n a short history of 16 years, HKUST has achieved a status beyond expectation. The 17th year marked its further step into greatness with the introduction of its master plan for campus development - “Expansion for Excellence: HKUST’s 2020 Campus”. The title of the plan implies that the University will continue its pursuit of excellence in the face of two major challenges - the surge in student numbers with the implementation of the
four-year degree program by 2012 and the educa-tional and research goals outlined in the University’s Strategic Plan.

Models and graphics of HKUST’s new campus will be prominently displayed in the HKUST Library until 10 June. Officiating at the opening ceremony of the exhibition were former HKUST Council Chairman Dr John Chan, HKUST Acting President Prof Roland Chin and HKUST Vice-President for Administration and Business Prof Yuk-Shan Wong. The master plan would help HKUST to strive for educational and research excellence and to realize its unique mission of driving Hong Kong’s economic and social development.
To engage HKUST members and Hong Kong society in the reshaping of a better campus, consultation sessions were held outside and inside the campus. Prof Wong briefed the Sai Kung District Council members on the major projects in a spring dinner and received very posi-tive feedback and support. In a forum held on 29 Febru-ary, Prof Wong and HKUST Director of Facilities Manage-ment Mr Mike Hudson also met with HKUST faculty members, staff and students to explain the plan in detail.
The HKUST members actively participated in the discus-sion and raised constructive comments that helped to finetune the master plan.
The master plan includes on-campus and off-campus development. Major items including the Lee Shau Kee Campus, the Institute for Advanced Study, extension to the existing Academic Building and student residences are all planned for the further development of our stun-ning bay-shore campus. Off-campus development includ-ing HKUST Fok Yinclud-ing Tung Graduate School at Nansha and HKUST Shenzhen Industry, Education and Research Building will enable HKUST to expand into the Mainland. The plan has addressed important issues such as sustainability, building services, structural and traffic engineering.

1. How did the Fok Ying Tung Graduate School (FYTGS) come into being?
The FYTGS was established in December 2006, when HKUST Council approved it as the 5th School of the Uni-versity, to spearhead the University’s aspiration for a firm foothold in the Mainland for research and education. This is in line with HKUST’s Strategy for the next 15 years. The establishment of this School was made possible by the late Dr Fok Ying Tung, whose generous donation will set-up and fund the School’s research and education programs in Nansha.
2. Why Nansha?
The late Dr Fok had been building up Nansha since the early 1980s. His vision was to develop Nansha into an attractive and vibrant coastal city, a center for high-tech, logistics, commerce and services, serving the PRD cit-ies. During his 20-plus years of toil building up Nansha, Dr Fok was always conscious to retain the beauty and tranquility of Nansha. HKUST’s choice of Nansha was first supported by Dr Fok and the Fok Ying Tung Founda-tion, but we soon also received the support of the Guangzhou authorities, who stepped forward to support the formation of The Guangzhou HKUST Fok Ying Tung Research Institute (FYTRI) on the chosen site.
3. What is the relationship between FYTGS and FYTRI?
FYTRI is an arm, an extension of FYTGS in China, with legal standing to provide a platform for the School’s operation in the Mainland. In practice, our Nansha cam-pus is an extension of our Clear Water Bay camcam-pus.
4. How does FYTGS position itself?
FYTGS will extend HKUST’s values and experiences in research and in postgraduate education, through cutting-edge research and through technology and applications know-how, an English teaching-learning environment, and an enriched global view.
We will be a foothold for HKUST in the Mainland, from which faculty can actively participate in national and regional research activities, nurture a talent pool, and col-laborate with local industries.
5. What are FYTGS’ research activities in Nansha?
FYTGS currently has 11 research centers and two central research facilities, organized into four clusters. These areas of research are in line with HKUST’s Strategic Plan 2005 -2020, in which HKUST has a leading edge and will be able to make a high impact. The four clusters are: Information and Communications Technology (ICT), Advanced Engineering Materials, Biotechnology and Environmental Science and Technology .

6. Has FYTGS been successful in securing research projects in the Mainland?
At the close of our first year, the FYTGS had already obtained more than CNY10 million in grants and projects money. This includes several collaborations in the Main-land’s prestigious 863, 973 and 115 research schemes, as well as from participation in the Guangdong-HK and the Mainland’s Science and Technology Bureau grants. Several directors of our research centers also success-fully secured research and technology projects from industry/companies, an important testament to HKUST’s reputation as a science and technology university.
7. Is FYTGS offering education programs in Nansha?
FYTGS is ready to offer postgraduate courses in the areas of computer science and technology and in electronics engineering, two areas HKUST feel would be beneficial to Mainland students. Together with our Main-land collaborator, we are awaiting the Ministry of Educa-tion’s approval for us to launch these courses on the Mainland.
Prior to receiving this approval, our Nansha campus has already started to serve as an education base for HKUST’s MPhil students, and to students, local and inter-national alike, interested in studying the heritage and cultural diversity of Chinese and the Chinese diaspora. The Nansha campus has also started to offer professional training programs for corporations and government agen-cies, mostly from the PRD.
8. What are the main operational difficulties?
Setting up a School is a challenge, even at the Clear Water Bay Campus, let alone having to set it up in a new environment. One of our first considerations is to under-stand the differences in the systems between Hong Kong and the Mainland, then make necessary adjust-ments to adapt ourselves and our existing operating systems, ensuring that we always work within the Main-land’s legal framework.
9. How would you describe the characteristics of FYTGS?
“Young, energetic and dynamic”. Each shares a common goal of contributing knowledge, creativi-ty and passion; working tireless-ly together to grow our School, to turn our vision into reality. The staff recently made a set of posters to commemorate our first Anniversary. This is how they see themselves.
F : Forging the Future Y : Young and Promising T : Technology Oriented G : Global Talents
S : Stimulating Environment
We are young, but we have lots of energy and passion; we are learning and growing up fast; we are confident.
10. How is the construction of HKUST’s campus in Nansha progressing?
The HKUST Nansha campus will be built within the idyllic environment of the Nansha IT Park (NITP). It will be sort of a campus-within-campus concept. Our own campus will be a small one, only about 25,000 sq m; but we will “borrow” NITP’s larger campus as a setting for our campus, including its rolling hills and much envied sea-front, its lush beautiful gardens, lake, Suzhou-styled buildings, and spaciousness. Aside from the architecture, the NITP campus bears much similarity with our Clear Water Bay campus, particularly in terms of its geographi-cal features.
Construction of the proposed campus will begin in summer this year and we are targeting for the facility to be ready by the end of 2009. In the meantime, we are temporarily installed in one of NITP’s lab facilities. We are all looking forward to our new “Home”.

bout 130 staff and student members of HKUST attended a talk given by the University Grants Committee’s Chair the Hon Mrs Laura Cha on 14 February, 2008.
This was Mrs Cha’s first public address at HKUST since she took the helm of the Committee last April. The Uni-versity Grants Committee plays a key role in advising the government on the strategic development of the higher education sector and the financial
needs of the eight publicly funded institutions.
Mrs Cha was present to introduce the mission, operation and work of the Committee. The occasion was also an opportunity for University members to express their views and concerns on issues related to Univer-sity development and the Commit-tee’s grant commitments.
Cherry Ma, BBA year 1 student and a student ambassador of the Universi-ty, attended the talk to understand how the Committee works. She was concerned in particular as to whether
the Committee’s grant mechanism was fair.
The talk delivered what she wanted. “Mrs Cha impressed me as a fair and impartial leader. I walked away from the talk with the clear impression that Mrs Cha would balance the interests of the tertiary education sector and of the government. On the shortage of student residen-ces, I was pleased that apparently Mrs Cha shares our concerns. I believe that she will do the best that she can to help us improve the situation.”
Ms Jennifer Law, Office of the Dean of Undergraduate Education, said that she attended the talk because she wanted to understand the Committee’s policies. As a staff
member specializing in running summer and outreach programs for the University, she wanted to understand how far the Committee endorses internationalization and encourages outreach programs. “Mrs Cha gave very positive answers in this regard and she explained the picture in detail,” she said.

y developing an innovative gadget - a three-dimensional digital display - three Computer Engi-neering Program students won a four-day trip to Korea, where they got a taste of Samsung’s innovative culture during a visit to the headquarters of the global brand in electronic and digital products.
The team, formed by Chan Tsz-Sau, Lo Fu-Kin and Chan Wing-Yee, placed first in the first electronic design com-petition for HKUST students organized by the Engineer-ing School and sponsored by Samsung Electronics Co Ltd. They defeated 18 teams with their DBox 360, which enables a 360-degree wide projection of text by spinning a set of configured LEDs at high speed.
The team members took their trip to Korea in January when visits to the Digital Gallery and the famous Sam-sung Museum of Art Leeum deepened their understand-ing of innovation.
To Chan Tze-Sau, the key to Samsung’s success was its continuous search for creativity. “The company always invites creative ideas regardless of their marketability. For example, they have produced an experimental ‘cylindrical’ printer but never put it on sale,” he said. Lo Fu-Kin also found the company’s scale fascinating: “Samsung’s headquarters occupy a big piece of land, where many complexes for research are located. A heli-pad for helicopters taking staff to and from other places was also built in the area to enhance efficiency,” he said. The trip was rounded off with sightseeing in Seoul, a city that melds tradition and modernity. The three agreed that their journey to further innovation has just begun.

he visit by Dr Peter Goddard, Director of the Institute for Advanced Study from New Haven was a much anticipated affair. Before he even set foot on our campus, there was an intense curiosity about the title of his talk. It was teasingly called “There are no excuses in paradise”
Looking every inch an intellectual, with his horn-rimmed glasses and rumpled suit, Dr Goddard, came not so much as the high priest of creative research but more as its apostle. There was nothing ivory tower about the gospel he preached. He came with a clear message, couched in terms of the history of this center with a towering reputation.
In a talk liberally seasoned with wit and humour, Dr Goddard told the story of the IAS in words all fund-starved academics or administrators would understand. He said that the IAS originally wanted to include medi-cine within its ambit. But its founders quickly realized that good medical research required a good medical school and a great teaching hospital. The cheapest disci-pline was “mathematics”, and the next cheapest was “philosophy”. Both needed only desks, pieces of paper and a waste paper basket.
Today, with an endowment of $700 million US, its penny-watching days are over. But he concedes that a great institute needs to be near an excellent library, and the wider intellectual community of a university to compensate for the severe disadvantages of isolation. This explains the loose relationship between the IAS and Princeton University, but he is emphatic in his clarification that the IAS is definitely not a part of Princeton, a fact often lost on other academics or the institutions they belong to. He started playfully with the paradoxical concept of “the usefulness of useless knowledge”. From there it was but a small step to his pet belief that the most important changes do not often come about by pursuing pre-set utilitarian goals. Good things often flow from a purpose not originally intended. Just look at the unintended consequences of new inventions such as the World Wide Web. It now offers limitless possibilities in pursuing
interesting things way beyond the parameters of our original interest. Random pursuits often do lead to explor-atory learning and interesting consequences.
True to its founding philosophy, the IAS is fuelled by “curiosity-driven” research that is unrelated to the needs of predetermined programs. In Dr Goddard’s vivid phrase, often, what we do is carried along by “the maelstrom of the immediate.” In a world dominated by utilitarian concerns, this sounds like a paradise to the scholars who form its intellectual community. Hence the title of the talk. But there is a regime of purpose even, and especial-ly, in paradise.
Most definitely there is no license to loaf around. You may be free to roam, but you must roam with a sense of purpose and an urge to embrace the tangential and the uncommon. There is a delightful lack of formality at the institute, and scholars are turned loose to pursue their ideas that seize or energize them. The inquiry into the unknown is essentially inner-directed, but just as intense nonetheless.
Dr Goddard went so far as to suggest the notion that if you know exactly what you want, and how you want to pursue it, the research is unlikely to be truly original. He chided funding bodies for becoming increasingly prescrip-tive about the purposes of grants, thus stifling the free-ranging intellect and the creative urge in scholars. When asked if he had any advice for HKUST in setting up its own IAS, he replied that its residential character is es-sential to the free exchange of ideas. That is why tea time and lunch are fairly “institutionalized” arrangements for the scholars to commingle. He also came out as not being in favour of cloning the original institute. Each IAS incarnation must set its own priorities for its own needs. But there is one prescription for selecting a director that he quotes with approval, namely to “look for a quiet man (or woman) who will not disturb others who are trying to think.” This is one of the few prescriptive messages to come out of the mouth of this unobtrusive scholar who came calling at our campus.
“The Man Who Would Not Disturb Your Thinking”
IAS Director Peter Goddard at HKUST

he Democratic People’s Republic of Korea (DPRK or North Korea) has for the first time sent a team of research specialists to Hong Kong to receive a one-month training in survey research at the Hong Kong University of Science and Technology.
The training course, funded by the United Nations, was the first of its kind in a series of sessions conducted at the Center for Demography and Sustainable Develop-ment at the HKUST campus in Nansha.
The objective of this training course is to strengthen survey research capabilities of the DPRK Statistics Office, which is planning the first modern population and housing census to be held this year. The program is part of an overall effort to improve DPRK’s statistical system. Center Director Prof John Ma Zhongdong said that the training was very important. “We view it as a significant contribution to the developing nation and feel that it is a distinct honour for our research center and also for HKUST to have been chosen by the United Nations Popu-lation Fund (UNFPA) to provide such training at this critical time for the DPRK to enhance its development efforts,” said Prof Ma.
“They were extremely diligent, hardworking and motivat-ed to learn, just like the young people in China during the early reforms in the 1980s who were eager to learn and ask a lot of questions about everything,” Prof Ma added. The training was intensive and lasted for four weeks from 26 November through to 22 December both at HKUST’s Clearwater Bay Campus and at HKUST Fok Ying Tung Graduate School in Nansha.
“We are hoping that the Center will continue to play an important role in the future development of research ac-tivities of the DPRK,” Prof Ma explained.

lobalized efforts have brought about advancement in many fields. Space exploration is no exception. Prof Leroy Chiao, the first American Chinese astronaut to have served as Commander of the International Space Station, shared his views at an IAS lecture at HKUST on how global collabo-rations contributed to advancing space programs and promoting international cooperation in space.
Prof Chiao delivered the captivating talk with his unique experiences to an audience of over 400. Among the four space mis-sions he has flown, he detailed his first mission to the space station in 2004 to ex-emplify his belief in international coopera-tion. The mission, named expedition 10, was a meaningful partnership between the US and Russia after the Space Shuttle Columbia disaster in 2003. Prof Chiao said, “The US would have no access to space if there were no Russian partners.”
The collaboration not only helped revive US space exploration but also enabled Prof Chiao to widen his knowledge of space technology. He got to appreciate the different ways Americans and Russians approached problems after three years of intensive training in Russia with re-gard to spacecraft operations. His six-month life on the space sta-tion was depicted vividly through a video clip. It showed how every-day life turned wondrous in a gravity free environment: Prof
Chiao was “chased after” by a vacuum cleaner as he was floating in the air doing a clean-up. Drinks squeezed from packs changed to “bubbles” in the air.
In late 2004, Prof Chiao and his Russian partner experienced a crisis of food short-age lasting for five weeks. “We lost five to ten pounds due to food rationing.” In the end, the coming of the re-supply ship add-ed double happiness to Christmas 2004. Prof Chiao has had a successful career with NASA since 1990, having logged over 229 days in space and over 36 hours of spacewalks. His secret to success has been his persistent following of his child-hood dream. He hoped the audience would pursue their own.

he University’s School of Business and Management recently signed a student exchange agreement with the McIntire School of Commerce at the University of Virginia, the 100th exchange partner for the University’s Business School since it started its first exchange program with the University of Southern California in 1994. The McIntire School was ranked by Business Week magazine
as No 2 “Best Undergraduate Business School” in the US.
The partnership will allow the two univer-sities to send undergraduates to one another’s campus for semester-long ex-changes starting the 2008- 2009 academ-ic year.
HKUST Business School has been steadily growing its network of student exchange partners. At the undergraduate level, there are enough places for almost 60% of its students to join the exchange program. Every year close to 400 undergraduates, that is over half of the School’s BBA/BSc student population, spend a semester at renowned Business Schools overseas.

ow can we appreciate music through our eyes? What do Buddhism and Mathematics have in common? Associate Professor P W Leung of the Physics Department, who received the 2007 Michael G Gale Medal for Distinguished Teaching, has the answers to both questions.
“The sense of music through the ears is due to the change in air pressure. If the signals of music are input into an analyzer, they will be converted into graphs and become viewable. We can then appreciate the patterns of music through our eyes.”
“There are two faces of a Buddha, one carries a benevo-lent smile and the other has a face of cruelty. It all depends on what it wants to show you.”
The two examples have no direct relationship with science subjects. However, the use of different senses in appreciating music and the attitude of viewing a Buddha from different perspectives can also be applied to learn-ing Physics and its related subjects. Prof Leung elabo-rates, “Concepts in modern Physics can be very abstract. I wish to inspire students to apply imagination to under-standing them, to eagerly pursue knowledge in different subjects, and to be able to see the interconnections in them.”
Since he earned his doctoral degree and completed his postdoctoral studies in the US in 1992, Prof Leung took up his post at HKUST in 1992. After 16 years of teaching and research, he realizes the importance of interdiscipli-nary studies for students to achieve whole person devel-opment. He said: “Physics graduates may not work in the field of Physics. They have to know about other
sub-jects and to develop life-long learning attitudes and abilities.”
Prof Leung cannot put his beliefs into practice without good preparation before classes by reading across disciplines, a life-long hobby developed since he was an undergraduate. Books on
sub-jects that are seemingly
unre-such as history, politics and literature, fall within his scope of reading interest.
However, Prof Leung equally values the importance of digging deeply into the major subjects. “Today, problem solving and analytical abilities are emphasized among stu-dents. But these skills cannot be built up overnight. Only by immersing yourself in one subject and going through all problems can you truly encounter difficulties, thus developing your self-confidence and needed skills in tack-ling them.” He enthusiastically urges students to study harder in their majors, by asking inspiring or thought-provoking questions, and setting up workshops for students to intensively study the subjects.
Apart from teaching and research, Prof Leung also shoulders administrative duties and family obligations. He succeeds not only in striking a balance between the different scopes of responsibilities, but also in intercon-necting them in a meaningful way. For example, he views taking up the work of an undergraduate co-coordinator as a chance to get closer to students and understand their needs.
“In a seminar organized by my sons’ kindergarten, I was told that teachers are supposed to invite more than one child to answer questions. This is intended to involve more children to think about the issues and to increase interaction among children.” Prof Leung says that this
