第五章 國外案例研討

6.2 建議

由於三區處 GIS 系統方建立不久,許多資料仍待建立中,故在本研究 進行國內案例測試時仍未取得足夠完整的實際管網資料,故只好以合理假 設補充不足資料自行建立一個合理案例,俟後續 GIS 系統建立完全,宜再 可根據實際管網案例測試所發展的汰管程序,所得結果亦預期會更可靠。

而除了本研究所建立之汰管程序篩選因子之外,仍有其他相關考量評估因 子,因此,根據不同篩選因子排序篩選之後,若能夠加以考慮到適合度因 子,如小區測漏、用戶形態、水壓、巷道多條整合、配合其他工程或地方 發展需求、需遷移管線、擴大管徑等因素,則可進一步的篩選出更加合理 以及汰管效益佳的管線進行汰換,唯所選取出需優先汰換的管線有待實際 驗證,未來需與水公司合作實際評估換管方案的實用性,此部分留待未來 其他研究中進行。

單位換管成本是平均成本,與實際換管成本仍有差異,若將汰管成本 相關資料換算成汰管成本函數可更合理的估算實際汰管所需成本,此外,

因自來水公司在進行汰管工程時並不是針對一段管線,通常都是規劃汰換 某一區域內的較多管線,如何規劃及優選小區域性換管方案以及建立更合 理的成本函數,都有待未來進一步研究。

因目前的資料仍不足以建立三區處新竹子系統的水力模式,此部分有 賴自來水單位加速建立模式所需的各種資料,以利於進行 EPANET2 (Rossman, 2000)模式水力模擬,得到合理的取水節點之壓力水頭以估算管 線影響管網供水的程度,便可進行汰管優選模式之規劃。

因自來水公司汰管規劃期程往往不僅只有一年而已,所執行的汰管計 劃都是考慮多年度的,因此,根據之前研究發展的汰管規劃優選模式,若 進一步的發展成多年度的汰管規劃,預期可得到更實用的汰管規劃方案。

此外,如何定義更適當的汰管篩選因子,仍有待進一步研究,制水閥 分區應用於換管規劃仍有其一些限制,有必要探討更適當的管網可靠度分 析方法,以改善汰管篩選因子,以期能作出更好的汰管規劃。
