第 4 章 結論
本論文利用一簡單的二國一獨占廠商模型，來探討在政府對允許平行輸入與否的態 度、是否課徵反傾銷稅之情形下，對廠商品質決策的影響，進一步討論在最適社會福利 下，政府決策的選擇。本文發現在不存在平行輸入的情況下，廠商最適的產品品質水準 與二國之平均市場規模及市場規模分散程度成正相關；而在存在平行輸入的情況下，廠 商最適的產品品質水準與二國之平均市場規模成正相關，而與市場規模分散程度無關，
且與不存在平行輸入的情況下相較，廠商提昇品質水準的意願降低。另外本文發現當產 品品質為外生給定時，生產廠商母國的政府偏好採取平行輸入政策；而當產品品質為內 生決策時，生產廠商的母國政府將偏好採取禁止平行輸入之政策。另外傾銷也是廠商實 施產品差別取價時，常被討論的另一的相關議題，在國際市場間規模差異下，對手國政 府實施課徵反傾銷稅政策，亦會影響生產廠商之產品品質決策與價格決策，而本文發現 獨占廠商是否願意遵守進口國之反傾銷規定取決於國際市場間規模差異之大小。只要市 場間的規模差異達到一定水準，即使被課徵反傾銷稅，獨占廠商仍會對不同市場採取差 別訂價。另外本文亦發現進口國政府實施反傾銷稅規定，不論獨占廠商是否願意遵守規 定，均會降低獨占廠商提昇品質水準的意願，故進口國政府無誘因實施反傾銷稅政策來 消弭獨占廠商差別取價。
本文模型基於簡化運算起見，未假設進口國國內廠商，未來可進一步將進口國國內 廠商納入研究討論。除此之外，開放平行輸入或制訂反傾銷規定均屬政府消弭廠商差別 取價的措施，本文僅就單一國政府政策分別加以討論，生產國政府採取開放平行輸入政 策，進口國政府採取反傾銷政策，惟實務上各國間可透過協商機制，通盤考量決定出最 適政策，這是未來可再進一步深入研究的方向。
