一、參加會議經過
本次參與 2015 年日本選舉學會之學術研討會，是由政治大學的選舉研 究中心與政治系合組一個場次，大會安排為【分科會 G（比較部會 2）：The
Changing Dynamics of Taiwanese Democracy】

二、與會心得
本場次主席為神戶大學的高橋百合子教授，兩位評論人分別是新潟県立
大学的浅羽祐樹授及アジア経済研究所的菊池啓一教授。高橋教授會前已仔 細研讀三篇論文，並向與會的聽眾做文章的簡介，二位評論人也對三篇文章 提出許多建議。雖然二位評論人表示對臺灣及認同主題並不熟悉，但也就問 卷調查的方法及過程提出一些問題，雙方也就資料品質有一些討論，來參與 的日本學者也提出有相當多的問題，現場討論相當踴躍，氣氛也很融洽，可 說是非常成功的一個學術場次。
三、發表論文摘要
Contacts between citizens of China and Taiwan have increased substantially with the expansion of cross-Strait trade and investment during the past two decades. Since President Ma took office in 2008, the relaxation of tourist restrictions on Chinese citizens has further increased the opportunity of interactions between the two sides of the Taiwan Strait. The theory of social psychology maintains that contacts between groups promotes mutual understanding and reduces ignorance. With increased understandings, common bonds and identity may be formed. This study employs two waves of survey data recently collected in Taiwan to examine the transformative effects of cross-Strait contacts on the islanders’ views of Chinese citizens, the Beijing government and the public’s positions on Taiwan’s independent status in the international community.
Making a distinction between casual and serious contacts, the empirical results indicate that incidental contacts present no effects on the island citizens’
perception of the Beijing government and its citizens. Despite recent expanded contacts with Chinese tourists, the public in Taiwan has not changed their negative views of China. Only friendship moderates the islanders’ unfavorable perception of Chinese citizens but serious contacts with friends or working partners from the Chinese mainland do not alter Taiwan public’s perception of a
“hostile Beijing.” Neither does cross-Strait contacts in causal and serious forms present any positive effects on the formulating a shared vision of the future relations between China and Taiwan. These findings are consistent with the expectation that incidental contacts leave no prints on individuals’ cognitive experiences. They only partially support the hypothesis that serious contacts invoke genuine feeling and have transformative effects on individuals’ values and political views.
The empirical and qualitative data of this research indicate that the underlying reasons of the perception of a “hostile Beijing” are China’s unyielding stand on Taiwan’s sovereignty, its inflexible tactics of isolating Taipei diplomatically with the backing of military threats. Chinese leaders’ willingness to accommodate some portions of Taipei’s demand for international participation is a positive step but clearly is not enough, as the evidence presented above. To win the hearts and minds of and “place hope” (for unification) in Taiwanese compatriots, Chinese leaders need to fulfill Taiwan public’s aspiration for dignity, respect, and equality in the international community.
四、建議
早期日本政治學界因為較為保守，以及可能在意中國的干預，並不太願
意和臺灣學界有太多的接觸與交流，但近年來有較多國外留學回日的學者，
觀念較為開放，英文也相當流利，對於和臺灣學界的往來較無顧慮。政治大 學選舉研究中心自 2001 年開始參與日本選舉學會的活動，經過十多年的努 力，和該會建立了良好的互動關係，游清鑫教授及黃紀教授更曾擔任學會的 理事，該會也在每年的學術研討會特設一個 international panel,開始時是以臺 日韓的比較研究為主，這幾年因為韓國學者較少參與，多改為臺灣專題，我 們也不設限於政大，廣邀臺灣各大學的政治學者參與發表文章及交流，每年 的場次都能吸引一些日本學者及學生來參與，希望未來政府能多鼓勵及補助 學者對日本政治學界的活動。
