(11) An Analysis of the Law of Higher Education in the PRC Li-min Fan Abstract Following the Compulsory Education Law and the Law of Education of the People's Republic of China, the PRC's national assembly passed the Higher Education Law and which went into effect on January 1st, 1999. The legislation system of the formal education in mainland China has thus integrated, which indicates a coverage of the elementary, secondary, tertiary, and occupational levels of education. However, the legislation is still not complete, especially in terms of its execution and nor will it be equipped fully in the foreseeable future. Thus this law should be considered a general hindrance to the public. Moreover, we may expect the law to undergo serious revision sometime in the future.
