontade, quer o cordão umbilical tenha sido ou não cortado, quer a placenta esteja ou não retirada.

Óbitos

Desaparecimento permanente de qualquer sinal de vida em qualquer momento após o nascimento com vida.

Doenças de declaração obrigatória

São as doenças constantes do Regulamento Administrativo nº 4/2016.

Indivíduos autorizados a residir em Macau

São os indivíduos a quem foram concedidas autorizações de residência por motivos familiares (para se reunirem com as suas famílias) e de trabalho, nomeadamente, aos investidores, quadros dirigentes, técnicos especializados e outros, ao abrigo da Lei nº 4/2003 e dos Regulamentos Administrativos nº 5/2003 e nº 3/2005.

Trabalhadores não residentes

São os indivíduos estipulados na Lei nº 21/2009 e no Regulamento Administrativo nº 17/2004.

Imigrantes chineses

Cidadãos chineses titulares de "Salvo-Conduto de Deslocação para Hong Kong / Macau"

(comummente conhecido como "Salvo-Conduto Singular") aos quais foram emitidos "certificados de residência".

Nacionalidade

Atributo do indivíduo que o identifica como cidadão de um determinado País.

Agregado familiar

Conjunto de indivíduos que vivem juntos e partilham em comum bens essenciais à sua sobrevivência. Os membros do agregado familiar podem não estar ligados entre si por laços familiares ou de parentesco. É considerado também como agregado familiar, o indivíduo independente. Excluem- se os agregados familiares que habitam nas unidades habitacionais colectivas (por exemplo, dormitórios para os trabalhadores, lares de idosos).

Indicadores demográficos

Relação de masculinidade à nascença

Número de nados-vivos masculinos por 100 nados-vivos femininos.

Esperança média de vida à nascença

Número médio de anos que um grupo de pessoas, nascidas durante o mesmo período de tempo, pode esperar viver mantendo-se as taxas de mortalidade por grupo etário no período de referência.

Taxa de mortalidade padronizada por idade

É a taxa de mortalidade calculada com base na população mundial divulgada pela Organização Mundial de Saúde, que serve para eliminar o efeito das diferenças entre grupos etários.

Taxa de fecundidade total

Número médio de nados-vivos por 1 000 mulheres durante a sua vida, calculado de acordo com os níveis de fecundidade das mulheres em idade fértil no ano em análise.

Saldo migratório

Saldo líquido de movimentos populacionais, incluindo imigrantes chineses, indivíduos autorizados a residir em Macau, trabalhadores e estudantes não residentes que habitam em Macau, etc.

Methodology 1. Demographic statistics

Live births

Information on each case of live birth is provided by Hospitals and supplemented with additional information provided by the Civil Affairs Registry to ensure a better statistical coverage.

Mortality and fetal mortality

Copies of death certificates on mortality and fetal mortality are provided by the Civil Affairs Registry, and verification of classification of the underlying causes of death is carried out by the Health Bureau. The underlying causes of death are classified according to the 10th revision of the International Classification of Diseases.

Notifiable diseases

Information is provided by the Centre for Disease Control and Prevention of the Health Bureau.

Marriage

Information on marriage registration is provided by the Civil Affairs Registry.

Divorce

Information on divorce registration is provided by the Civil Affairs Registry and the Court.

Individuals granted right of abode, non-resident workers, Chinese immigrants and illegal Chinese immigrants repatriated

Information is provided by the Public Security Police Force. The Statistics and Census Service (DSEC) collates the relevant information and defines the format for presentation.

Reference period

Statistics on marriage and divorce are compiled according to the respective registration date and approval date, whereas the dates for other statistics refer to the dates of occurrence.

2. Population estimates

Population estimates are calculated based on the results of the population census or by-census, taking into account the changes in population during the reference period. Precisely, the population is estimated as the population as at the end of the previous period, plus the increase in population (number of live births and immigrants) in the reference period, minus the decrease in population (number of deaths and emigrants) in the same period. This approach has its advantages of being direct and simple, but it requires absolute high quality data from the population census and the Civil Affairs Registry. Accurate results of the population census and by-census provide a sound basis for the compilation of population estimates by age and gender distribution in the following ten years. Meanwhile, comprehensive records of births, mortality and migration can clearly reflect the dynamics of the population in the whole region.

Hence, integration of data from the two sources can produce accurate population estimates.

Primary data required for the compilation of population estimates are:

Statistics on births

Births in Macao by gender, which are considered as an increase in the population estimate.

Statistics on mortality

Detailed records of mortality in Macao by gender, age, etc., which are considered as a decrease in the population estimate.

Statistics on migration flows

Including immigrants and emigrants. The net migration is estimated based on the information on Chinese immigrants, individuals granted right of abode, non-resident workers and foreign students, etc., provided by the Immigration Service of the Public Security Police Force (PSP).

The total population and the population distribution by gender are calculated by the following formula:

Pt – 1 the estimated population at the beginning of the reference year (t) or at the end of preceding year (t – 1);

Pt the estimated population at the end of the reference year t;

Bt the number of births in the reference year t;

Dt the number of deaths in the reference year t;

SNt the natural increase in the reference year t; SNt = Bt – Dt; It the number of immigrants in the reference year t;

Et the number of emigrants in the reference year t;

SMt the net migration in the reference year t; SMt = It – Et.

Detailed population estimates for various age groups are based on the following considerations:

1) Newborns in the reference year will be included in the population aged 0 in the end-year population estimate of the reference year.

2) In demography, age is calculated in complete years. Therefore, the population aged x at a specific point of time in year t were born either in year (t – x) or in year (t – x – 1). As regards mortality, the population who died at a specific age (e.g. x years old) in year t were born either in year (t – x) or in year (t – x – 1). Thus, a linear distribution is adopted for the distribution of mortality by age considering the equal probability of dying for a given age at different time. Under this hypothesis, half of the population died in year t at age x were born in year (t – x) and the other half were born in year (t – x – 1). The formula, therefore, is as follows:

Number of deaths in the estimated population aged x = 0.5 × D(x – 1),t + 0.5 × Dx,t

Dx,t is the number of deaths in the population aged x in the reference year t

For mortality aged below 1, linear distribution cannot be applied since the probability of dying is higher for younger infants. Instead, adjustments have to be made according to the distribution of the year of birth of infant mortality aged below 1 in the reference year.

3) The net migration estimates by age group take into account the net balance in the migrant population, which is the difference between the number of immigrants and emigrants. A positive value indicates the number of immigrants exceeds that of emigrants, while a negative value indicates otherwise.

Similar to the formula for mortality, migrant population aged x is calculated as:

Glossary

Population

Also referred to as population of Macao. It is the sum of usual population and mobile population:

- Usual population refers to individuals staying in Macao for at least three months during the six months before or after the reference period;

- Mobile population refers to individuals staying in Macao for at least one month but less than three months during the six months before or after the reference period.

Live birth

An independent life form just delivered from its mother, which breathes or shows any other evidence of life.

Evidence of life refers to beating of the heart or definite movement of voluntary muscles, whether or not the umbilical cord or the placenta has been detached.

Mortality

The disappearance of any evidence of life at any point in time after birth.

Notifiable diseases

Diseases that are listed in the Administrative Regulation No.4/2016.

Individuals granted right of abode

Refer to individual investors, executives, qualified professionals, as well as those owing to family reunion and work, who are granted “Residence Authorisation Document” in accordance with Law No.

4/2003 and Administrative Regulation No. 5/2003 and 3/2005.

Non-resident workers

Individuals conforming to Law No. 21/2009 and Administrative Regulation No. 17/2004.

Chinese immigrants

Chinese citizens holding "Permit for Proceeding to Hong Kong and Macao" (commonly known as

“One-way Exit Permit”) to whom "Residence Certificate" is issued.

Nationality

Identity given to an individual as a citizen of a particular country.

Household

A group of individuals who live together and make common provision for food or other essentials for living. Members of a household may not be related; an individual living alone is also considered as a household. Households living in collective living quarters (e.g. staff quarters and elderly homes) are excluded.

The number of male live births for every 100 female live births.

Average life expectancy at birth

Average number of years that a group of people, born at the same period, is expected to live according to the age-specific mortality rates of the reference period.

Age-standardised mortality rate

A mortality rate compiled in accordance with the world standard population released by the World Health Organization, to remove the effect of differences in age distribution of the populations.

Total fertility rate

The average number of children born to every 1,000 women in their lifetime according to the fertility level of women of childbearing age in the current year.

Net migration

Net balance of population movements, including Chinese immigrants, individuals granted right of abode, non-resident workers and foreign students living in Macao, etc.
