Please note that indicating the applicant child may have special educational needs will not affect the child’s P1 place allocation. The application will be processed according to the standing procedures and the applicant child will be allocated a P1 place in a government / aided school (including Discretionary Places Admission Stage and Central Allocation Stage). Therefore, parents / guardians can be rest assured to provide the relevant information. Subject to the consent of the parent / guardian, an applicant child will be referred by the Education Bureau to a special school if he / she is found to be more suitable for such a placement. Note 3 : Cannot Use Chinese as the Learning Medium
The Government is committed to encouraging and supporting the integration of non-Chinese speaking (NCS) students2 into the community, including facilitating their early adaptation to the local education system and mastery of the Chinese language. The Government ensures NCS students enjoy equal opportunities for admission to public sector schools and learning of Chinese on par with their Chinese-speaking counterparts. Starting from the 2014/15 school year, the Education Bureau has substantially increased the additional funding for schools, and provided schools with teaching resources, teacher training and professional support to further enhance the support for NCS students’
learning of the Chinese language, including the implementation of the “Chinese Language Curriculum Second Language Learning Framework”, which was drawn up in consultation with teachers and language experts, in schools to help NCS students learn Chinese, and the creation of an inclusive learning environment in schools.
Parents / Guardians of NCS applicant children are encouraged to choose schools with an immersed Chinese language environment to help the applicant children learn the Chinese language.
Most of the public sector schools including the list of schools in applicant children’s residing school nets have an immersed Chinese language environment. For school-based support measures for NCS students provided by individual schools, please refer to the column on “Education Support for NCS Students” in the Primary School Profiles (http://www.chsc.hk/primary/en) published by the Committee on Home-School Co-operation. Having due regard to the aforementioned, in case parents / guardians consider that the applicant children may still have difficulties studying in a school with an immersed Chinese language environment at this stage, and indicate on the application form that the applicant children cannot use Chinese as the learning medium, when filling in Part B of the Choice of Schools Forms for Central Allocation, they can choose from the list of schools in the applicant children’s residing school nets and make reference to Appendix 3 (schools traditionally admitting more NCS students). Besides, the Education Bureau will inform the schools to which the applicant children are allocated of the captioned information provided by parents / guardians upon the release of the Central Allocation results.
Note 4 : POA e-Platform
In line with the “Smart Government” strategy, the EDB will implement digitalisation of primary one admission by phases starting from 2023. It is envisaged that parents/guardians can make school choices at the Central Allocation Stage for the Primary One Admission and receive results of the Central Allocation through the e-Platform in Primary One Admission 2023 at the earliest. Further details will be announced in due course.

If parents / guardians wish to activate the Primary One Admission e-Platform account and submit the application in Central Allocation Stage or receive results of the Central Allocation via the e-Platform, please provide the email address. Upon formal launch of the e-Platform, the Education Bureau will send email to the email address as provided by parents / guardians so that parents / guardians can activate the Primary One Admission e-Platform account on their own. After providing the email address in the application form and the activation of the e-Platform account, parents / guardians can still make their choice of schools either in paper form or through the e-Platform.
Note 5 : First-born Child
Parents / Guardians who claim the applicant child to be the first-born child should declare so in the application form. Sworn declaration in this regard is not necessary. If the first-born child of a family is studying in a special school, parents / guardians may still claim 5 points under the Points System at the Discretionary Places Admission stage for the first child of the family who applies for a government / an aided primary school. Parents / Guardians concerned should approach the School Places Allocation Section (POA) of the Education Bureau for a documentary proof and produce the original document together with a photocopy of it to the school to which they apply for a discretionary place.
