National Security Education in School Curriculum -

Additional Curriculum Documents and Learning and Teaching Resources

[Note: This circular should be read by-

(a) Supervisors and Heads of All Primary and Secondary Schools (including Special Schools)-for action;

(b) Heads of Sections-for information.]

Summary

This is to inform heads of primary and secondary schools about the release of additional national security education subject curriculum documents as well as the newly developed relevant learning and teaching resources.

Details

2. It is the responsibility of schools to implement national security education through the school curriculum. National security education is a part of, and inseparable from, national education. To facilitate the systematic and comprehensive planning and implementation of national security education in schools, the Education Bureau (EDB) has launched the Curriculum Framework of National Security Education in Hong Kong and released 11 related national security education subject frameworks in EDB Circular No.2/2021 “National Security Education in School Curriculum – Implementation Mode and Learning and Teaching Resources”

and EDB Circular No.4/2021 “National Security Education in School Curriculum – Curriculum Documents” to elucidate to schools how the elements of national security education can be integrated organically into and connected naturally with the relevant curriculum contents of different subjects to enhance students’ sense of national identity and law-abiding awareness so as to safeguard national security.

3 . This circular provides schools with the national security education subject curriculum frameworks for the remaining four subjects and we will continue to refine the released curriculum frameworks. A total of 15 subject curriculum frameworks have been released.

Schools should promote national security education by following these curriculum frameworks for the holistic planning of the relevant subjects, as well as learning activities related to national security education beyond the classroom, through a whole-school approach and cross-subject collaboration.

(2)

4. The above-mentioned subject curriculum frameworks have been uploaded to the EDB website. For details, please refer to the Annex.

5. To support the smooth implementation of national security education in schools, the EDB renews/enriches the related learning and teaching resources on an ongoing basis. We have newly developed an audio picture book “National Security Begins at Home” to enhance secondary school students’ knowledge and understanding of national security.

Enquiry

6. All relevant national security education subject curriculum frameworks have been released. For further enquiries, please contact Dr FONG Yiu-chak (tel.: 2892 5735) of the Personal, Social and Humanities Education Section, Curriculum Development Institute, Education Bureau.
