An Analysis of the Financial Reforms of Japan — Through a Viewpoint of Financial Supervision

ABSTRACT
Japan reconstruct its economy after World War II. It reached the high economic growth and became the gravity center of Asia economic development and became one of the main economic countries in the world. The financial industry is in the very important position to promoting the whole economic development in Japan. However, in the middle of 1980, Japan government used the Financial policy of loosenning to control the highly appreciation on the exchange rate of Japanese Yen. But this made the stock market and real estate prices rise suddenly and sharply. That became the bubble economy phenomenon all around the Japan. To repress the bubble economy, Japanese government adopt to tightened currency policy, high rediscount rate and using selected credit control to the real estate assuring. The bubble economy fall through and became Japan financial crisis. After the bubble economy, the Japanese government low value the efficient of Non-Performing Loan and treat it as a single case. No complete system was established for this serial problem . Japan government did not invest 600 billions Yen until 1998 to establish the Resolution and Collection Corporation (RCC) ., It is for resolving the worse and worse closing danger around the financial institution. Since bubble economy collapse, Japan makes the appropriate change to the Japanese finance because of the empty situation of international financial market in Japan which turn increasingly seriously and the economic and financial problem is gradual worsen. The “six main innovation” was mentioned in1997, which include the “financial big reformation (big bang). It could be divided into the two main principal axis ; one is the financial liberalism; the other is checking the reformation of the financial organization. The financial system in our country is similar to Japan’s. Therefore, it is worthy to take Japan’s experience on the finance as the reference the financial reformation in our country.
