No matter what the nationality is, the need for health care is always imperative and necessary. When foreign labors suffer to disease harm and treatments. Is the situation of their medical utilization as same as the native ones? It?s worthy of discussing and paying close attention to. The purpose of this study is to
understand the utilization of health care of foreign and native workers, and compare to the difference between those two one in national health insurance.
The study uses the method of secondary analysis, and use NHI Registry for Beneficiaries Claims Data Files between January 1, 1999 ~ December 31, 2001 from National Health Research Institutes. Research main sample concludes 70,401 native and 2,227 foreign workers. Using descriptive analysis to describe every distribution and situation of medical utilization of foreign and native workers.
Using T-test to discuss the effect on labor?s medical utilization caused by the characteristics of demography and sociology, nationality, and medical resources.
And using multiple linear regression to analyze nationalities influencing the labors? medical utilization under controlling the characteristics of demography and sociology, and medical resources.
The study finds as follow: Under controlling the characteristics of demography and sociology, and medical resources, nationalities affect the medical utilizations of Western and Chinese clinic visitings significantly. And it affect the numbers of medical utilizations and part amount of Dental clinics visitings significantly,too.
But at the medical utilization of Emergency clinical and inpatient care, it is not different between those two nationalities. In conclusion, the study suggests that government must understand more deeply and devote extensive researches on the issues about medical utilizations of foreign workers. Then it also government?
s responsibility to tell the foreign workers about their health rights protection in detail. It conform to rights of health care. Moreover, it also must be done that employer?s administrative behavior for their employee are bring into integrated correctness of foreign workers management system.
