一、結論
綜合上述檔案調閱資料分析與使用者問卷調查結果，可歸納幾項 檔案調閱使用分析與意見調查結果：
( 一 ) 檔案使用者性別與年齡分布不平均，且以本地使用者居多：累計 檔案使用人次性別統計，男女比為75 比 25。20 至 40 歲者之青 壯年齡族群，占使用人次將近一半的比例。使用者職業以學生與 教職為多，因課業與研究需求之學生及教研人員為核心使用者，
此與使用目的為「學術研究」不謀而合。使用者居住地分布以北 部為多，此與檔案館區位有關。
( 二 ) 多數申請檔案可提供調閱使用，且檔案調閱數量整體呈現逐年增 加情形：檔案申請調閱數量自早期2,000 多件到近年平均維持在 6,000 件上下，但近年有略顯下降情形。歷年申請拒絕提供者，
僅有2% 的拒絕比率。
( 三 ) 檔案應用目的以「學術研究」為主，多數調閱集中在少數主題，
尤以國防及經貿相關主題為多：調閱申請目的為「學術研究」
者，即占68.6%，「歷史考證」亦不少。但調閱檔案主題分布，
以「國防及退伍軍人事務」最多，幾乎占近五年總申請件數的 45.17%，其次為「經濟貿易」與「交通及公共工程」等主題。
( 四 ) 檔案館藏主題數量偏頗，國防與政治類館藏使用高於預期，文化 與經濟類檔案較不符使用期待：由於館藏檔案主題長度有不足1 公尺到多達2,000 公尺的懸殊差距，故採相對使用觀念，兼顧館 藏量與調閱量比率問題，發現館藏被使用高於預期的高使用率館 藏，多半為國防、司法與政治等主題內容，對照前人研究亦可發 現此類主題之使用率較高，無論學術研究或是社會大眾均期許此 類主題檔案應在檔案館滿足。但館藏使用不如預期之低使用率館 藏，多屬經貿、教育、文化、財金等主題，此類主題也是館藏量 較缺乏者，顯見館藏主題發展失衡，無法滿足普遍的使用需求。
( 五 ) 檔案使用者到館使用頻率不高，但館藏內容與取用便利是影響使
用意願的主要原因：使用者到訪檔案館頻率，以「每兩個月一次」
或「半年一次」為多，當研究進行中，使用檔案的頻率會較為密 集。「館藏資料豐富」與「資料查詢便利」是使用者利用檔案館 最主要的原因，尤其館藏內容的豐富與完整性，高度影響使用意 願。
( 六 ) 使用者對於館藏資源、檔案調閱服務、檔案館人員均有很高的滿 意度，但對於檔案編排順序、館舍交通方便性之滿意度相對較低：
受訪者認為館藏偏重紙本，需要兼顧其他影音類型檔案的徵集；
調閱過程中，對於機密限制、身份認證以及調閱開放時間應該要 有更彈性的作法；對於檔案館人員期許應該加強歷史專業素養，
以回答內容性諮詢問題；在空間與設備上，整體感受良好，但因 館舍區位不佳，可提供交通接駁或線上閱覽服務的措施。
( 七 ) 檔案館藏內容對於民間與私人檔案徵集不足，而找不到檔案和目 錄系統問題最為使用者詬病：受訪者認為該館在文化、科技、醫 療等主題檔案數量嚴重不足，甚至對於民間團體、企業、地方文 史與個人檔案幾乎不重視，應改善館藏主題的均衡發展。在使用 經驗中，主要的挫折是找不到檔案、目錄檢索與線上瀏覽程度不 理想，希望能儘量開放線上影像檔，以突破檔案需要到館調閱的 不便。
二、建議
根據研究結果，擬具建議重點如下：
( 一 ) 檔案館藏發展應兼顧多元主題與使用需求：檔案館藏主題失衡，
無法兼顧各種使用者資訊需求。就承載國家社會記憶的角色而 言，檔案資源應該忠實保留各主題資訊的完整性與多元性，主題 偏頗的檔案館藏不僅無法滿足使用者需求，也無法完整呈現過往 歷史全貌。建議檔案鑑選過程應將館藏主題均衡性納入考量，避 免館藏發展集中特定主題。
( 二 ) 瞭解不同使用族群使用特性，規劃符合需求之服務方式：檔案主 要使用族群顯以學術研究機構之師生與研究人員為主，檔案館可 以針對學術使用社群提供檔案內容選薦服務或是將檔案資訊以學 術社群習用之管道提供。建議檔案館應針對核心使用族群發展客 製化服務，另方面則針對潛在族群提供可刺激使用之推廣或行銷 活動，以擴大使用對象。
( 三 ) 檔案使用者多屬任務導向使用，檔案館應提供更多專業諮詢與協
助：檔案使用者因研究或實務需求到館使用檔案，不僅調閱數量 多，且期待能以最快時間內完成任務，當任務完成後可能相當時 日才會再次造訪。因此，每次使用都可能需要檔案諮詢服務，根 據檔案調閱與訪談分析，均顯示檔案館應強化檔案諮詢服務，降 低使用者找尋檔案過程的障礙。
( 四 ) 重視檔案使用紀錄並定期統計分析，以回饋業務檢討與改善：此 次蒐集檔案調閱資料過程遭遇不少困難，部分預期可分析項目，
因調閱資料未予紀錄，或是因個人隱私保護無法提供，致無法取 得資料進行分析。建議對於檔案調閱統計項目應建立較一致的量 化標準，不僅可供自身館藏歷年比較，亦可提供館際間比較分析 的基礎。
