years since the Republic of China moved its Capital to this island. In comparing what I learned this week to what

I observed in 1962, I am happy to conclude that during

the past sixteen years, the rate of economic growth in

Tai\van is approximately the same as that in 可Nest

Germ-any and in Japan during the sixteen years prior to the year 1962. These phenomenal fjgures and facts of economic

grmvth '，vεwere told Monday afternoon, have resulted not

only from the administrative excellence, but also from the

collective hardship and collective creativity of the farmers,

storekeepers‘ factory workers, students, teachers, and

fed-eral employees. So my tribute both to those who in one \va:v or other has significantly contributed in making

pos-sible the raising prosperity of Taiwan.. However, it is

necessary to differentiate between prosperity and wealth.

Prosperity means increasing rate of economic growth.

A person feels prosperous if he is better off this year as compared with what 'he Was a year ago. So it isa

relatiγεstateof living standard. On the other hand,wealth

is an absolute vaInε. Although the average citizen of

Republic of China is enjoying one of the greatest

prospe-rity of all nations了 his wealth failsbelow the wealth of

average citizen of many countries. We are proud of our prosperity but we still have a long way to travel to be

wealthy. So it is no time for complacency, instead we are

facing greater challenges every ensuring year. Let us face

these challenges with confidence and persistance, so that

we will in time succeed as one of the champions in both

prosperity and wealth. The United States, as you knoW,

claims to bεthe wealthest nation on earth. They are the

Perhaps it is appropriate that I shall say a few words about the Seminar on Modern Engineering and Technology that is taken place right now in Taipei and Taiwan. The primary purpose of this Seminar is to introduce to the prominant scientists and engineers in this country some pertinent technology and useful engineering data that has been resulted from vast research and development effort

in the U. S. A. The group consists of sixteen speakers,two

,of vvhich are Americans. The Seminar is divided into ele~

是 ctronics， chemical, mechanical, and civiL Such a transfer

of technology in a coordinated manner runs about depth

and coherence. By pure coincidence, of the sixteen speak~

ers, eleven are alumni of Chiao Tung University. We

did-not realize that large proportion before we came to

Taiwan because the choice of speakers was absolutely

based on technical excellence and achievements. From

On Mouday afternoon, all the speakers from U. S. were

gIVen a well presented briefing on economic growth and Industrial establishments in Taiwan in recent years. Not

Until that afternoon, I have known the phenomenal progr-'

ess in figures and facts. I was really very deeply

impres-sed.Four years ago, I visited most major industries in

most major countries in Europe as well as in Asia. I was Impressed then by the magnitude and by the speed of

economic growth in West Germany and in Japan. It has

been sixteen years from end of World War Two to the :一 tittle of my visit in 1962. To-day it has also been sixteen

on earth because the vast industries which have been effectively fostered and repidly expanded
