5.4. Choose curriculum leaders, managed through international

conditions for practice

International cooperation in the training and retraining of leaders, managers not only intended to improve leadership, management and the ability to handle the problems of internal nature (national, ministerial, branches, agencies, local), but also aims to train people capable

of adapting and coordinated handling of international issues, global. Therefore, the content of training and retraining programs through international cooperation are varied. Can be generalized into the following groups: language; knowledge of the economic, political and social; specialized knowledge; advanced employment skills, leadership skills and management; professional skills and professional ...; Technology; experience and how.

Priority fostering professional service to the field is required but the training facilities which can not meet; focus on foreign language training and management skills, advanced leadership. At the same time, increase exchanges, negotiations with foreign partners to design, build training programs, training content to suit the actual Vietnam and requirements, the specific objectives of each activity compensation Street. 4. Diversification training forms and retraining of leaders, managers through international cooperation programs.

(2) To appoint staff to participate in long-term training courses (undergraduate, master, doctorate) and short-term at the international institution in the country or international affiliate programs in the country. (3) invited lecturers, experts are foreigners to Vietnam to teach at courses for leaders, managers. (4) Exchange of leaders, managers of agencies, local domestic agencies and foreign localities. In particular, leaders, managers in the country who are sent to work, to practice the foreign agencies to learn from practical experience; agencies and localities in the country receiving the leaders, managers abroad to work, practice to share experiences, transfer of knowledge, skills and management experience. (5) organization of conferences and international conferences in the country or sent staff to attend conferences and seminars internationally for leaders, managers have the opportunity to exchange, share, learn and the transfer of skills and technology. (6) Implement projects domestically and internationally with the participation of international experts, through which leaders, managers have the opportunity to ask questions of management experience. (7) Exchange of delegations visited each other, the actual excursion, facilitate the development of working relationships and sharing games, transfer of knowledge, skills and experience. in foreign countries, international organizations ...). (9) Implementation of joint research projects with international partners. (10) Establish or create the conditions for leaders, managers participated in the expert group, an international professional association (networking). (11) Rent / invite foreign experts to advise the program or project. (12) Combining flexible and diverse forms in order to match the objectives and resources of training and retraining of leaders and management.

5.5. Limitation and future research

Beside the aim of research has achieved, there are some limitations: The sample was selected by random method (by mail) and sample size is only reasonable (142). Research just conducted studies of project 165 students without doing research for other training project as 911 (the oversea training for university teacher of Vietnamese government) so we cannot assess comparisons between project. So, the next study should conduct with larger sample and add other factors that can explain more fully oversea training project effectiveness.
