出席第十三屆國際科學及資訊計量學研討會報告
第十三屆國際科學及資訊計量學研討會（13th International Scientometrics and Informetrics Conference）於 2011 年 7 月 4 日至 7 日於南非德班市(Durban)德班技術 大學(Durban University of Technology, DUT)舉行。第一天議程為報到、tutorials 與 博士生論壇，5-7 日是正式會議。該研討會是由國際科學及資訊計量學學會
（International Society for Scientometrics and Informetrics - ISSI）主辦，每二年舉辦 一次，此次負責單位為 DUT 大學，贊助機構計有：南非國家研究基金會(National Research Foundation)、南非研究與創新提升機構(Research and Innovation Support and Advancement)、Eugene Garfield 基金會、Thomson Reuters 公司、Elsevier 公 司以及 Yahoo! Research 公司。以下就 ISSI 國際研討會的起源與發展，本次與會 活動的量化分析。同年，Alan Pritchard 亦提出書目計量學一詞，其研究內容 主要涉及出版文獻的計量與分類。隨著時間的推移，受其他學科知識的影響 而產生名稱與內涵的遞變。有關其演變可自 ISSI 歷屆會議名稱窺其端倪。
比利時書目計量學家 Egghe 與 Rousseau 是提倡舉辦 ISSI 國際研討會的 創始者。他們首先於 1987 年舉行了第一屆會議，並訂其名為書目計量學及資 訊檢索的理論研究（Bibliometrics and Theoretical Aspects of Information Retrieval）。當時的研討會名稱只見書目計量學一詞，未見有科學計量學及資 訊計量學。直到 1993 年第四屆研討會時，科學計量學與資訊計量學才出現。
該次研討會名稱為第四屆國際書目計量學、資訊計量學及科學計量學研討會
（4th International Conference on Bibliometrics, Informetrics and
Scientometrics），此次研討會仍將書目計量學一詞置於最前，其次是資訊計量 學，再次才是科學計量學。直到 1995 年 ISSI 成立，第五屆國際研討會時，
才正式訂名為國際科學及資訊計量學研討會（International Conference of the International Society for Scientometrics and Informetrics）。至此，書目計量學一 詞消失不見。其實上述各種名詞仍然經常被交替使用，其內涵互有重疊，例 如：書目計量學主要探討各種索引摘要資料庫之出版文獻的計量與分類，其 基本概念與定律是其他計量學應用的基礎。科學計量學代表了科學活動與學
術傳播的量測以及科學知識的社會意識。資訊計量學則在測量資訊的使用、
流動及其產生的影響。至於較新的 cybermetrics 則是以網際網路（internet）
及全球資訊網（WWW）的資訊使用,流動及影響為研究的對象。 Thomson Reuters 公司，亦是三大引用文獻索引資料庫，Science Citation Index Expanded (SCIE)、 Social Sciences Citation Index (SSCI)、 Art and Humanities Citation Index (A&HCI) 的代表 Jonathan Adams 報告其最新開發的新產品 Book Citation Index。(二)如何簡潔、簡單且強有力的建構研究領域之知識地 圖，由瑞典 Umea 大學的 Olle Persson 教授主講；(三)Ricardo Baeza-Yates 主 講，講題為網路連結分析。
本人此次發表二篇論文，題目分別為(一)：以作者共被引分析看隨機對 照實驗之主題結構(The Subject Structure of Randomized Controlled Trials: An Author Co-Citation Analysis)；(二) Nature 期刊之科學計量分析(Scientometric Analysis of Nature)，各自安排在 6 日與 7 日下午 1:00--2：30 報告，本人的文
章曾引起多位研究同好的熱烈討論並交換研究心得。
值得一提的是本人得於會議中場休息時間與多位資訊計量學的大師與 舊識 Ronald Rousseau、Peter Ingwersen、Wolfgang Glanzel 等交談請益，真是 獲益匪淺。 此外，另一令人關注的是，2013 年的國際科學與資訊計量學研 討會將由奧地利維也納的 University of Wien 主辦，因此，該單位有多位代表 出席本次會議，以便學習觀摩，深入了解，預作準備。
三、感想與建議
本次會議主題仍不出歷年研討會主題之範圍，雖然涉及的研究對象多有 差異，唯較熱門與具時代意義的論題仍然是網路計量學，足見其多年來的影 響效應。
出席國際學術研討會發表論文是研究同儕之間面對面討論、交換心得研 究、刺激研究靈感最直接有效的方法。學術研討會是孕育新研究工作的泉源，
更是啟發創新思考及促進共同研究的催化劑。藉由出席本次 ISSI 2011 年的國 際學術研討會，不但得知各相關領域的研究現況與未來發展趨勢，更結交許 多國際知名學者，建立彼此之間學術交流的管道，促進國際間合作研究，達 到學術傳播的目的，是值得從事學術研究者積極從事的一種有意義的活動。
