study population as follows: age group variable, variable academic qualification, experience variable, variable job category, job title, variable, variable sex, marital status variable. The second section consisted of four areas including different aspects of the study are as follows:

1. The first area. It is looking importance of rehabilitation of workers by methods scientifically sound in different levels, consisting of 15 paragraphs.

2. The second area. Looking support the National Company for Employment and Training in light of the importance for rehabilitation workers consisting of 15 paragraphs.

3. The third area. It is looking to provide infrastructure to the IT centers, and the availability of specialists working in the technology field, consisting of 12 paragraphs.

4. The fourth area. It examines the National Company for operation and training in enhancing in training Jordanian’s workers, and 17 paragraphs.

5. The total amount for the number of paragraphs in the questionnaire, 59 paragraphs, and the questionnaire took into account the characteristics of the study population, because they are of different levels, academic, administrative, and workers in the field of information technology.

It consists of 12 paragraphs, and showed a high rate of approval where the arithmetic average 4.49, and attributed this offer because of the potential for the use of National Company easily and conveniently

The fourth area is paragraphs of analysis. It discusses the role of the National Company for Employment and Training by training and rehabilitation workers to raise the workers level, and the arithmetic average for this area of 3.76, a high approval rate; it was all matters relating to this area seventeen question cover.

Through the points mentioned above, and the study included survey questions, which focused on the shift from cooperation to partnership enhances Taiwan investment opportunities in Jordan, and the best ways to promote and support this concept, to be reflected by the positive results for both parties, and focus on the key roles that can be carried out by the national Company for operation and training in the rehabilitation of the labor required for the partnership.

Begin the process of transformation in the investment in Jordan gradually and in stages to ensure the smooth progress and success at each stage before moving on to the next stage.

Going forward, the focus is on this kind of studies to get more results to convince

with States, and the exploitation of all the mechanisms and ways that enhance their chances of success and achieve their aspirations effectively, especially that each party is seen in the presence of a shared mutual interests between the parties.

The historical relationship between Jordan and Taiwan extended since the late fifties is the example and a role model in the world. Especially that both countries have left a clear mark on the international level. Both allow freedom of thought and expression as a way for its citizens. They are urging them to adopt transparency and knowledge such as the basis to develop and modernize their societies, no one denies the high economic position that Taiwan has reached at the global level in many areas. But Jordan just persistence and standing in the face of various challenges experienced by, especially in light of the scarcity of potential and the lack of resources made it look carefully to self-realization and the development of economic potential.

To overcome all the obstacles and difficulties that may affect the principle of joint action between them can only be achieved through the adoption of successful strategies that can achieve the aspirations of both sides and mutual benefit with utmost energies. That both Jordan and Taiwan have rare features different from other countries, especially in the presence of mutual trust between the parties, which can be up to maximum energy cooperation through a strategic partnership that is a modern concept in relation to the concepts of development and modernization.

The changes and the various events taking place in the world, renewed ties between the countries of the world reinforce this concept so that it is based on the sharing of benefits and participation by, instead of being a party by simple profit so as not to bring attention, it does not generate the motivation of the other party. The relationship between them had to each party need to provide all the available resources to the maximum energies because the risks will also be equal for both parties.

The principle of partnership allows both parties to the exchange of properties available at both of them, and take advantage of them. These properties become available in the strategic partnership projects. This highlights the following question: Can the concept of strategic partnership that helps both Taiwan and Jordan, so that Jordan will be an opportunity to expand the independent Taiwan investments.

Contribute to the strategic partnership goes beyond the concept of participation capital or financial resources to reach the technical contribution from the moment of the start of the project until the last stages of a comprehensive production and marketing: labor, capital, and regulation because the interests are returning to both parties107.

Each party must not hesitate in offering all the possibilities that will help to achieve this in terms of providing efficiencies and to provide facilities. The concept of strategic partnership includes the concept of alliance108, which the institution that holds this description remains as an independent, and it is seeking to achieve their aspirations, goals, and interests in common. The concept of partnership is not limited to a specific type of activities; perhaps it can be commercial, technological and financial109. The countries are seeking to economic integration that can be achieved through the strategic partnership.

Economic strategies through history

The nations of the world link with varying degrees of cooperation to make this concept extends and keep pace with events and developments, which is taking place in the international strategic environment110. In the early eighties, classic strategies adopted three key principles.

First, System of domination111 by cost which depends on the capacity of investment institutions to reduce production costs and use resources realistically. Second, excellence, which relies to provide the best based on market competition that includes: new ideas and proposals, excellence of the product, the quality of services, in addition to external risks and the effectiveness of marketing and distribution networks. Third, focusing system, this relies on finding a loophole so that the institution can get through it a strategic position in the market competition. The gap could be related to customer or product, or a new market that grant institution a new usefulness and positive features.

The effects and changes in the strategic environment imposed the transition from a monopoly system to a cooperation system at the maximum extent so that increases to reach a

The benefits of the strategic partnership. Strategic partnership has a lot of benefits that provide great returns on those who adopted this concept; it opens up new horizons distant markets. This depends on the development, modernization and technological progress in an effort to reach competitiveness in global markets so as to be visible to all on an international level. It supports foreign investment always, so that they can rely as a model for the success of other investments plus it enhances the level of relations between the partners, more and more113.
