Comparing South Korea and Taiwan Abstract
Since the 1990s, both Taiwan and South Korea have adjusted their television policies towards neo-liberalism. However, the two countries have been taken different roads, with different consequences. South Korea became the large exporter of programs (known as Korean wave), while Taiwan, the importer.
This study traces the paths taken by the two countries. It mainly asks: in what historical contexts have the two countries followed different paths? What were their logics? And what were the impacts of the
transformation?
According to the analysis, South Korea has adopted a hand-on policy. Facing the inevitable arrivals of foreign programs, South Korea, deepened by crisis consciousness, consolidated national resources (including private capitals) into media industry and continued to produce programs. Moreover, the state still imposed restrictions on the ownerships, the number of channels and the percentage of foreign programs; thus the demands for foreign programs did not rise sharply. Consequently, when other countries needed programs, South Korea would be the main supplier.
By contrast, Taiwan has followed a hand-off policy. Taiwan imposed loose restrictions in ownerships, the number of channels and the amount of foreign programs. As the number of channels increased, so did the demands for programs. In the
multi-channel environment, the market share per channel was reduced. To gain profits, the channel providers reduced the costs by importing foreign programs. Taiwan has become a large importer.
This study has future implications. Firstly it helps build communication theories rooted in the dynamic relationships between global capitalism and national states in East Asia. Secondly, it helps understand the cross-border communication after deregulation. Thirdly by comparing the impacts of different policy alternatives, it helps propose media reforms.
