This was the key message conveyed by President Chia Wei Woo in his

State of the University’,address on 19 May 1999,

when he shared with HKUST colleagues his vision for the University in the next

millennium. He included science and management as the foundation and application of technology, and culture as an essence of education.

The recent financial turmoil and the subsequent economic downturn have revealed an undeniable fact about Hong Kong這 economy- that we are rather weak in the fundamentals’” President Woo said.

Hong Kong started off as a trading port and an agricultural village. Then it became an economy focusing on services and labor-intensive activities. The future of Hong Kong, however, lies in its development into a nerve center for the region and a knowledge-based society.

Hong Kong will become a great metropolis of the 21st century, a place about which history exaggerates, poems and novels are written, and songs are sung:' Lastest Developments in Academic, Research and Administrative Affairs

After setting the macro scene, he handed over to the Vice-Presidents to depict in greater detail the current state of the University.

Vice-President for Academic Affairs Prof Leroy Chang focused on faculty devel-opment, and described the two main aspects of academic planning-curriculum and research.

We will put more emphasis on general education, language training, creativity}and teamwork, in the students' final year projects. We are also examining the balance between electives and required courses;' he said.

We conduct knowledge-driven research with dedication to fundamental research. We want to con tribute to the knowledge-based economy, pursuing opportunities in applied research and technology.

Prof Tony Eastham, substituting for the Vice-President for Research and Develop-ment, outlined the University's new initiatives.

Internally, we will develop an HKUST Faculty Entrepreneurship Program, an HKUST Venture Capital Fund, and study the impacts and benefits of HKUST research in Hong Kong;' he said.

Externally, we will further develop our areas of excellence and attempt to take advantage of the new innovation and technology fund;’he added.

Vice-President for Administration and Business, Mr Paul Bolton, said that as the University reaches maturity, both the faculty size and the number of students will remain at much the same level for the next three years, at around 520 and close to 7,000 respectivel于 Headded that the number of non teaching staff members is expected to continue to drop due to natural attrition.

Despite the significant reduction in our recurrent grant for the triennium 1998-2001, we have a budget plan that will get us

through. There are, however, many uncertainties and concerns surrounding the prospects for the next triennium (2001-2004) and we shall be monitoring the position very carefully in the coming year and preparing such contingency plans as are necessar折, MrBolton said.

A Bright Future for the University While the short term financial pros-pects are on the conservative side, the long term future for the University is br挖ht,said President Woo.

s transition to a knowledge-based society, and, at the same time, established very strong national and international connections:' he said.

fn the national context, we are engaged in the'863' and '973' projects in the Chinese Mainland. We are actively collaborating with the Chinese Academy of Sciences on many projects. And talents from the Main-land are contributing significantly to our University. The design and building of the Nansha IT Park is making good progress, and our academic alliance with Peking Uni-versity will soon be reaping dividends.

On the international front, the French and Germans place much emphasis on the mutually beneficial relationship that has been established with us. The first World Wide Web Consortium office in the Chinese-speaking world is now housed in HKUST. And, thanks to the quality and efforts of our faculty, HKUST

S reputation is now solid in Asia, America, Europe, and Australia;’President Woo added.

First EMBA Graduates

At 伽 firstGraduation Ceremony o the Kellogg HKUST Executive MBA Program held on Sunda}r l 8 April, the 30 graduates with their families and friends were greeted by President Chia-Wei Woo, Dean Yuk-Shee Chan and other faculty members of HK UST, as well as Dean Donald Jacobs and other representatives from the Kellogg Graduate School of Management.

In his congratulatory message, Prof Chan told the graduates, "You have set an outstanding exam” pie of serious learning by displaying a high degree of dedication, enthusiasm and commitment. Today, your graduation marks not only a success story in your personal development, but yet another

significant milestone in the development of executive educa tion in Asia.

In welcoming this new group of alumni, Prof Jacobs said,“It has been our experience at Kellogg that the bonds formed in intensive learning sessions such as the program you have just completed provide a life-time of

contacts and networks.

The 30 graduates have given the Execu tive MBA program uniformly high marks. Following nearly 16 months of intensive part-time study, the graduates-coming from both within the region and around the world-praised the program's excellent faculty, comprehensive curriculum and incomparable diversity of the students

Center for Enhanced Learning and Teaching (CELT), established to spearhead the University's focus on the advancement of quality education by promoting a culture of continuous improvement in learning and teaching.

Immediate objectives are to organize for HKUST students a series of

Learning to Learn”workshops to help them cope with the various modes of tertiary learning, and to facilitate the further introduction of the Personal Response System (PRS) in classrooms.

On the faculty side, CELT will provide consultation services on the development of innovative and effective teaching methods, and will generate workshop and support programs for instructors and teaching assistants.

CELT is already providing expertise and technical support for teaching development projects that integrate recent advances in multimedia and information technology into the real-time teaching and learning environment. It is also helping bridge the gap bet\veen secondary and tertiary educa-tion by providing IT training workshops for secondary school teachers, supported by the Government

s Quality Education Fund. 2

Another m句 orobjective will be to pool resources, funding and expertise to drive new developments in on-line education where CELT will act as a production/ publishing house for web-based courses, with faculty acting as course content consultants.

CELT now has a new Director. Dr Grace Au, formerly Associate Director of Public Affairs, took over from Dr Helen Shen of Computer Science on 1

Education Technology Center (ETC). It will also share some of the facilities in the new University Annex, including the Advanced Multimedia Production Suite and the Multimedia Teaching Classroom. Over the longer term, CELT will be involved in the development of commer -cialized on-line education services whjch in due course may be turned into a profit center for the University.

programs to assist faculty and staff

in undertaking collaborative indus-trial projects and in developing and

com-mercializing technology for the benefit of

Hong Kong. The program consists of three initiatives: a venture capital, a policy of assessing and distributing overhead charges and, the policy on faculty involving

start-up companies and the HKUST

Entre-preneurship Program. These initiatives were outlined in a workshop by Professor

Otto Lin, Vice-President for Research and

Development, on 18 May.

The venture fund, managed by the HKUST RandD Corp, is intended to assist

the development and commercialization of

University technology showing good

market potential. The fund will be available

to all academic disciplines within HKUST. In the form of equity participation, it should

be regarded as seed money to attract invest-ments from third parties. The fund is derived from non-UGC source. Initial investment in any one project will usually not exceed HK$2 million.

Faculty can apply to this fund to

sup-port the costs in prototyping products and optimizing processes. The Applied

Technol-ogy Center also stands ready to provide

assistance in system integration and project management, if needed. The fund can be

used as a part of the equity formation for the new company formed to pursue com

mercialization.

This support will be useful for our colleague to leverage their contri-bution and convince other investors to participate in the venture;• said Prof Lin.

Application should be submitted to the

RandD Corp which will process a proposal beh-veen 4 to 6 weeks.

Pr吋 ectoverhead charge is intended to

recover indirect cost for the University.

While the normal charge remains at 30 per

cent, certain types of collaborative pr吋ects can be eligible for a reduced rate of 15 per-cent. They include: small and medium

enterpris巴, newtechnology start-up com-pany, governmental agency and, strategic alliance of the University.

Half of the charge assessed will be dis-tributed, or ploughed back, to the academic

department/unit conducting the technical work. The remaining will be shared equally

by the University Development Fund and R&D common fund.

This new policy intends to encourage collaborative R&D activities between the

University and a wider spectrum of the

society;’said Prof Lin.

It is our hope 出at

this will strengthen the technical capability and help enhance the competitiveness of

our local industry.

This policy will also allow the academic department to a larger

share of cost recovery.

The third initiative is policy on faculty

involvement in start-up companies and the establishment of the HK UST

Entrepreneur-ship Program. The policy and program are formulated with the recognition that HKUST must help Hong Kong to diversi句

its economy by the growth of a technology-based, high value-added sector, thereby creating jobs and wealth a吋 enhancingthe

prosperity and quality of life of the SAR. It

also recognizes our obligation as a publicly funded institution and the sensitivity in the use of public facility and in the possibility of conflicts of interest and commitment.

In essence, whenever a member of the University starts or joins a company which

requires University owned intellectual

property, he/she must obtain a technology license from the University negotiated on a case by case basis. If it involves no

Univer-sity intellectual property, no license will be required. However, he/she can join the

Entrepreneurship Program and be eligible

for a package of assistance and service. The University will claim 3 percent ownership under normal circumstances.

We want to build a research infrastruc-ture in the University enabling all our mem-bers to work effectively and joyously. We hope these new initiatives can help achieve

these goals;’said Prof Lin.

teaching goals oft}1e School. The workshop 1>aschaired by Drs Julian Groves and Barry Sautman from the Division of Social Science as well as Dr Yip Kam Ming from the

Division of Humanities.

Participating faculty members were

divided into four groups, each comprising

representatives from both humanities and social science. They shared their own teach”

ing experience as a means of identifying the similarities among different faculty mem bers and di缸erentsubjects. Each group then

came up with its proposals on a teaching

statement that would guide their future teaching practices.

One concern that comes up time and again in the draft statements is how to

stimu-late our students

curiosity and how to help them cultivate an inquisitive and critical

mind;' said Dr Groves.

H. Ho Sports Hall. Unveiled in January 1999, this 10-meter indoor wall offers a safe and convenient place for the university commu-nity to participate in one of the fastest grow-ing action sports in Asia.

Part of the sport's appeal is that it flexes mental as well as physical muscles. As staff climbing enthusiast Dr Viriginia Unkefer (OCGA) explains,“Climbing is lil<e no other sport. It engages both your body and your mind. It takes strength, endurance and agility but it also requires total mental absorption as you try to solve the problem of where to go next and how to get there.’,

Dr Unkefer, who learned to climb in Hong Kong four years ago, is a moving force behind the new Staff Climbing Club, which will complement the students

group organ-ized by chemistry student Lee Siu Kong. Dr Unkefer explains that while the groups are segregated for administrative reasons, clin1bing is a social sport and she anticipates a closely knit HKUST climbing community once the word gets around that the wall is

To my knowledge, graduating students from other universities don

t have to pay for the class photo as we did at HKUST. Their cost of taking depart-mental class photos is already included in their tuition fees. Could more companies be invited for bidding so that cost-effective services can be provided?

Another concern is about graduation gown. Whereas other graduating univer-sity students have already got their gowns in hand by March, HKUST gowns are still not ready for pick-up. Though we are allowed to dress in gowns during class photo-taking, we have to return them immediately after use.

Climbing is a surprisingly beginner-friendly sport and a supervised indoor climbing wall is the perfect place to start. It

takes a two-hour lecture and a day of training to master the basics. Hong Kong Mountaineering Union (HKMU) qualified coach and HKUST graduate Nelson Lam (BSc Chemical Engineering, 1996) has offered to teach members of the Staff Climbing Club for a minimum outlay of HK$250 per full-day training session.

在 4 月 27 臨月 8 日 3 科大藝術中心 展覽廳舉行了一項名為“畫中遊 電 腦動畫系統創作”的展覽 3 展出計算機工程 學方文德、朱紹恆和梁耀祖三位同學的畢 業習作。他們利用電腦技術 3 為平面繪畫 和相片帶來立體動畫的效果 3 讓觀眾走進 動畫製作人員所創造的畫中虛擬世界 ,從 一個嶄新的角度去欣賞藝術創作。 三位同學的畢業習作是要開發一套可 以把平面影像立體化的動畫製作系統 3 由 於這套系統可以帶領觀眾進入畫中世界 , 遊覽畫中景致 3 所以他們稱它為“畫中 j匪” 系統。 朱紹恆指出 ,他們很早便完成系統開 發的工作 3 因而有更多時間去找一些可以 展示系統功能的途徑。他們選擇不同類別 的畫3 包括西洋畫和國畫, 讓觀眾可以比 較各類動畫製作效果。朱紹恆說. “以中國

揭示生物信息傳導的新機理

香港科技大學一回顧與前瞻
