E-mail: [email protected]，[email protected] ，[email protected]， [email protected]，[email protected]，[email protected] 摘要 目前台灣醫療院所並未將電子化病歷全面實施醫事人員卡或醫事機構卡之電子簽章及至 HCA 取時戳之作 業，如何符合「醫療機構電子病歷製作及管理辦法」之規範，遂成為醫療院所實作之挑戰，本研究遂以即將導 入電子病歷內容基本格式（TMT）之10家醫學中心為調查對象，了解各醫院若為符合「醫療機構電子病歷製作 及管理辦法」實施電子病歷執行即時電子簽章及至 HCA 取時戳之作法，對醫院之資訊作業、流程管理面及財務 成本等之影響，做為日後精進未來電子病歷推展相關作業之參考，並協助醫療院所及衛生署能相互找到共識著 力之方向。 關鍵字：電子病歷、電子簽章、HCA 時戳 Abstract
Currently Medical institutions in Taiwan did not overall perform electronic signature via Medical Personnel IC Card or Medical Care Institutions IC Card and take time stamp of the Healthcare Certification Authority (HCA) for the electronic medical records. How to match the regualtions of "producing and managing the electronics medical records in medical institutions " will be the challenge. Our study is not only to provide a well-structured electronic medical records to actually carry out the electronic signature just in time via medical personnel IC card and take time stamp of the Healthcare Certification Authority (HCA) as well without changing the HIS of a hospital itself, but also to reduce the loading of financial and personnel cost. Furthermore, to collaborate those medical institutions and DOH (Department of Health) reach an agreement and willing of using the electronic signature.
