1.1 Background

Samdahl and Jekubovich (1997) indicated that motivation was likely to affect people changing their schedule, creating time, and communicating with others that the opportunities to mutually participate in leisure and sports would be further created. In this case, recreation has become an important part of modern life, living is no longer occupied by work, and the motivation in leisure activities is a part of life.
The process of innovation, developing market economy socialist orientation in Vietnam as well as the innovation process, the rearrangement of state owned enterprises (SOEs), so that along with the overall progress of the economy, state-owned enterprises are also certain success, especially the decline in the number of enterprises and the massive increase in the
scale of some corporations, state-owned companies, it can be easily seen through the statistical report. SOEs has decreased significantly in number, if in 1990 more than 12,000 SOEs, then by 2000 to around 6,000 SOEs and in 2011 only 1,309 SOEs. Compared to the year 2000, the total number of SOEs dropped to 77%, while private property of SOE operations decreased to 83%. Some SOEs has affirmed the position on the market, even winning the competition, upholding the role, their place in the economy.
However, apart from this success, the quality, efficiency, competitiveness, of SOEs virtually very little success. Due to decline in the number of small-scale SOEs in Vietnam SOE currently focused primarily on corporations, big corporations. The weakness of corporations, large corporations owned by the state has become a topical issue, attracted the attention of the leaders of the Party, the State and society. Develop training strategy, training and raising the qualifications, management capability, and corporate governance. To do this requires training roadmap, attract and use talent in the business. Staff management, business in SOEs, economic conglomerates have really professional, ensuring the required moral and cultural traditions of the people of Vietnam, had the skills and qualifications integration with world markets. They not only enrich themselves, for the unit, but also caring community benefits. Early implementation of hiring executives is talented business managers are people in foreign countries and in the spirit of the Resolution of the 3rd plenum of the Party XI.
In the specific conditions of Vietnam, reform of SOEs should be set in relation to overall economic conditions - social. SOEs can only promote their role when the state management system and fit the true strength of the state economy itself. Considering the weakness of the corporation and the corporation's state we have from the government causes more from SOEs. Look at the satisfaction of employees, welfare policies, including leisure activities for employees thereby improving operational efficiency, further promote the role of SOEs is one of the issues big deal, just a sense of urgency immediate, and significant long-term strategy of Vietnam SOEs

In Vietnam, in recent years has attracted a number of researchers conducting research on the subject job satisfaction. Tran (2005) and Luu and Ngo (2011) gave the light of further research on this topic by theme of leisure activities that absent from the magazine of domestic study. However, most research were done based on the different setting has been examined in the West. Hence, this study attempted to examine the relationship between the motivation of leisure and job satisfaction for the staff who works in the public organization. The findings may give useful information to develop leisure program in company for better managing worker’s job performance in Vietnam.
