ABSTRACT
ABSTRACT In recent years, countries around the world have initiated the movements of governmental reform and reengineering in order to significantly enhancing their competitiveness for the future challenges. Taiwanese government is influenced by this global movement and adopts four reformed strategies. “Contract-out” is one of these strategies that Taiwanese government adopts. In the movement of “contract-out” of the governmental reengineering, police’s work is viewed as part of the movement due to its close relationships with citizens. Citizen’s rights and welfare are subject to the changes when the police enforce the laws in different way. It is greatly valuable to study whether the business mechanism could be introduced into police work and whether
“contract-out” could effectively promote the quality of police work in Taiwan’s society. There are five chapters in this study.
The first chapter introduces the research motivation, goals, and the scope of this study. The research methods primarily use the secondary data and the interviews. In addition, this chapter defines several important concepts such as police administration, police fieldworks, contract-out, etc. The second chapter describes the scope of the literature review. In considering of the social needs and the government policies, this chapter is dedicated to establish a contract-out model based on the “Transactional Cost Theory”,
“Public Choice Theory”, “Principle Agent Theory”, and “The Shamrock Organization Theory.” The obstacles frequently encountered in the field and the impacts on the organization would also be discussed within the established model. The third chapter refers the contract-out study to the relevant programs of foreign and domestic police work; and further discusses the possible impacts on the effectiveness of police work, police organization, police members, and the public opinion. The perspective of legal aspect is included in this chapter. The fourth chapter proposes the outline of the interviews, in which the questions are guided by the literature review and the theoretical assumptions. Pioneer test is conducted before the interviews. The interviews are designed to extract out the field opinions and the professional viewpoints with regard to the contract-out of police works. The interviews are applied to the high-ranking police executives and the potential contract bidders. The final and fifth chapter summarizes this study by providing suggestions to the contract-out practices. Finally, some recommendations are given to the future study in the end.
Contract-out of police works have been carried out in many countries, but it is still an issue discussed in Taiwan. Currently, Taiwan
’s contract-out of police works are only limited to the towing of illegal parking, the photo-taking and the ticketing of traffic violations. This study makes a great effort to explore the possibility on police’s contract-out issue. Certainly, there is plenty room for the future study to improve and modify this work.
