The Office of Planning and Co-ordination is ori.8'of two Offices reporting directly to the Vice-Chancellor. Headed by a Director, Dr Peter DOBSON, it also includes Dr George DELEHANTY (SAS), Ms Agnes CHEUNG (EO I), and Ms Mecell LEE (PS II). Planning is a key function of all segments of an organisation, and this is especially true of HKUST in these formative years. No single office can appropriately carry out all of the planning that must be done. The Office of Planning and Co-ordination therefore focuses on issues that cut across organisa-tional lines.
During the past year, the Office has worked with other Offices in the University, such as Academic Affairs, Fi-na.nee, and Estates Management, on matters of both immediate concern and long-range strategic importance. These have included co-ordinating estimates of the University's equipment and furnishing needs and help-ing to justify to government and other external agencies our requirements for funding these needs. The Office also had the lead responsibility for publication of the first Academic Programme Proposals, submitted to the UPGC as a basis for funding our first several years of operation. An update of this document is currently in progress, with input being sought from many segments of the Univer-sity.
The Director serves as Secretary of the Vice-Chancellor's Cabinet, which has involved the Office in a number of studies of policy and planning issues. It also keeps track of tasks assigned to other offices by the Cabinet and maintains information on their status.
In the immediate future, the Office of Planning and Co-ordination will be developing an information system to keep track of space assignments on the HKUST cam-pus. During the next few years it will also be increasing its capability in the area of institutional research, This will include co-ordinating the production of req~d external reports, and producing internal management reports aimed at supporting the decision-making process .
Mr K.L. Lam, Building Services Manager, attended the 77th Annual Meeting of the Association of Physical Plant Admin-istrators of Universities and Colleges as a representative of HKUST. The meeting was held in Ottawa, Canada, 1-4
July. HK UST is the first member from Southeast Asia1-ih1d
the only member without students.
The first Asian Conference of Professional Mathemati-cians, the Asian Mathematical Conference 1990 (AMC '90), brought some 350 participants from all over the world to Hong Kong, 14-18 August. The Hon. Allen Lee Peng-Fei, CBE, JP gave the opening address in which he mentioned the functions of HKUST and its importance to the future development of Hong Kong. HKUST Mathematics Profes-sor Chung-Chun Yang chaired two sessions and delivered a talk as an invited speaker in the area of Analysis, while Lecturer Dr Yue-Kuen Kwok presented a poster display.

Emma Fung, Assistant Estates Manager. Born October 5 in HK; married with two children. Gradu-ated from HKU with a BA and has received professional qualification from the Institute of Housing; worked for the HK Housing Au-thority, the MTR Corp. and the private sector, all in property management. At HKUST Mrs Fung deals with staff housing; she currently arranges quarters for new staff arriving from overseas and is planning for the future staff quarters on Campus.
Besides swimming and jogging, Mrs Fung particularly enjoys drama-both watching and performing.
Paul Lai Wai-chung, Assistant Building Services Manager. Born August 18 in HK; married with two (and one just four months old) children. Graduated from HKU with a BSc in Mechanical Engi-neering; worl<ed for the MTR Corp. and the HK Housing Authority. At HKUST Mr Lai is currently moni-toring the installation of mechani-cal and electrimechani-cal services on the new Campus.
In his spare time Mr Lai enjoys swimming and cycling.
George Delehanty, Senior As-sistant Secretary, Planning & Co-ordination. Born June 17 in Min-nesota (USA); with five children. Graduated from the U. of Minn.
with a BBA; commissioned in the US Navy, then returned to school for a PhD in Economics from MIT.
From professor and Associate Dean of the Graduate School at Northwestern U. he became a project director for the Rocket ell er Foundation at Thammasat U. in Bangkok and the U. of Nairobi. Following that he worl<ed for SERCo as a consultant on the HK UST inventory project. Now, as a member of staff, he works on procurement for Phase I.
Dr Delehanty is an avid tennis player and jogger, with an ear for classical music and a penchant for word games.

Mabel Lam, Personnel Manager (Benefits). Born May 21; single.
Graduated from HKU in Social Sci-ence; worked for 15 years at the HK Polytechnic, then briefly forthe Open Learning Institute. At HKUST Ms Lam deals with the conditions of service and development for all staff.
After four months on the job, she ob-serves, "The framework of the job is
the same [as at the Polytechnic] but the context is different... Here there is no burden of precedence and you need fore-sight together with hindfore-sight based on experience."
Ms Lam has strong interest and abandoned talent in a variety of arts, from music to folk dance. She now intends to resume her first hobby, Western watercolour painting.
Frances Lee, Assistant Personnel Man-ager (Recruitment). Born May 30 in HK; single. Graduated from the State U. of NY (Binghamton) with a BSc in Business & Admini-stration; worked in a bank, engi-neering firm and solicitors' firm, all in personnel and administration. At HKUST Ms Lee deals with the re-cruitment of personnel.
Ms Lee enjoys reading (Robert Ludlum is a favourite au-thor) and swimming (South Bay is a favourite beach).
Sylvia Lee, Assistant Personnel Manager (Benefits). Born Novem-ber 17 in HK; married. Graduated from HKU in Social Sciences; worked for HK Government in the Labour Dept, most recently promot-ing employment opportun1ties for.-.,· disabled people. At HKUST Mrs Lee is responsible for staff training, discipline, appraisals, etc., and for
reviewing conditions of employment. Of her work she says, "In government we worked according to the book; here we are writing the book!"
Mrs Lee enjoys reading, swimming and travelling-her motto, "Go where you may not have the chance to go again", serves her well: In May she toured the Middle East.
