影響大陸配偶投票行為的因素是複雜的,在《選民抉擇》(The Vote Decides)

一書,即發現政黨認同、候選人取向、問題取向等三項政治態度變數,是影響選 民投票的重要方向。由於國內選舉已然形成族群對立、政黨對決之情形,「泛藍」

與「泛綠」兩大版塊之爭,不論所提出之候選人為何,就基本支持者而言,已有 一定的比例,所以是否獲得獨立選民或中間選民的青睞,就成為國內選舉勝敗的 關鍵所在。

總之,大陸配偶現已成為臺灣人口結構中重要的一環,其相關的議題涉及政 府不同部門之主管業務,除了政府部門針對外籍配偶的需求所研擬及進行的相關 配套措施之外,相關民間團體亦可提供支持性社會資源,同時國人亦有責任以包 容、寛大的心胸接納這些遠來的臺灣媳婦並適時的伸出援手,一起合力建構出緊 密的支持網絡,協助他們打破隔閡,進一步早日融入臺灣社會生活,創造多元的 臺灣社會。本文雖藉由問卷及訪問探討大陸配偶內心的政黨傾向,然就實務面而 言建議事項有三,分述如下:

一、請內政部、教育部、交通部、衛生署、陸委會、勞委會及退輔會等相關機關,

寬列預算,積極規劃並推動辦理大陸配偶照顧輔導措施。

二、請內政部、衛生署、陸委會及勞委會等機關收集並建立大陸配偶之相關統計 資料(如離婚率、犯罪率、家庭暴力案件、子女發展遲緩、身心障礙及未能 合法工作等相關數據),以利未來相關措施之規劃與推動。

三、請教育部會商內政部及陸委會等有關機關研議強制大陸配偶接受國民補習教 育之可行性。
