本文建構一多區域投入產出模型(Multi-Regional Input-Output Model,簡稱 MRIO)以評估分 析台北縣市增建污水現地處理設施(包括人工濕地及礫間處理)之公共工程支出增加對台北 縣主要鄉鎮與其他區域經濟之衝擊。本文採用 2001 年及 2006 年工商普查各縣市抽樣調查 資料、國民所得統計、台北縣統計要覽、2006 年全國產業關聯表與最終需要面、原始投 入等資料,以區位商數(Location Quotient)及雙比例調整(RAS Method)混合法,編製台北縣 主要鄉鎮與其他區域之區域內與區域間投入產出表。

本文主要模擬結果顯示,台北縣市 2005 年底之後迄今所增建之污水現地處理設施之 公共工程支出(金額為 1,919.96 百萬元)所衍生之產出效果為+2,234 百萬元,乘數效果約 1.16 倍。此項公共工程支出對板橋與其他台北縣之影響為各區域中最大,並且透過區域間產業 關聯效果同時帶動其他區域的產出增加約 96 百萬元,其中以南部區域之產值增加為最 大,達+44 百萬元,其次為其他北部區域,其產值增加 30 百萬元。

本研究主要限制在於區域統計資料主要依賴 2006 年工商普查抽樣調查。目前所遇到 資料上的困難主要為 2006 年工商普查抽樣調查限於個別資料保密法,無法提供個別廠商 營業收入與支出之細部資料,須行文主計處於指定地點自行作業,整理所須資料。甚且礙 於行政院主計處規定,若自行作業結果表式涉及三家以下廠商資料時,亦無法將結果表式 資料攜出主計處,由於本研究結果表式涉及板橋、土城、中和等市鎮細部行政區分類,因 此,部分市鎮中三家以下廠商資料無法取得,形成台北大都會區區域投入產出表之編算若 干困難。基於以上限制,本研以 RAS 方法及 2001 年工商普查抽樣調查個別廠商營業收入 與支出之細部資料,輔以 2006 年台北縣統計要覽,進行 2006 年資料推估之依據。但所推 估資料難免與現況有所出入。

一、 參加會議經過

本研究計畫參加 2010 年 8 月 17-19 日於北海道大學(日本北海道札幌市)舉行 的第一屆東亞環境與資源經濟學會年會(The First Congress of East Asian Association of Environmental and Resource Economics)。

會議第一天(8 月 17 日)為 Pre-Congress Symposium on “Environment Tax and Fiscal Reform”,keynote speakers 有:Prof. Paul Ekins (University College London), Prof. Martin Janicke (Freie University Berlin), Prof. Toru Morotomi (Kyoto Unviersity), 及 Prof. Zhong Ma (Renmin University of China),並邀請 Dr.

Daigee Shaw (Chunghua Institute for Economic Research)及 Prof. Il-Chung Kim (Dongkok University)擔任評論人,探討環境稅及綠色租稅改革。
