A COMPARATIVE ANALYSIS OF
STATE ENTERPRISES IN EAST
ASIAN AND LATIN AMERICAN
NICs, 1970-1990

ABSTRACT
The aim of this paper is to deal with the nature of state capitalism and the emergence of privatization. In Third World Countries, on the one hand, state intervention is usually used as a way for the state to manage its economy in response to capital accumulation and industrialization. On the other hand, however, as the economy grows, the private sector also rises, and privatization is emphasized to against the growth of state enterprises and the question of X-inefficiency. The state has faced the challenge of paradox and dilemma with nationalization and privatization. There is a big different tendency for the development of state enter-prises and the emphasis of privatization in East Asian and Latin Ameri-can NICs(i.e., Taiwan and South Korea vs. Mexico and Brazil). It also presents that the developmental pattern of the period of 1950-1970 differs the period of 1970-1990 for state enterprises in two regional NICs. East Asian NICs gradually shift from the emphasis of nationalization to priva-tization, while Latin American NICs tend to emphasize the importance of the growth of state enterprises out of privatization.
