地方政府方面,應發揮教育專業網絡功能,避免不必要的阻礙以及形式化工 作,從輔導增能的角度思考學校與教師的需要,當然,這需要中央協助地方建構 支持系統,特別是在縣市之間資源不均的情況下。同時,地方也需要避免在地社 群間互相排斥的現象,否則資源對學校來說就會成為負擔。
(三)對後續研究的建議
本研究僅針對量化資源進行分析,對於人際資源形成的相關連結,在解釋上 有所限制,僅能根據結果推論鄰近縣市間可能會形成某種人際網絡,有助於擴散 的產生。相關理論中指出,政策方案本身的特徵可能會影響政策擴散,然本研究 並未比較不同的類似方案,因此也無法解釋學習共同體本身特質造成的影響。另 外,本研究在探討學習共同體擴散的鄰近效應時,僅以研習辦理作為學習共同體 政策分析的代表,因資料取得不易,無法完整分析,是為研究的限制。因此,後 續研究可從不同的政策方案實施進一步的比較研究,並可由質性資料的分析,進 行影響政策擴散微觀因素的研究。
