he year 1995-96 was the fifth year since the opening of the University and the tenth year since the commence-ment of the planning of the University.The Planning Committee for the Uni-versity was appointed in July 1986 and held its first meeting in September. It took less than two years to plan and another three years to organise, build and man the Uni-versity.
The first batch of about 800 shldents was admitted in October 1991. Since then, the student population has grown steadily but rapidly to 6,077 "full time equivalent" or 6,295 by head count in 1995-96. Within this actual number there were 1,156 post-graduates, representing 18 percent-a
relatively high figure by local standards, re -flecting the mission of the University.
Apart from teaching, the University is spending much effort in pioneering both academic research and technical services in Hong Kong. In academic research, the University despite its short history is lead-ing local tertiary institutions in competi -tion for government funding both in total amount awarded and in rate of success. This truly reflects the emphasis of the Univer-sity on research and postgraduate work.

1995 至 1996 年度,是大學成立 以後的第五個年頭;如果從它開始籌 備的日子算起,現在已是科大的第十 年了。 香港科技大學的籌備委員會是在 1986 年 7 月正式成立,並於同年9 月舉 行第一次會議。委員會以不到兩年的 時間,完成大學的規劃工作,然後再 用三年時間去籌組大學的架構、興建 校舍和羅致合適的人才擔任教職員。 第一批約 800位學生在 1991 年 10 月開始入學。從那時起,大學的學生 人數使穩步急升;到本年度,大學的 “全日制等值學生人數"已增加至 6, 077 人,實際人數為 6, 295 人,其中 研究生有 1 , 156人, 1在全部學生人數 的 18% 。以本地的標準來說,科大的 研究生比例已算相當高,而這正是科 大的辦學宗旨。 除教學工作外,大學也不斷努力 拓展其學科T研究和技街服務。在學術 研究方面,香港科技大學雖然歷史尚 短,但在競逐政府的研究資助時,再 於總資助額及申請資助成功率等項目 上,領先本港其他院校,切切實實地 反映出大學對科研和研究生培訓工作 的重視。

In technical services, the University has continued to break new ground within Hong Kong's tertiary sector. It vyas the pio-neer in providing Internet service in this territory through its wholly owned subsidi-ary, Hong Kong Supernet, This company was sold during the year, yielding a high return of over HK$36 million.
In conclusion, I wish to take this oppor-tunity to thank all my colleagues on the Court, Council, Senate and their Commit-tees as well as all the academic and admin-istrative staff for their contributions to the University during 1995-96.

• At the University's Third Congregation, held on 2-3 November 1995, academic degrees were '
conferred on 1,104 undergraduate and 216 postgraduate students. Honorary doctorates were awarded to Prof Leroy L. CHANG, Dean of Science at HKUST; Dr LI Ka-shing, Chairman of Cheung Kong (Holdings) Ltd and Hutchison Whampoa Ltd; Prof Lu Yongxiang, Vice-President of the Chinese Academy of Sciences; and Sir Gordon MACWHINNIE, former Chairman of the Royal Hong Kong Jockey Club and a founding member of the Uni-versity Council.
• Full accreditation was awarded to the Depart-ment of Electrical & Electronic Engineering by the Hong Kong Institution of Engineers. Pro-visional accreditation was awarded to the De-partments of Chemical Engineering and Indus-trial Engineering & Engineering Management.

• New academic programmes included a Mas-ter of Science Programme in Investment Man-agement- the first of its kind in Hong Kong-to be offered by the Finance Department. • In 1995, the University began to maximise
year-round use of its facilities when summer camps for prospective students were begun by the Physics Department and the Schools of En-gineering and Business & Management. In 1996, the University's first credit-bearing sum-mer classes were offered in the School of Engi-neering.

versity researchers in the biological sciences, mathematics, chemical engineering, and opto-electronics. In addition, four US patents were re-ceived for inventions in biotechnology,
compu-ter science, microelec
-tronics, and mechanical engineering.
• Technology transfer grew appreciably as some two dozen research contracts worth about $9 million were signed with regional and inter-national finns in the biotechnology, electron-ics, multimedia, and plastics industries, among others.

• Hong Kong Supernet, named the "best Internet provider in Asia" by Asia Internet Report, yvas
sold by the University to an international
con-sortium for over $47 million, marking the
suc-cessful completion of a full R&D cycle. • Generous support continued to flow to the
University from individual, corporate, and
foundation donors, capped by a $25 million
gift from the Shui On Group Ltd to support construction of a new R&D facility, the UST Annex. The Shui On Center for China Busi-ness and Management, to be housed in the Annex, was named in recognition of the gift. • HKUST was host to, and a willing partner in, initiatives to establish a Europe Institute on campus and an Association of East Asian Re-search Universities-both promising to strengthen the University's international
part-nerships during this time of transition.

ith the submission of this annualreport, we conclude the University's
"founding phase": our first five years.
It has been a most
satisfy-ing five years for the Universi
-ty's Council members, faculty, staff, students, and alumni.
The original plan for the
Uni-versity had called for it to open
in the fall of 1994; we
ad-vanced that by three full years. Government's expectation was that we would reach full size
at 7,000 students, and thus
steady-state funding, in no fewer than seven years; we are practically accomplishing that in five. The acceleration enabled HKUST to educate about 6,000 more graduates than anticipated and produce substantial savings for the taxpayers of Hong Kong. At the same time, we have been able to build an institution far stronger than we dared to dream.
During the past year, the University has
as-siduously maintained its application of "continu-ous assessment" in teaching, using daily home-work assignments and frequent tests to help stu-dents digest more fully what they have to learn. Similarly, credit-bearing classes were offered dur-ing the summer months to enable students to spread out their course load. Summer places also were offered to a number of college-bound sec-ondary school students to give them a headstart. It should be mentioned that the additional
work-load was taken up by our dedicated teaching staff
without any thought of extra compensation.

隨著這份年度報告的提出 ,我 校的創技階段 ,也就是說首五年, 至此告一圓滿結束 。 ð 對於校董會各位委員,學校的 教職員、同學、及校友們來說,這 五年可說是豐富美滿 o 如果按照最 初的建校計劃,我校應於 1994 年秋 季才開學;可是,提前了足足三 年 。按照政府當時的預期,至少需 時七年才能收滿 7, 000 名學生,達到 平穩撥款階段;可是,基本上在五 年內就完成了任務。這樣超速的進 展, 讓科大比預計多培養了約 6, 000 個畢業生,並且為香港的納稅人作 出了可觀的節約。尤可告慰的是, 在這短短的五年時間祖,建立起了 一所壯健的學府,遠遠超出 了我們 的夢想。 在過去一年裡,學校在教學上 不懈地進行“連續評估藉功課作 業和經常的測驗來幫助同學加深對 課程的了解 。 在暑期中,開了一些 帶學分的班,使得同學能夠分散三 年課程,減輕負擔 ;也同時招收了 一批即將進入大學的中學高班生, 使得他們有機會提前起步。值得一 提的是,這些暑期教學任務,是由 教師們在沒有額外報酬的情形下完 成的 。

¥IH5-at leading institutions. At the same time, it is note-worthy that four of the seven Academic Achieve-. ment Award winners in the graduating class of 1995 elected to pursue postgraduate study at HKUST.
But a majority of our graduates, as is custom-ary in Hong Kong, have chosen to begin their working careers right away. They have encoun-tered little difficulty in finding jobs, and com-ments from employers reflect a high degree of satisfaction in their capabilities.
In research, our faculty has continued to lead Hong Kong's tertiary institutions in the results of peer-reviewed competition for academic research grants-that is, in total funding, number of funded projects, success rate, and funding per fac-ulty member. Their scholarly accomplishments have been lauded in leading international publi-cations, especially in technologically advanced countries like the United States, United Kingdom, Germany, and Japan.
Applied research and development lead to technology transfer-the application of R&D re-sults to the upgrading of infrastructure, industrial processes, and commercial products. It is an im-portant part of HKUST's objective: We are man-dated to provide direct service to the community and to enhance the region's economic and social development.
During the past year, with more attention in
the University being given to the direct-service aspect of technology and management, applied R&D projects mushroomed in practically all of
the interdisciplinary areas cultivated at HKUST: advanced materials, Asian financial markets, biotechnology, economic development, environ-mental studies, information technology, infra-structure development, micro systems, scientific computation, and software engineering. Successes have abounded.

A model case was the conceptualisation, in-cubation, operation, and eventual sale of Hopg Kong Supernet, the University-owned company which became Hong Kong's most successful
ISP, or Internet service
provider. Supernet up-graded local telecommu -nications service, started a brand new industry for Hong Kong (some
70
ISPs are currently in op-eration), and produced a sizeable monetary return for the University-funds which can now be used to seed other tech-nology-based ventures and provide leverage for public and private investments.
We believe the University is moving on the right track. Policy changes brought forward for discussion during the past year aim at building morale, strengthening incen ti ves, and optimising impact. Conditions of service for staff employed on "local" and "expat" terms will be equalised. Equity participation will be estab-lished for staff engaged in technology transfer. High-impact areas which either accentuate HKUST's position on the international map or are strongly relevant to Hong Kong's economic de-velopment, or both, will be earmarked for cost-effective investment of the University's research infrastructure and equipment funds.
In addition, we have begun the process of "hu-manising" the institution. As announced at the last Congregation, we wish to make the Univer-sity more genteel, more cultural, more Chinese, and more international.
To make the University more genteel means, as one example, to strengthen the mentoring relationship between faculty and students, and

To make the University more cultural means to present more cultural events on campus, and to encourage the HKUST community to participate more fully in these activities, The University already provides a rich offering of programmes: exhibits, lectures, concerts, and performances, But a certain degree of consolidation was necessary to make them more readily known to the campus community, and to the public. For this purpose, a Center for the Arts has been set up to provide both leadership and logistical support.
Clearly, it is not feasible to create a "college town" on the Clear Water Bay Peninsula, So the University must try to build on its own campus a "village" with an appealing environment and a congenial atmosphere. During the past year,

The University already provides a rich offering of programmes: exhibits, lectur白, concerts, and performances. But a certain degree of consolidation was necessary to make them more readily known to the campus community, and to the public. A t the same time, work has started on outdoor amenities including a cliffside path, several pavilions, a restored ancient village, a hillside park, and a waterfront barbecue area-all self-fi-nanced-to "soften" the campus environment.
To make the University more Chinese means
to help Hong Kong regain her Chinese identity. In time, HKUST should become a bilingual university-with two written and three spoken languages in common usage (English, Cantonese, and Putonghua). During the past year, in response to the Council's suggestion, the University began to produce its official publications in both
languages wherever possible. And even though,
for the sake of practicality, the medium of instruction will remain English for a long time
to come, non-academic activities will increasingly
be conducted in Chinese, as appropriate.
To be more Chinese also means that we should
playa significant role in the gradual integration of Hong Kong's economy with that of her hin-terland. At HKUST, academic exchange with mainland institutions has expanded rapidly. Chi-nese passport holders now number close to 100 among our teaching staff, mostly recruited from academic institutions in the West. They also in-clude about 100 of our research staff, and about
160 who have joined us as postgraduate students.

工建造 156 套高級教職員宿舍、“大 學中心"、及 270 套供研究生、研究 人員、和一些年青同事使用的宿 舍。這些新建築都由學校自籌資金 興建;建成後,很大部分教職員和 所有全時研究生都能搬進技區居 住。此外還用自籌的基金,動工興 建一些康樂設施,包括崖邊小徑、 亭閩、仿古村、畔山公園、臨海燒 烤場等等;這些都是為了使校園裡的 生活更趨柔和。 面向中國的一個內涵,就是要 幫助香港重拾對華夏文化的認同。 假以時日,科大會變成一所雙語學 府,經常運用兩種文字、三種方言 (英語,廣'l'i'J話,及普通話)。學校根 據校董會的建議,已經盡量在學校 的正式文件和刊物裡採用了雙語。 雖然英文仍然會是教學用語,但是 在一些適當的場合捏,愈來愈多的 非學街性活動將會採用中丈 。 面向中國的另外一個內涵,就 是要為香港和內地的經濟結合作出 貢獻。科大與內地的學術交流發展 得很快。從歐美等西方辛街機構聘 請來港的持中國護照的教師,已近 100 位 。 此外, 來自內地的還有約 100 位研究人員和 160 位研究生 。最 近,科大和中國科學院成立了一個 在生命科學和生物技街領域祖的聯 合實驗室。另外,在微電子、信息 技街、和高級材料等三個領域袒,

Collabo-ration with the Pearl River Delta region, espe-cially Hong Kong's twin city, Shenzhen, has intensified. Capping it all is the creation of the Shui On Center for China Business and Manage-ment, devoted to teaching and research on
China's business infrastructure, practices, and
opportunities.
To make the University more international means to recognise Hong Kong as the crossroads of East Asia, North America, and Western Europe, and to serve as a catalyst for cooperative ap-proaches to technology and management. Dur-ing the past year, an Association of East Asian Re-search Universities was formed by the presidents of nine leading Asian universities. The Associa-tion is based at present on the HKUST campus. Its membership will soon increase to 13, but fur-ther expansion will be restricted. The intention of its members is to carry out intimate coopera-tion at the grassroots level while keeping it from
turning into a social organisation.
The framework for establishing a Europe In-stitute at HKUST has been formed with a steering
committee consisting of the Consuls-General of all the European Union countries and the Head of the European Commission Office in Hong

Mutual visits have been numerous. A joint labo-ratory has been established with the Chinese

不久也將相繼與中國科學院成立聯 合實驗室。 為海南行政人員舉辦的培訓項 目,於首期三年圓滿結束後 ,又重 新聞辦了一系列的新項目 。和珠江 三角洲,尤其是和深圳這個“姊妹 域合作也已加強。更令人高興 的,是瑞安經管中心的成立;這個 中心將從事對於中國的商業機制 、 運作、和市場等各方面的研究,和 經理人才的培育。 要面向世界,就要認識到:香 港地處要津,是東亞、北美、和西 歐地區相互往來的交匯點。科大要 起觸媒作用,促成在技街和管理等 方面的密切合作。過去一年極,九 所亞洲學府的校長共同成立了“東亞 研究型大學協會把會址設在科 大 。協會的會員在增加到 13 名後, 將開始加以限制,原因是會員們盼 望這個協會能夠具正促進會員大學 間的實質合作,避免流為虛形的社 交團體。 在科大成立一所“歐洲研究所 框架已經成形。由歐盟所有國家的 駐港總領事 、歐洲委員會香港辦事 處總監、及一些學術界和企業界領 導人所共同組成的指導委員會已經 成立 o 在“歐洲研究所"之下,將有 ANNUAL REPORT 年報 95-96 115
