Abstract Demographics in Taiwan are changing dramatically in recent years. Obviously, it will impact on the whole education system in the near future. This paper therefore explores the implications of changing demographics on early childhood education from both policy-making and center-managing points. are five characteristics of the changing demographics: very low birth rate, the emerging new Taiwanese babies, rising of single child families, single parent fam ilies, and low income families. In spite of the very low birth rate in the two decades, the registered kindergartens are still growing to make oversupply and the possible education quality deteriorating, a serious problem. And the emerging new Taiwa nese babies, rising of single child families, single parent families, and low income families all make the children in the classrooms much more diversified and hetero geneous. explicating the implication ofchanging demographics, this paper proposes six policy suggestions: (I) lower children-teacher ratio to further improve the education quality. (2) encourage the teacher preparation institute to develop diversified curriculum and teaching model. (3) ensure the disadvantaged children accessible to public kindergartens and their parents accessible to public remedy education. (4) re-allocate education resources to reflect the need of regional difference. (5) reduce the amount of kindergartens through natural competition, (6) take a pro large kindergarten policy point to improve the working environment.. 141.
