(31) Theory of Property Rights and State Owned Enterprise Reform in China Kuochen Sung. Abstract The essay examines reasons for the predicament of state-owned enterprise reform from the perspective of the theory of property-rights. Through a detailed theoretical analysis of the management of state-owned enterprises and through an evaluation of the reform strategies of the state-owned enterprise as manifested in three phases, this essay contends that the notion of proper rights is not only the determinant factor in the success or failure of the reform but is also itself the problem. The insistence on a state-directed system will lead to limited prospects for reform and will continue to trap the enterprises 'path-dependent." A wholesale change of the state-owned system is unthinkable in that the cost is enormous and such a move would lead to an end of the communal ownership system that so defines socialism..
