The Constitution does not directly address the issues of torture and punishment. The Code of Criminal Procedure, however, stipulates that no violence, threat, inducement, fraud, or other improper means shall be used against accused persons. However, there were credible reports that police occasionally physically abused persons in their custody. The law allows suspects to have attorneys present during interrogations, primarily to ensure that abuse does not take place (see Section 1.d.). The MOJ says that each interrogation is recorded and that any allegation of mistreatment is investigated. Lawyers and legal scholars note that abuses most often occur in local police stations where interrogations are not recorded and when attorneys are often
not
present. Informed observers note that police forces emphasize the confession of suspects as the principal investigative tool.
As a consequence, cultural and scientific exchanges between us continue to flourish, along with commercial and other forms of cooperation. For example, this audience will appreciate the fact that more than thirty thousand students from Taiwan now study in the
United
States. In fact, the ROC ranks fifth among nations who send their students here to learn.
Today, in one of the most unique non-official relationships in
history, the ROC and the U.S. have more in common than ever before. The people of Taiwan, as a society, embrace the very same values of morality and spiritualism, humanitarianism, cultural enlightenment,
and
individual initiative and creativity which are hallmarks of American society.
Adolescence and old age are the two stages in our lives when the need for friendship is crucial. In the former stage, teens are plagued by uncertainty and mixed feelings. In the latter stage, older people are upset by feelings of uselessness and insignificance. In both
instances, friends can make a dramatic difference. With close friends in their lives, people develop courage and positive attitudes. Teenagers have the moral support to assert their individuality; the elderly
approach their advanced years with optimism and an interest in life. These positive outlooks are vital to cope successfully with the crises inherent in these two stages of life.
The Government's human rights record deteriorated sharply beginning
political dissent. The loosening of restrictions on political debate and activism by authorities for much of 1997 and 1998, including
toward
public calls for political reform and expressions of opposition to government policies, abruptly ended in the fall. The Government continued to commit widespread and well documented human rights
abuses,
