收益之間的問題界定、因果關係、道德評價、對策建議,通常是從「公共 文化價值」角度來衡量;二是框架可以存在於傳者、文本、閱聽人、文化 之中;三是必須警惕決定傳者框架性判斷和詮釋方式的信仰體系到底是傳 者自身的文化、還是獨立於傳者之外的社會脈絡性文化。
