Taiwan is an island country. Recently, with the changes of economic and industrial structures as well as social demands, the demands for land have increased significantly which have resulted in increasing development pressure in the coastal areas. However, the coastal areas are highly
sensitive and fragile. Hence, whether the land development in the coastal regions is effectively utilized and managed or not has become an important issue for Taiwan sustainable development.
Most lands in coastal Tao-Miao-Zhu region are in the non-urban planning zones, which are farm lands and miscellaneous woods. But in recent years, the development plans of different public sector organizations for various purposes haven’t considered the high sensitivity of the coastal lands and environmental resources as well as the irreversible features that they are difficult to resume once being destroyed. Most lands along the coastlines have become the sites of large scale construction, seawalls and highways which continuously resulted in coastal erosion and retrogression, groin effect and habitat destruction etc. related issues.
Therefore, in order to effectively utilize and manage the coastal lands in Tao-Zhu-Miao region, this study will intensively explore the current
situation of land use and social economical conditions in Tao-Zhu-Miao region, using the method of pairwise comparison matrix, establishing weight value for various index and GIS database system, and then apply this system to the analysis of the potential locations of land use and development. The information of the development potentials of land use and the spatial integration in coastal region can be obtained in the study result and used as reference for future land using and planning in Tao- Zhu-Miao coastal region.
