5.6 Non-Chinese Speaking Students and Newly-Arrived Children

5.6.2 Supporting Newly-Arrived Children

• Newly-arrived children may have difficulty adapting to the life and study in local schools as they face a new environment where the daily language, medium of instruction and school curriculum may differ. To cater for the needs of newly-arrived children in their studies, the following school-based support measures can be adopted:

− Schools can provide supplementary lessons on Chinese Language, English Language and other subjects as appropriate.

− The school-based curriculum can be differentiated to meet the needs, interests and abilities of newly-arrived children as they may be stronger in some subjects but weaker in others.

− Additional teaching aids and resource materials can be purchased with use of the School-Based Support Scheme Grant.

− e-Learning can be further promoted to enable students, including newly-arrived children to learn at their own pace and ability level.

• The EDB provides various support services for newly-arrived children including newly-arrived children from the Mainland, NCS children and returnee children.

− Full-time Initiation Programme

Newly-arrived children can choose to attend Initiation Programmes prior to joining the mainstream schools. Initiation Programmes are 6-month full-time programmes aiming to enhance the learning experiences of the newly-arrived children in a real classroom environment, help them adjust to the local society, and foster their personal development before they are placed in the mainstream schools.

− Induction Programme

If newly-arrived children choose to enrol in the mainstream schools, they can also attend Induction Programmes in parallel. The Induction Programmes are 60-hour programmes run by non-government organisations which aim to help these students cope with adjustment problems and learning difficulties which they may encounter when they start learning under the local education system.

− School-Based Support Scheme Grant

As for public sector schools and DSS schools admitting newly-arrived children, they are provided with the School-based Support Scheme Grant to organise school-based support programmes to help these students integrate into the local education system. Schools can flexibly make use of the Grant to run school-based support programmes such as conducting supplementary lessons, and organising orientation, guidance programmes, extra-curricular activities and visits for these students.

− Arrangement for Placement of Newly Arrived Children

Parents of newly-arrived children can approach the EDB’s Regional Education Offices on Hong Kong Island, in Kowloon, New Territories East and New Territories West for assistance in seeking school places.
