（一） 落實以自殺防治核心能力為基礎之教育訓練
臺灣地區一線自殺防治服務人員的教育課程，如衛生福利部辦理之「精神及心 理衛生人員訓練班」、各區精神醫療網「精神疾病及自殺通報個案關懷訪視員教育訓 練」，目前仍與社區關懷訪視員之教育訓練混合進行。自殺防治工作與精神疾病防治 工作雖有相關之處，然而當中所需具備的能力不盡相同。美國自殺防治資源中心
（SPRC）整合自殺防治個案管理師所需之能力，提出對於自殺防治個案管理師的核 心能力指標，其將自殺評估和管理的核心能力分成7 個向度，分別為：和具有自殺 風險的人工作、了解自殺、收集準確的評估資訊、訂定風險、發展處遇和服務計畫、
管理照護、了解有關於自殺的法律和法規議題，此為自殺防治個案管理師、自殺防 治關懷訪視員核心能力探討的濫觴（SPRC, 2006）。
關於臺灣地區自殺防治關懷訪視員的教育訓練，魏君曲（2016）認為角色定位、
溝通或會談技巧、關係建立、行政文書、評估能力、管理能力、自我照顧、同儕支 持是自殺防治關懷訪視員重要的能力。是故訂定、彙整自殺防治關懷訪視員的核心 能力，並依該能力擬定訓練計畫，方可符合自殺防治實務之需要。
（二） 擬定關懷訪視員繼續教育計畫
美國以華盛頓州為例，要求心理衛生專業人者每2 年需接受接受自殺防治相關 在職培訓。美國AMSR 訓練內容分為 5 個部分（自殺的態度和取向、了解自殺、個 案概念化、自殺風險評估、安全和長期規劃），進行方式則有研討會、小組討論、專 家教學、視訊和角色扮演。目前臺灣地區雖要求關懷訪視員需參與在職訓練，但訓 練主題、內容、方式並無特別規定。建議可彙整上述自殺防治關懷訪視員的核心能 力，並分別依職前訓練、在職訓練立定訓練主題與內容。並運用現行網路資源，部 分知能課程可運用視訊進行講授，技巧或倫理課程可運用角色扮演、小組討論辦理。
