5. To create a new model for opening Taiwan’s international space The fundamental problem of Taiwan’s lack of international space

comes from the constraints imposed by mainland China, and by the lack of intention from international society to resist Chinese pressure.

It is unlikely that the Ma administration can overcome this difficulty within the remaining period of Ma’s second term. Therefore, while not giving up the idea of negotiating with the new mainland Chinese leader to open up greater international space for Taiwan, Ma should also turn to some non-traditional ways to increase Taiwan’s visibility in international society. Taiwan’s energetic NGOs should be encouraged to develop their respective relations with their counterparts in the world and to join the relevant international associations. Issues such as antiterrorism, disaster rescue, environmental protection, and disease prevention are all good chances to exercise Taiwan’s diplomacy. In addition, the world of the internet has no borders. Taiwanese firms and NGOs should be encouraged to broaden their contacts and space there.

In short, Ma needs to be firm in his position but flexible in im-plementing tough policies. He also needs an effective team. The team members should be immune from corruption and capable of helping him to make well-thought and organized reform policies. They should be familiar with principles of cross-boundary coordination, and be capable of articulating the policies to the media and relevant stake-holders so as to achieve those goals. The most difficult part may come from the hostility of the opposition parties. Ma will have to convince them that, despite all the inherited rivalry, they can still work together in solving problems. Here, Ma should concentrate his team’s efforts on Taiwan’s (nuclear) energy policy, reform of the pension system, and the incoming abolition of conscription. The first two items will shape the foundation of Taiwan’s economy, while the last one determines whether Taiwan can further stabilize its relations with mainland China and preserve its current international status. In addition, Ma will have to deal wisely with mainland China’s new leadership, trying to hit the balance between Taiwan’s rapprochement with mainland China, and its active participation in the international system. At the end of the term, he will also be expected to lead his own party to the next electoral victory, so that his legacy will be well-recognized and continued.
