16 分配政策實證研究從 1960 年代在美國發展以來迄今,不管是在美國的研究、跨國的研 究、或是單一特定國的研究(包括臺灣),從未將國會議員特殊利益提案納入作為解釋 補助利益分配的影響因素,本文可視為這類研究的開端。
