CHAPTER IV RESULT & DISCUSSION

4.1 Site Overview (Existing Condition)

The scope of the area is the on Supratman road and Tgk. Hasan Krueng Kalee road which located on western side and the pedestrian lane access road to the river (Figure 36).

The delineation Include the boundaries of:

 Ahmad Yani road.

 RA Kartini road.

 East Side Waterfront Area Total area = ± 6 Ha

Potentiality of Area:

 Located in the city center and trade center.

 Known as CBD.

 It has a historical value.

 Adjacent to the waterfront.

 In addition to the potential economic activity for

cultural tourism

"Festival Peunayong"

Problem on Site:

Not yet developed optimally as CEbtral Business District (CBD)

and Mix

Tourism Area (economic and cultural).

The conditions of the old buildings are not maintained hence caused

the loss

characteristics of the region.

Environmental conditions are not friendly to pedestrians,

street vendors, street attractions.

There is no friendly public space.

The Peunayong area is also known as the Chinatown of Banda Aceh since century’s years ago. Chinese community knows subsist with trading as their livelihood. This was the beginning of the trade center in Banda Aceh. People who live in Peunayong generally are of ethnic Chinese descent although there are also native Acehnese, and they blend regardless of ethnicity. Traders are the main livelihood in Peunayong area.

The Peunayong area played an important role in the development of the city and helped the city of Banda Aceh become the economic center as it is today. This can be seen from the velocity of money in this area which almost all the buildings in the area Peunayong are a trading building. Besides, the government still sets the Downtown area Peunayong despite New Town Center, it proved that Peunayong Region was instrumental in the development and growth of the city. However, there are still a limiting factors that are predicted to inhibit spatial planning and revitalization of Peunayong area such us:

 The number of buildings with zero building demarcation line.

 The difficulty to preserve ancient buildings and old buildings because of the status of private property.

 Difficult to find empty area for the construction of the parking lot.

64 Site Problem

Several site problems have been identified based on the field survey, interviewed with respondents, government also questionnaire result. The problems that arise are:

1. Market chaos.

Based on the picture above, it can be seen the condition such us:

a. Market on the street which blocking this area.

b. Vendors blocking the pathway to the shops.

c. Market looks dirty and slum because traders do not clean up after selling.

d. Vendors who sell stuff on the road increase chaotic.

e. Traders put their goods on the road hence disturbing accessibility and parking.

2. No regulation for parking.

Another important issue for this area is traffic. Based on the survey that was held by Gopa consultant showed that up to 395 cars, 710 motorcycles and 81 other vehicles are parked, and up to 132 becak awaiting passengers, on these streets at any given time. Of these vehicles, up to 43 are cars, 339 are motorcycles, and 34 others are parked on sidewalks in the areas. It will be noted that almost half of all motorcycles are parked on

sidewalks. A high proportion of “other” vehicles parked on sidewalks were motorized food vending stalls, although these were not recorded as a separate category.

It was observed that although parking spaces are marked out for cars and motorcycles on most streets, these are often used by vehicle types for which they are not designated.

Also, many cars do not park correctly within the marked spaces (Figure 42). Although parking is controlled by attendants who collect a charge from each driver or motorcyclist, there is very little parking discipline.

3. Pedestrian misuses.

Based on the field observation, pedestrian located in this area were not function properly.

Instead using pedestrian for accessibility, the user and visitors has used it for different purposed such us: parking, expanding the shops, and use for trading activities as shown in the picture below (Figure 43).

66 4. Crowded Traffic

Until recently Jalan Ahmad Yani catered for traffic in both directions, with a raised median strip dividing it into a dual-carriageway. Since the City Government changed the flow of traffic in the Peunayong area recently, Jl. Ahmad Yani became a one-way street, with traffic flowing from north to south and the median strip being removed. Jl. Ahmad

Yani is the main route connecting Simpang Lima in the southeast and Peunayong Bridge at the northwest of the inner city area, channelling a significant amount of traffic through this business street. However this traffic situation has been created crowdedness in this area as shown in the picture below (Figure 44).

5. Degradation of Environmental Cleanliness

Since the temporary market has been set up in Kartini road, it caused environmental problem in this area. Based on field observation it has found many garbage pile everywhere and it caused the unpleasant smell and potentially causing germs. And even the drain has been blocked because of garbage being dumped into the trench as can be seen in Figure 45.

68 6. Degradation of Historical Value

This area has very important historical buildings, but unfortunately it appears that there is no City department which is responsible for the preservation of heritage buildings in Banda Aceh. Some of the owner of this building has replaced it with modern building (Figure 46). This phenomenon has caused the loss character of this historical site.
