National Security Education in School Curriculum - Curriculum Documents

[Note: This circular should be read by-

(a) Supervisors and Heads of All Primary and Secondary Schools (including Special Schools)-for action;

(b) Heads of Sections-for information.]

Summary

This is to inform heads of primary and secondary schools about the release of national security education curriculum documents.

Details

2. It is the responsibility of schools to implement national security education through the school curriculum. National security education is a part of, and inseparable from, national education. To facilitate the systematic and comprehensive planning and implementation of national security education in schools, the Education Bureau (EDB) has launched the Curriculum Framework of National Security Education in Hong Kong in EDB Circular No.2/2021 “National Security Education in School Curriculum – Implementation Mode and Learning and Teaching Resources”. We have also released the national security education subject frameworks for General Studies at the primary level, as well as Geography and Biology at the secondary level to elucidate to schools how the elements of national security education can be integrated organically into and connected naturally with the curriculum contents of different subjects to enhance students’ sense of national identity and law-abiding awareness so as to safeguard national security.

3 . This circular provides schools with the national security education curriculum frameworks for another eight subjects, while those for other subjects will be released in due course. Also, we will continue to refine the released curriculum frameworks. Schools should follow the above-mentioned curriculum documents for the holistic planning of the learning and teaching of the relevant subjects, as well as learning activities related to national security education beyond the classroom, through a whole-school approach and cross-subject collaboration.

4. The above-mentioned curriculum frameworks have been uploaded to the EDB website. For details, please refer to the Annex.

5. To support the smooth implementation of national security education in schools, the EDB renews/enriches the related learning and teaching resources on an ongoing basis. Schools will be timely informed of the dissemination.
