RECOMMENDATION

5.1 GENERAL CONCLUSION

Electric energy is an important product of each country. Vietnam needs EVN to be developed strong enough to respond to the demand in electricity consumption in the whole country. The operation of EVN includes many stages in which electricity transmission is a main indispensable one. Thus, the electricity transmission is much effective which will contribute greatly to the general result of the electric field of the country. PTC4 is the biggest electricity transmission unit of EVN, so improving the human resource management at PTC4 will bring the benefit not only to PTC4 but also to the entire of the field.

PTC4 is an State-owned enterprise which operates in the monopoly sector and has influence of the old mechanism and working style etc. Therefore, the management of human resource still contains many problems to be adjusted and completed to meet requirements as well as developing orientation in the future of the Company. The thesis raised a system of solutions to fix this situation. However, if there is not consensus and strong commitment from management levels, in addition to a huge change in their thinking, it is difficult for solutions to bring into full play.

Because of limitation of time and ability, the thesis will certainly contains shortcomings. The author would like to have your comment to make the thesis increasingly complete and it can be applied effectively into PTC4.

5.2 RECOMMENDATIONS

5.2.1 Recommendations to Governmental authorities

In order to make the human resource management in PTC4 be increasingly effective and contribute significantly to the sustainable development of PTC4, there are some recommendations to the authority as below:

1- Decree No. 205/2004/ND-CP dated December 14, 2004 regarding the system of wage scales, payroll and allowances in State-owned companies, it is necessary to have more guidance in case workers manage and operate the 220kV. However, for the segment 500kV, workers can apply the 7 level wage scales (A.1) (Category 6, group II or Category 6, group III).

2- Researching on the flexible and appropriate minimum wage level to improve the living standard of workers

3- Since January 01, 2015, the law of personal income tax has been taken effect.

People who pay tax will get family allowances (deduction of nine millions VND/month for 66

individual and 3.6 millions VND per month for each dependent one) on taxable income before the tax calculation towards business income, salaries and wages of taxpayers. This degree in the regulation is too low, it should be raised to share with employees and support them to get more real disposable incomes.

5.2.2 Recommendations to EVN

EVN is at administrative level. All regulations, policies or rules etc. issued by EVN will closely influence the business activities of PTC4 in general. To assist the human resource

1- Management at PTC4 much better, there are some recommendations as below:

For units which have the regulation is lower than current Labor Planning but ensure the business operation, then it is necessary to have an appropriate encouragement.

2- For the approval of salaries or bonuses of Safe Operation of Power or welfare… it should consider the CPI to improve the real income for employees.

3- EVN is a place receiving national and international scholarship and training programs. Therefore, EVN takes responsibility to inform in time this information to other member departments.

5.2.3 Recommendations to Schools and Training Centers

To help the PTC4 overcome some remaining shortcomings and make training activities better, there are some recommendations to schools and training centers as below:

1- Training the human resource to meet the demand of the electricity sector in general should have the cooperation between units of the sector, or training according to the order of the sector.

2- There must have the cooperation between Schools, training centers within sector or from other sectors to take the strength of each side, to improve the quality of the training.

3- Implementing variety training forms to attract people attending, especially old staffs, such as short-term training program for enterprise, workshop, report …

4- Main high tension power equipment is still bought from abroad (Transformer 500kV, cutting machine 500kV etc.); the technology applied is improved increasingly (The substation operates automatically without the operator) etc. Therefore, schools and training centers need to connect to production firms of big electricity equipment which provide electricity equipment to Vietnam (Siemens, Areva, Vatech, ABB etc.) as well as foreign schools and institutes to get the training orientation.

5- In coming time, Vietnam will have a nuclear power plant; thus, the training program about nuclear power should be finished early. This is a new field which needs the cooperation regarding training with some countries which have the top nuclear power technology level in the world such as France, Japan…

5.3 SOME NEW POINTS OF THE THESIS

Electricity is a natural monopoly sector. Human resource management at the PTC4 is just personnel administration. Additionally, in order to respond to the economic integration demand under the new situation, it should have some basic changes to approach to modern methods in human resource management. In coming time, the establishment of the National Electricity Transmission Company which has the integration of the Electricity Transmission Company including the PTC4, the management in human resource must be reorganized and completed better than ever. There are some recommended solutions in human resource management applied in the PTC4:

It should be appropriate with the characteristics of a State-owned enterprise during renew period.

It might combine with other solutions in other fields to summarize some overall solutions in management in general.

Applying flexibly the knowledge about modern human resource management into a particular unit of the electricity sector, and then inspiring these solutions to other units in the sector.
