二 零 零 三 年 上 半 年 建 成 及 擴 建 樓 宇 的 數 據 , 與 二 零 零 二 年 同 期 相 比 , 所 有 指 標 均 呈 現 上 升 。

圖 一 顯 示 建 成 及 擴 建 樓 宇 數 目 呈 不 規 則 的 發 展 趨 勢 。

按 每 幢 建 成 及 擴 建 樓 宇 的 平 均 建 築 面 積 分 析 , 二 零 零 三 年 第 二 季 為 3 3 4 6 平 方 米 , 較 二 零 零 二 年 第 二 季 的 6 3 5 8 平 方 米 , 下 跌 4 7 . 4 % ; 而 較 二 零 零 三 年 第 一 季 的 1 2 2 5 8 平 方 米 下 跌 7 2 . 7 % 。 二 零 零 二 年 全 年 的 平 均 建 築 面 積 為 3 9 4 4 平 方 米 。

b 本 統 計 之“ 不 動 產 ” , 是 按 各 物 業 的 登 記 性 質 而 計 算 。 凡 已 作 分 層 物 業 登 記 的 不 動 產 , 則 視 為 一 個 單 位 , 若 以 一 個 整 體 並 作 單 一 次 法 定 登 記 的 不 動 產 , 則 視 為 整 幢 樓 宇 。

圖 八 清 楚 顯 示 每 個 樓 宇 單 位 的 平 均 售 價 是 按 其 用 途 而 有 所 不 同 , 其 中 以 作 住 宅 用 途 單 位 的 平 均 售 價 為 最 低 。

按 二 零 零 三 年 第 二 季 資 料 分 析 , 價 格 指 數 較 二 零 零 二 年 第 二 季 有 所 上 升 的 建 築

材 料 是 鋼鐵混凝土、石

灰、木材陶瓷產品潔具和水

泥, 上 升 幅 度 介 乎 於 0 . 0 2 % 與 2 2 . 5 % 之 間 。 另 一 方 面 , 價 格 指 數 有 所 下 跌 的 建 築 材 料 分 別 是 鋁 、 碎 石 、 紅 磚 、 玻 璃 、 油 漆 、 管 道 和 電 線, 下 跌 幅 度 介 乎 於 0 . 2 % 和 3 . 9 % 之 間 。

在 所 有 被 調 查 的 建 築 材 料 中 , 二 零 零 三 年 第 二 季 價 格 指 數 與 二 零 零 二 年 第 二 季 比 較 , 升 幅 最 大 的 一 組 是 鋼 鐵 , 為 2 2 . 5 % ; 而 跌 幅 最 大 的 一 組 建 築 材 料 是 鋁 , 為 3 . 9 % 。

在 二 零 零 三 年 第 二 季 被 調 查 的 1 0 4 項 建 築 工 程 中 , 共 有 3 4 3 8 名 工 人 從 事 有 關 工 作 , 其 中 從 事 政 府 工 程 的 工 人 佔 5 9 . 7 % , 而 其 餘 4 0 . 3 % 的 工 人 則 從 事 私 營 工 程 。

根 據 二 零 零 三 年 第 二 季 資 料 所 得 , 7 7 . 1 % 的 工 人 屬 於 專 業 及 半 專 業 技 工 , 其 中 1 6 2 5 人 從 事 政 府 工 程 , 佔 總 人 數 的 4 7 . 3 % 。

二 零 零 三 年 第 二 季 , 建 築 工 人 的 平 均 名 義 日 薪 為 2 5 8 元 。 其 中 專 業 及 半 專 業 技 工 的 平 均 日 薪 為 2 8 1 元 , 而 一 般 工 人 是 1 8 2 元 。

與 二 零 零 二 年 第 二 季 比 較 , 建 築 工 人 各 項 工 種 的 名 義 薪 金 指 數 錄 得 不 同 程 度 的 變 化 。 其 中 跌 幅 最 大 的 是 木 藝 工 人 , 下 跌 5 . 6 % ; 而 升 幅 最 大 的 是 重 型 貨 車 司 機 , 上 升 2 5 . 4 % 。

以 建 築 工 人 的 實 質 薪 金 總 指 數 計 算 , 二 零 零 三 年 第 二 季 較 第 一 季 下 跌 1 . 7 % ; 若 與 二 零 零 二 年 第 二 季 比 較 , 則 有 所 上 升 , 升 幅 為 0 . 8 % 。

1.1.1 Número e superfície ocupada

D

uranteo 2º trimestre de 2003 foram concluídas e ampliadas as obras de construção em 8 edifícios. Em comparação com o mesmo período de 2002 e o 1º trimestre de 2003, observaram-se aumentos no número de edifícios, na área de terreno bem como na área de implantação.

Registaram-se aumentos nos indicadores referentes aos edifícios concluídos e ampliados do primeiro semestre de 2003, em comparação com o período homólogo de 2002.

O gráfico I reflecte, em certa medida, um ritmo irregular do número de edifícios concluídos e ampliados.

No 2º trimestre de 2003 a área bruta média dos pisos de cada edifício concluído e ampliado foi de 3 346 m², enquanto que no 2º trimestre de 2002 a variação alcançou -47,4%, situando-se nos 6 358 m². Comparando o trimestre em análise com o 1º trimestre de 2003 observou-se uma variação de -72,7%, atingindo 12 258 m². Durante o ano de 2002, a área bruta média dos pisos dos edifícios concluídos e ampliados foi de 3 944 m².

Durante o 2º trimestre de 2003 foram iniciadas obras de construção em 8 novos edifícios, que quando comparadas com as do 2º trimestre de 2002 e do 1º trimestre de 2003, (Quadro II) resultaram em diferentes aumentos em todos os indicadores.

1.1.2 Índice de ocupação do espaço

O

perfil de evolução do índice de aproveitamento verticala, é referenciado no gráfico III. Este apresenta uma superfície de construção efectiva de 2,1 m² no 2º trimestre de 2003. Este valor foi inferior ao valor do 2º trimestre de 2002 (7,2 m²) e ao valor do 1º trimestre de 2003 (11,7 m²). No ano de 2002, o valor do índice de aproveitamento vertical foi de 4,6 m².

1.2 Fracções autónomas 1.2.1 Indicadores globais

O

número de fracções autónomas dos edifícios concluídos no 2º trimestre de 2003 apresenta variações de -72,4% e -86,5% relativamente ao número apurado no 2º trimestre de 2002 e ao obtido no 1º trimestre de 2003, respectivamente. No que concerne ao número de fracções autónomas por edifício concluído, constata-se que o valor médio apurado no 2º trimestre de 2003 (11) é inferior ao de 2002 (15).

A dimensão média de cada fracção autónoma dos edifícios concluídos foi de 304 m² no 2º trimestre de 2003 e de 269 m² no ano de 2002.

Relativamente aos edifícios iniciados, o rácio médio verificado no 2º trimestre de 2003 foi de 12. Este número é superior à média constatada no período homólogo de 2002 (1) e no 1º trimestre de 2003 (5). Porém, aquele número é inferior à média de 2002 (35 fracções autónomas por edifício iniciado).

1.2.2 Tipologia dos fogos

O

número de fogos concluídos no 2º trimestre de 2003 foi de 73, o que traduz um decréscimo de 75,6%, face ao 2º trimestre de 2002. Em termos globais, o número observado no 2º trimestre de 2003 representa 21,7% do total de fogos concluídos em 2002.

No 2º trimestre de 2003, o número de fogos T3 concluídos apresentou um forte predomínio, com 90,4% seguindo-se-lhe os fogos T0 com 5,5%.

2. Transacção de imóveis 2.1 Escrituras notariais

N

o 1º semestre de 2003, realizaram-se 6 462 actos de escrituras notariais sobre compra e venda de imóveis e sobre operações de crédito, o que representa um decréscimo de 36,7%, quando comparado com o período homólogo de 2002.

O valor total das operações, foi de 4,65 mil milhões de Patacas, traduzindo uma variação de -20,8% em relação ao período homólogo de 2002. No 2º trimestre de 2003, foram efectuados 3 185 actos de escrituras notariais sobre compra e venda de imóveis e sobre operações de crédito, o que representa uma variação de -40,1% em relação ao 2º

trimestre de 2002. O valor total das escrituras notariais foi de 2,34 mil milhões de Patacas, o que equivale a uma variação de -22,9% em relação ao 2° trimestre de 2002. Em comparação com o 1° trimestre de 2003, registaram-se variações de -2,8% em número e +1,4% em valor.

2.2 Imóveis b transaccionados

O

s 6 039 contratos de compra e venda de imóveis, no 1º semestre de 2003, representam uma variação de -38,2% face ao número observado no período homólogo de 2002, enquanto que o seu valor ao atingir os 3,82 mil milhões de Patacas traduz um decréscimo de 29,9%. No 2º trimestre de 2003 foram efectuados 2 971 contratos de compra e venda de imóveis (escrituras notariais), envolvendo a transacção de 4 339 imóveis com o valor global de 1,87 mil milhões de Patacas, os quais correspondem respectivamente, a variações de -32,7% e de -34,4% em relação ao número e ao valor dos imóveis transaccionados no 2º trimestre de 2002. Em comparação com o 1° trimestre de 2003, registaram-se variações de -3,0% e -4,2% em relação ao número e ao valor, respectivamente.

2.3 Fracções autónomas transaccionadas segundo o imposto de selo

D

e acordo com os elementos fornecidos pela Direcção dos Serviços de Finanças, foram transaccionadas, no 2º trimestre de 2003, 4 615 fracções autónomas com um valor total de 2,16 mil milhões de Patacas. O maior número de fracções transaccionadas destina-se à habitação, com 2 643 unidades que valem 1,38 mil milhões de Patacas.

Registaram-se 986 transacções, de fracções autónomas com o valor de 501 milhões de Patacas, dentro do período de isenção de contribuição predial. Na primeira metade deste ano foram

transaccionadas 8 267 fracções autónomas com o valor de 3,87 mil milhões de Patacas.

b Nesta análise, “Imóveis” referem-se a “fracções de imóveis”, se se trata de um registo de propriedade horizontal, ou a “imóvel no seu todo”, quando se está perante um único acto jurídico de registo da globalidade do imóvel.

Em termos médios, o valor de cada fracção autónoma transaccionada no 2º trimestre de 2003 fixou-se nas 467 mil Patacas, traduzindo um aumento de 16,0% quando comparado com o valor apurado no 2º trimestre de 2002 (403 mil Patacas).

O gráfico VIII indica os preços médios das fracções autónomas transaccionadas, consoante a finalidade, verificando-se que as fracções destinadas à habitação são aquelas que, sistematicamente, apresentam um preço médio mais baixo.

2.4 Operações de crédito concedido a imóveis

D

e acordo com os elementos fornecidos pelos Cartórios, o montante global do crédito concedido a imóveis no 1º semestre de 2003 foi de 2,11 mil milhões de Patacas, o que representa uma variação de -15,3%, quando comparado com o período homólogo de 2002. O montante global de crédito hipotecário concedido no 2º trimestre de 2003 atingiu 1,04 mil milhões de Patacas, dos quais 568 milhões (54,4%) foram concedidos para aquisição de imóveis e 477 milhões de Patacas para operação de crédito sem aquisição de bens imóveis. O montante global apresenta

uma variação de -18,5%, em relação ao valor obtido no 2º trimestre de 2002; por outro lado, registou-se uma variação de -47,8% em relação ao valor concedido para transacções de imóveis. Em comparação com o 1° trimestre de 2003, o montante global e o valor concedido para transacções de imóveis registaram variações de -1,9% e -19,3%, respectivamente.

urante o 2º trimestre de 2003 foram constituídas 41 sociedades no ramo da construção, as quais apresentaram um capital social de 4,14 milhões de Patacas. O número de sociedades constituídas subiu 78,3% em relação ao do 2º trimestre de 2002, capital social aumentou 32,6%. Comparado com o 1o trimestre de 2003 o número e o capital social registaram variações de -2,4% e -17,5%, respectivamente.

4. Materiais de construção

O

s índices de preços dos diferentes tipos de materiais de construção apresentaram, no período em análise, movimentos de tendência crescente. Comparando os índices de preços dos materiais de construção do período em análise com os do 2º trimestre de 2002, verificou- -se que o Aço, Areia, Betão pronto, Cal, Madeira, Produtos cerâmicos, Artigos sanitários e de higiene e Cimentos evidenciaram acréscimos entre 0,02% e 22,5%, enquanto que os dos restantes materiais de construção (Alumínio, Pedra britada, Tijolos de argila, Vidro, Tintas,

Tubagens e Cabos eléctricos) registaram decréscimos que se situaram entre 0,2% e 3,9%.

De entre todos os materiais considerados, o índice de preços do Aço foi aquele onde se observou, em termos homólogos, o aumento mais acentuado (+22,5%), enquanto que o do Alumínio foi o que registou a maior diminuição (-3,9%).

5. Emprego e salários no sector da construção civil 5.1 Emprego da construção civil

A

s 104 obras observadas no 2º trimestre de 2003 empregaram 3 438 trabalhadores, dos quais 59,7% estavam concentrados nas obras executadas pelo sector público e os restantes 40,3% foram absorvidos pelas do sector privado.

A informação revela que 77,1% dos trabalhadores eram especializados e semi-especializados, dos quais 1 625 trabalhavam na construção de obras públicas, cerca de 47,3% do total.

5.2 Salários de trabalhadores

N

o 2º trimestre de 2003, o salário diário nominal dos trabalhadores em obras de construção foi, em média, de 258 Patacas, variando entre as 281 Patacas para os Trabalhadores especializados e Semi-especializados e as 182 Patacas para os Trabalhadores indiferenciados.

Neste contexto, constata-se que o comportamento do índice de salário nominal nas diversas categorias profissionais dos trabalhadores da construção é distinto, observando-se, em relação ao 2º trimestre de 2002, variações cuja amplitude oscilou entre -5,6% para Carpinteiros de acabamentos e +25,4% para Motoristas de viaturas pesadas.

Em termos reais, o índice geral dos salários dos trabalhadores no sector da construção registou um decréscimo de 1,7%, em relação ao 1º trimestre de 2003, e, um aumento de 0,8%, em relação ao trimestre homólogo do ano anterior.

uring the second quarter of 2003, 8 buildings were completed and extended. In comparison with the same period of 2002 and the first quarter of 2003, various increases were shown in all the indicators except in the gross floor area.

In the first half year of 2003, all indicators of buildings completed and extended registered increases when compared with the same period of 2002.

Graph I reflects the series of irregular changes in the number of buildings completed and extended.

In the second quarter of 2003, the average gross floor area of each building completed and extended was 3 346 m², a decrease of 47.4% relative to the second quarter of 2002 (6 358 m²). When compared with the first quarter of 2003 (12 258 m²), a decrease of 72.7% was registered. For the year of 2002, the average gross

The index indicated that every 1 m² of base area corresponded to 2.1 m² of gross floor area. This value is lower than that of the second quarterof 2002 (7.2 m²) and the firstquarterof 2003 (11.7 m²). In the year 2002, the annual value of this index was 4.6 m².

1.2 Building units 1.2.1 Overall indicators

he number of building units completed in the second quarter of 2003 represented decreases of 72.4% and 86.5% over the second quarter of 2002 and the first quarterof 2003 respectively. The average floor area of each unit in the buildings completed was 304 m² in the second quarterof 2003 and 269 m² for the year of 2002.

For the buildings started, the average number of units in each building was 12 in the second quarter of 2003. The value was higher than the average in the same period of 2002 (1 unit) and the first quarter of 2003 (5 units), but lower than the average of 2002 (35 units).

In the housing units completed in the second quarter of 2003, T3 occupied 90.4% and T0 5.5%.

2. Transactions on real estate 2.1 Deeds notarized

I

n the first half year of 2003, 6 462 acts of deed, with a total value of MOP4.65 billion, were notarized on sale and purchase of real estate and mortgage credits. The number and value of these deeds represented variations of -36.7% and -20.8%

respectively in comparison with the same period of 2002.

In the second quarter of 2003, 3 185 acts of deed were notarized on sale and purchase of real estate and mortgage credits, representing a variation of -40.1% in

comparison with the second quarter of 2002. The total value of those acts of deed was MOP2.34 billion with a variation of -22.9% over the second quarter of 2002. When comparing with the first quarter of 2003, the variations of number and value were -2.8%

and +1.4% respectively.

2.2 Transactions on real estate b

I

n the first half year of 2003, 6 039 contracts of sale and purchase of real estate were made, and their value amounted to MOP3.82 billion. These number and value represented variations of -38.2% and -29.9% over the same period of 2002 respectively. In the second quarter of 2003, 2 971 contracts of sale and purchase of real estate were made. Included in them were 4 339 real estate units amounting to MOP1.87 billion, representing decreases of 32.7% and 34.4% respectively in number and value over the second quarter of 2002. In comparison with the first quarter of 2003, drops in the number and value were registered at 3.0% and 4.2% respectively.

2.3 Units transacted as per record of stamp duty

A

ccording to the information supplied by the Finance Services Bureau, 4 615 units with a total value of MOP 2.16 billion were transacted in the second quarter of 2003.

Among them, 2 643 were residential units, with value amounting to MOP 1.38 billion. Besides, 986 units in the new buildings with value of MOP 501 million were registered with exemption from property tax. In the first half year of 2003, 8 267 units

were transacted and the total value amounted to MOP 3.87 billion.

b“Real Estate” refers to the units of property counted according to their registration system. If one real estate or one set of real estate is registered as one horizontal property with a single register, it is defined as one unit.

In the second quarter of 2003, the average price of each building unit transacted was MOP467 thousand, representing an increase of 16.0% when compared with the second quarter of 2002 (MOP403 thousand).

Graph VIII indicates the average prices of building units transacted. Among them, the average price of residential units was the lowest.

2.4 Mortgage credits on real estate

A

ccording to the records of the notary offices, in the first half year of 2003, the total value of mortgage credits reached the amount of MOP2.11 billion, representing a decrease of 15.3% in comparison with the same period of 2002. In the second quarter of 2003, the total value of mortgage credits reached the amount of MOP1.04 billion of which, MOP568 million (54.4%) were related to purchase of real estate and MOP477 million to mortgage credits not involving actual property transactions. The total amount represented a decrease of 18.5% over the second quarter of 2002; whereas

credits involving actual property transactions registered a decrease of 47.8%. In comparison with the first quarter of 2003, the above indicators registered decreases of 1.9% and 19.3%

respectively

3. Newly incorporated companies in construction sector

I

n the second quarter of 2003, 41 newly incorporated companies were established in the construction sector, with MOP4.14 million in registered capital. Compared with the second quarter of 2002, increases in number and registered capital of these newly incorporated companies were 78.3% and 32.6%

respectively. Compared with the first quarter of 2003, the respective decreases were 2.4%

and 17.5% respectively.

4. Construction materials

I

n the second quarter of 2003, rises between 0.02% and 22.5% were registered in the average wholesale price indices of Steel, Sand, Concrete, Lime, Timber, Ceramic products, Sanitary articles and Cement as compared with the second quarter of 2002. However, Aluminium, Aggregates, Red bricks, Glass, Paint, Pipes and Electric wires demonstrated drops between 0.2% and 3.9%.

Among all the construction materials included in the survey, the biggest rise among the price indices in the second quarter of 2003 was in Steel, showing an increase of 22.5% over the second quarter of 2002, whereas Aluminium showed the largest decrease of 3.9%.

5. Construction workers and daily wages 5.1 Construction workers

I

n the second quarter of 2003, there were 3 438 workers working in 104 construction sites surveyed. Among the workers, 59.7% were engaged in government projects, while 40.3%

were in private projects.

The table showed that 77.1% of the workers were skilled workers and semi-skilled workers, of which 1 625 were working in government projects, about 47.3% of the total.

5.2 Daily wages

I

n the second quarter of 2003, average daily nominal wage of construction workers was MOP258, of which the average wage of skilled workers and semi-skilled workers was MOP281 and unskilled workers MOP182.

Compared with the second quarter of 2002, the nominal wage index of carpenters declined the most, by 5.6%, whereas that of truck drivers rose the most, by 25.4%.

In the second quarter of 2003, the overall real wage index decreased by 1.7% over the first quarter of 2003, but increased by 0.8% over the second quarter of 2002.
