The Hong Kong University of Science and Technology announces. today the appointment of.Mr YIP Chi Ying ($$$$4-,) as Director of Personnel Xanagement.

3 Nr Yip was born
'-z- in Hong Kong and graduated with first class honours from the Chinese University of Hong Kong in 1971. He worked at the New Territories Administration for a year before joining the Singapore Civil Service as an Administrative Officer in 1972. Posted to the Singapore 5linistry of Finance, he served
I
a 3-year tour prior to taking a scholarship and Government sponsorship for a Master's degree at Williams College, USA, in 1976. Upon graduation, he rejoined the Singapore Ministry of Finance, and later the ?linistry of Trade and Industry, and was also appointed a Member of the Industrial Training Board. Mr Yip's specialty was the formulation and implementation of manpower planning and industrial training policies.

Returning to Hong Kong, in 1980, .?lr Yip joined the Chinese . c!J*e;g
University of Hong Kong where hecurrently serves as Senior .-..- Assistant Secretary irl charge of the Personnel Section.
