以價值系統來驅動區域創新系統,強調的是利用價值共創來鏈結不同部門與 利害關係人間的公私協力夥伴關係,以達成區域系統內的經濟目標與社會目的。

不同區域因為地理、文化、機構與環境條件的差異性,其區域創新系統在細緻之 處將有所不同。故地方政府必須要有因地制宜的配套措施才能發揮最大的創新綜 效,才能為經濟成長及社會發展找到較為適合的治理方向。本研究所探討的宜蘭 地方政府如何透過文化節慶活動來宣示並驅動其三大立縣價值主張,逐漸建構出 獨特的偏鄉區域創新系統,並轉化成符合該區域發展的產業活動,創造出兼顧經 濟成長與社會幸福的正向循環發展。

宜蘭經驗,正書寫著有別於台灣科技發展的偏鄉區域創新故事。
