by the School of Engineering; • The Europe Institute; • The Shui On Center for China

Business and Management; Facilities for the EMBA and execu-tive education programs offered by the School of Business and Management;

• Offices for regional educational and technological associations, as well as multinational corporate R&D units. At their embryonic stag巴, R&D organi-zations need a home in an academic environment where they can be nurtured -a simple and functional facility in close proximity to the campus where their planners and builders can work, where they can interact on a daily basis with colleagues of like mind and vision at HKUST, and where they can enjoy the University

s facilities, professional services, consultancy and amenities.

When these embryo organizations have grown strong enough to be “weaned弋 they can be moved to their permanent site, preferably built on a site adjoining the campus. Then the Annex may be converted to academic use.

The University Annex is designed to be an extension of the existing infrastructure. Hence aesthetically it merges imperceptibly with the rest of the campus both from the outside and from the inside.

The University Annex is an integral part of the University

s long term plan for research and development. However, at the initial stage, it will primarily function as an incubation facility for potential research and development, technology transfer, manage-ment training, and research-support organizations. Successfully incubated organizations will eventually be relocated, and the Annex itself may then be used prin-cipally for academic purposes.

The six storey Annex is located at the southern end of the Academic Concourse, and occupies a gross floor area of about 6,000 square meters.

The construction of the Annex is funded en-ti rely by non-Government money, totaling around HK$ l 20 million. This includes $40 million from The Hong Kong Jockey Club Charities Trust, $25 million from the Simi On Group, $20 million from the Chan Tseng-Hsi Foundation and Dr an Mrs Thomas Chen, and $10 million from the Sir S.K. Tang Fund.

noticed that my contributions to

Genesis have become rather sporadic. This

column makes it official: I am no longer even going to pretend to try to meet the regular deadlines for publication. This doesn't mean I won't contribute something once in a while, but not on a regular basis. It has been fun writing these columns, which began over 10

rears ago in the December 1989 issue of

Genesis, but it has become harder and harder to find the time. Besides, a lot of the things I like to poke fun at, such as unfettered bureaucracy, never really change, so the risk of repeating oneself gets greater and greater. A case in point is a column I wrote for

the February 1991 issue, called “Let

s Pretend.

Its premise was that humans caught up in enforcing the rules ofbureauc racy practice

artificial stupidity’,by mim-icking the behavior of mindless machines. The phrase is a play on the words

“artific

ial intelligence

that describe the behavior of a machine mimicking certain aspects of human behavior. As the saying goes, life imitates art, and those of you who are eligible for the Home Finance Scheme will know what I mean.

t get me wrong. The HFS is a wonderful benefit, and I am grate仇11to have become a property owner in a market I had thought forever beyond my means. Still, it seems strange that when we are doing a "process review

to streamline our admin-istrative systems, regulations of such Byzan-tine complexity should be devised for this new program. For those of you who have not joined the Scheme, let me give you a couple of examples. After the unusually voluminous paperwork required to join the scheme, it became incumbent on me to prove that my alleged purchase was not just an elaborate scam. So I had to obtain from the Land Office a record of ownership. This had some educational value, since I now know where

the Land Office 時, andwhen it is open (not during the lunch hour, by the way). However, I did not appreciate the refresher lesson that I was required to take when I was informed that proof! owned the flat was not enough-I had to go back to get proofthat I also owned my carpark space.

I now also have to prove-twice a}rear, i11 June and December-that I am actually making the mortgage payments to the bank. Th巴 bankitself provides me with a record of payments in March, for use when I file my tax return. However, this won't do, since it is provided only annuall﹜九 andin the wrong month to be used either time. I have been invited to provide my bank statements instead, in apparent disregard of the Data Privacy Ordinance. No doubt I will have to get my bank to provide a special statement for this purpose. If I seem apprehensive about this, consider the fact that it took me three letters, a fax, and a phone call just to get the bank to accept a change of my address to that of the property they had helped me buy! I hope I can get the bank to give me the required proof of payment before the HFS police put me away for good.

Second Language Teaching:

Conference, Two Cities"

world gathered in Hong Kong and Guangzhou for a four-day conference on second language teaching, jointly organized by the HKUST Language Center and the

Faculty of English Language and Culture at Guangdong University of Foreign Studies.

The conference, held from 22 to 25 June,

was designed to enable language scholars and practitioners to exchange views on a wide range of local and regional issues related to second language teaching today and tomorrow.

One special feature of the conference was

that it took place on the campuses of both organize郎, inHong Kong and Guangzhou. The idea of

one conference, two cities

was

to bring together language experts from other parts of the world to meet in China to share second language research and

teach-ing ideas.

The second day of the conference was

devoted to Hong Kong schoolteachers to

explore ways of incorporating research into

classroom teaching. A total

of 300 local secondary school teachers attended.

New Executive Committee for Social Club

at the Annual General Meeting (AGM) of the HKUST Social Club held on 24 June. The meeting, attended by about 60 sta仔 members,was chaired by King Cheng, then Vice-Chairman of the Social Club.

Mr Cheng opened the AGM with a brief

account of the activities of the previous year. Mr Raymond Fung then gave a report

on the task force to examine the feasibility

of converting the Social Club into a staff association. The task force found that a number of legal and practical issues related to the conversion rendered it inadvisable to

make the change. Should members wish to form a staff association, they should do so

independent of the Social Club.

The election of a new Social Club Executive Committee began after Mr Michael Cheng had presented the Club

s financial statement. This year, Dr Grace Au, Director of the Center for Enhanced Learning and Teaching, nominated 13 sta缸 mem­ bers for election to the Executive Committee.

The ten elected staff members won at least 65 votes out of a total of 83 votes (including 14 proxy votes) cast. After this election, the

new Executive Committee will elect

from among themselves the chair-man, vice-chairchair-man, and other office holders. They will also nomi-nate three co-opted members.

Dr Ming Fang to

Lead IESD

he Office of

Presiden (Research and Development) has announced that Dr ?ν'ling FANG will

assume the role of Director of the Institute for Environment and Sustainable Develop-ment (IESD) effective 1 August 1999. Dr

Fang will succeed Prof Gary Heinke, who will retire from the University at the end of July after six years of distinguished service.

Dr Fang received his PhD in Chemical

Engineering from the University of lllinois (Urbana Champaign) in 1970. He then worked in the industry in the US for over 12 years before returning to Hong Kong to join the faculty of the Univer叫tyof Hong Kong in 1985. He joined HKUST in 1991 as Technical Program Manager in the Research Center. Currently, he is Associate Director of the Applied Technology Center (ATC).

Dr Fang's current research includes the development and applications of catalysts,

air pollution monitoring and source abate-ment, satellite remote sensing, and coastal

water studies. His recent contributions

include the developemnt of a simultaneous fluegas denitrification and desulfurization catalyst system, the tracking of the Indonesia Forest Fire using satellite remote sensing

technology and the chemical characteriza-tion of the aerosols emitted from the fire, and distribution of aerosol sources in Hong Kong and surrounding regions.

Dr Fang is well respected for his tech nical accomplishments in environmental

research;' said Prof Otto Lin, Vice-President for Research and Development.

He has also established extensive local and international contacts through interactions with

govern-me肘, industryand other tertiary institu-tions.

Prof Lin also expressed gratitude to Prof Heinke for his contributions to the Univer-sity. Prof Heinke will continue to serve

HKUST on a part time basis in his capacity as C。” PrincipalInvestigator of the Pearl River Estuary Pollution P叫 ect (PREPP)-a project IESD is undertaking in partnership

recurrent funding, the University's Budget Plan contained three main features:

(1) maintain at previous levels the provision for teaching posts;

(2) reduce by 22% the expenditure on non-teaching posts;and

(3) reduce by some $70m the annual expenditure on

non-salary items.

The budget for Library materials fell in category (3), and the term

“materials”

included not just books but journals and electronic and other media.

In earlier years

in order to build up a new library from scratch rapidly, significant supplemental allocations had been given to the Library from savings in other areas. By now, the Library had already achieved respectable

holdings, and a reduction became inevitable in view of the government

mandated budget cut.

The reduction has been achieved mainly from journal subscriptions

following a major review undertaken in a thorough consultation with academic staff in each Department of the four Schools. Particularly

special-ized and infrequently used books, as well as particularly specialized and

infrequently used journals, were no longer purchased. (They remained,

how-ever, available through other libraries by exchange or fax.) Staff and students have not indicated difficulty or inconvenience in accessing what they needed.

Recurrent funds are never allowed to be used for capital construction. So

the building of an indoor swimming pool using funds from non-government

sources bears absolutely no relationship to the reduction in the Library budget.

The Master Plan for the development of the University campus has always included provision for an indoor pool, in recognition of the fact that the

existing outdoor pool would be closed every year after November until April. Stu den的, whocome in early September and leave in late May, are deprived of its use for exercise or athletic practice.

As it became clear that there was no prospect of a capital grant from the UGC for the construction of this or any other planned sports facility, the

Council in early 1997 gave approval for the project to go ahead, on the basis that the entire cost would be met from private funds donated to the Unive

r-sity. Later, the Council decided that the scale of the project should be extended to include a laboratory for marine research, to be built directly under the pool, in order to save land. In addition to athletic training and practice, some 600 students, sta在andother campus residents use the existing pool daily in summer months. The indoor pool, when completed, will be a valuable addition to the sports facilities available to users.

Sta釘 andstudents have not raised objection to the Council or Adminis-tration on this matter.

pus, based main!}r on the cost of building Phase I of the Cit}F Polytechnic of Hong Kong. This order of cost, indicated at $1,620 m山ion,was not a budget and had never been submitted to the Legislative Council (LegCo) as such.

After a site had been selected for the University, and as the final design of the campus was completed, a cost estimate was prepared which took into account the conditions of the site and the inordinately high rate of inflation.

This estimate was submitted to the LegCo in 1990, and was approved unani-mously. The approved budget amounted to $3,548 million.

The Jockey Club went on to manage the entire construction project, and completed the work on time, below budget. The total cost,的$3,244million,

was 8.6% below the LegCo budget. The entire surplus of $304 million was returned to Government.

According to a thorough analysis carried out and published by Prof Anthony Walker (Professor of Surveying at HKU), the construction cost per square meter turned out to be comparable to similar buildings constructed elsewhere in Hong Kong during the same period, and was considered to be of good value.

The total expenditure turned out to be much below LegCo's unanimously approved budget. There was clearly n。“costoverrun”.

con-sidered that Professor Woo as founding President had made tremendous

contributions to the establishment of the University. The Council decided to renew his contract for a further period of five years and on existing terms. In making this decision, the Council took note of the fact that the Government would only pay the University (for its presidency) an amount equivalent to DS salar子 Hencethe Council decided to make up the difference from

pri-vate funds. This was done with Government's full knowledge and under

The Chancellor may appoint a person to be the Pro Chancellor of the

University. The Pro-Chancellor ma弘 onthe authorization of the Chancellor

and on his behalf, exercise any of the powers and perform any of the duties conferred or imposed on the Chancellor."

The two local universities in existence at that time, HKU and CUHK,

each had a Pro Chancellor, and it has been the practice at those two

univer-sities for the Pro Chancellors to be appointed by the Chancellor (Chief

Executive of the Hong Kong SAR) from among past Council Chairmen.

The appointment of Dr Sze-Yuen Chung as Pro-Chancellor of HKUST with effect from 1 April 1999, on completion of his term of office as

Chair-man of the Council, was therefore entirely consistent with local practice, since

he was the only past Council Chairman. It allowed the University to retain its links with, and receive advice from, a person who had provided distinguished leadership to HKUST from its earliest days.

In terms of official authorities, the local practice has been that the

Chancellor retains all of his powers, leaving only ceremonial duties to be performed by the Pro-Chancellors.

Berkeley and postdoctoral work at the University of Toronto. His contract was renewed to 1995-1998 after passing successfully his first 3-year contract

review. The promotion/substantiation review was conducted through the

usual 3-level (department-school-university) process in mid 1998 with

unanimous positive recommendations. The Vice President for Academic

Affairs, being the approving authority for promotion from assistant to

associate professors, approved Dr Wu's promotion. The Vice President for

Academic Affairs also approved, in his capacity as Acting Preside帥, DrWu's

substantiation.

In all these years

the President never saw Dr Wu's file, and was never

involved in the appointment, renewal, promotion, or substantiation process.

Dr Wu's promotion and substantiation became effective on 1 January

1999, 6 years and 3 months since he joined HKUST. This was completely

normal, since more than 85% of all successful assistant professors at HKUST

went through the promotion/substantiation process in 4.5-6.5 years.

used only for a transitional period for all appointees who have completed their PhD research and are awaiting their degree. It will be automatically converted to the title of Assistant Professor upon obtaining the degree within a specified time, usually up to one year. For Dr Fung, this occurred four months after her recruitme1祉, whenshe received her PhD in May 1997.

The success in making the conversion from an Assistant Lecturer to an Assistant Professor was a condition in all such appointments, not a promotion.

At present, Dr Fung is undergoing the standard review process associ-ated with her first 3-year contract with HKUST. Toda仗, shehas not received any promotion whatsoever.

Allocation Program. It was provided through open competition by the RGC for supporting collaborative research, not distributed by, or within, the University. Each tertiary institution was invited to submit several proposals to the RGC for competition. At HKUST, this program was administered and the proposals were screened by the Committee on Research Infrastructure, which was co-chaired by the Vice-President for Research and Development

and the Vice-President for Academic Affairs and included in its membership

all four Deans.

For the year 1997-98, one of HKUST's three successful proposals was

Language and Speech Technology Research’'. An amount of $3.9 million was awarded by the RGC to a team of seven members, mostly from the Department of Computer Science and the Department of Electrical and Electronic Engineering. Professor Roland Chin, Head of the Department of Computer Science, led the team as the Principal Investigator, and Dr Dekai Wu was one of the seven team members.

The report specifically stated that the review was on the nature of the process, not on the quality of teaching. In fact, on the quality of teaching, several good practices at HK UST were praised by the UGC.

The quality of teaching can be best reflected by how well the students have learned and how well the graduates are employed. HKUST

s graduates have been successful in finding employment;the rate of unemployment has been consistently lower than most other universities. This has remained true even during the current economic downturn.

申港學術交流再創新里程

科大與申國社會科學院達成合作協鑄

本年 5 月 I3 日 3 科大人文社會科學學 院與中國社會科學院接署合作協 議 3 為期三年 i 由科大副校長(學研T) 張立 綱教授和中國社會科學院李慎明副院長代 表合作雙方簽署協議書。這項合作 協議將支持和促進雙芳進行學者互 訪、合辦學術研討會和講習班、及 交換學術資料。雙方並會合作培養 博士後研究人員? 以及發掘雙方有 共同興趣的領域進行平等互利的合 作研究 。 中國社會科學院是中國人文科 學和社會科學領域的最高學術研究 機構 , 目前擁有經濟研究所 、哲學 研究所 、 世界宗教研究所 、 考古研 究所、近代史研究所 、文學研究 昕 、語吉研究所、 法學研究所、 及 少數民族語吉研究中心等三十多個 研究昕和約五十個研究中心 , 研究 人員總數達3,200人。 “科大的人文社會科學學院規模比較中 國社會科學院為小 ,因此在這合作協議 下,我們可以更容易取縛更多有用的研究 資料,”科大人文社會科學學院院長丁邦新 教授說。 中國社會科學院出版近百種期 刊 ,另外每年平均出版學術著作 300本、約 4,000種科學論文、及五百多篇研究報告。

i~,‘大能源及熱工系統中心的“賽馬會環境 T l 控制測試實驗所”最近完成裝置工作。 這座達到世界一級水平的測試設施,除了提 供教學和研究用途外,還可以協助本地的家 庭電擺製造商和出入口商為其產品申請國際 認可的能源標籤。適合﹔在該設施內進行能源 效益測試的產品包括冷氣機、雪櫃及抽濕 機。 能源及熱王系統中心的宗旨是。 *為有興趣修讀能源科學及技 t,I司的學 生提供先進的教學和研究設施 i 3 從事有關環保熱工系統的前沿研 究 3 以開發具備能源效品和節省能 源的系統, *為電~產品提供能源效諦,認龍服 務。 ︱涂“賽馬會環境控制測試實驗昕”外,能 源及熱工系統中心擁有的設施建包括 , 能源 及環境實驗室、熱工系統實驗室、和燃燒及 火災實驗室。 能源標籤 能源效益標籤(簡稱能源標籤)標明有關 產品使用能源的效率3 電器產品的能源標籤 由 l至 5 共有五個級別,最省電的設備是l 級 , 而被列為 5 級的電揖產品1 則最浪費電 力 。 消費者委員會今年 6 月中出版的《迦擇》 月刊發表了該會就15 款分體式冷氣機進行 的能源效益 iJliJ試結果3 發現這些同為“一匹” (製泠量為 2.3 至 2. 7 千瓦特之間)的冷氣機 同創一九九九年t月 t 日 中 3有些製泠量較高的卻有較低的耗電量 (也就是有較理想的能源效益)﹔相反,有些 冷氣機的製泠量雖然低 ,但耗電量卻比其他 機種為高。整體來說,以模擬香港夏季的環 揖來評估 ,這15 款冷氣機每年的電費支出 自l’。但港元至1,549 港元不等,可見能源效 率差的電器產品確實會令使用者多花不少金 錢。 香港政府的能源效益事務處在1995 年 開展能源標籤計剖 ,鼓勵家庭電器製造商和 入口商在產品上貼上能源故雄標籤。然而 , 很多電器產品商人都沒有這樣做 ,因為本地 仍沒有合資格的測試設施可以發出國際認可 的能源效益測試報告。 消費者委員會這故測 試的 15 款分體式冷氣機中 ,祇有三款貼有 能源效益標籤 i 而該會需要把昕有樣本送往 澳洲進行測試 。 科大能源及熱工系統中心主任 及機械工程學系系主任鄭平教授 說。“由於本惜缺乏世界認可的測試 設施 , 香港的家庭電器製造商和出 人口商必須把產品送到澳洲、加拿 大或英國進行測試 。科大的環境控 制測試實驗所則可以替他們在香港測 試產品 3除了可以減少費用外 2還可 以縮短其產品投入市場的時間 。相信 這亦有助政府推行能源標籤計剖。” 精確的測試實驗裝置 科大的“賽馬會環境控制 il!IJ試實 驗昕”包含三個主要部分, 室內環境 測試室、室外環境測試室及控制室 。 室內及室外環境測試室分別模擬受測設備在 室內及室外操作的環境﹔至於控制室 ,它除 了控制室內及室外測試室的環境狀態外 3還 負責讀取和分析測試的數據 ,包括溫度、相 對濕度、空氣流連及用電量等。 以 1令氣機的測試為例3 受測試的冷氣機 會放在室內環境測試室和室外環境測試室之 間 2控制室會把兩個測試室的溫度和相對濕 度保持在標準所規定的範圍內 2 然後讀取受 測試冷氣機的冷凍量和用電量2從而可以計 算出受測試設備的能源使用效率。整個測試 通常可在三至四天內完成。 協助制訂該測試設施規格的機械工程系 高級講師許金造博士指出 ,這座測試實驗昕 控制溫度和相對濕度的準確度分別為攝氏 。l 度和 3%。鄭教授說 “由於我們的設備 可以達到這樣高的準確度 2當這座實驗昕獲 得香港實驗昕認可計劃的認可資格後 3 便可 以發出國際認可的能源效益測試報告。,, 香港賽馬會和香港政府工業署分別撥款 330 萬港元和195 萬港元, 資助“賽馬會環境 控制測試實驗所”的建造和申請簽發能源效 謊報告認可資格的費用 。 賽馬會環境控制測試實驗所’,包含三個主要 部分 室外環境測試室(左)、室內環境測試 室(中)及控制室(右),其控制溫度和相對濕 度的準確度分別為攝氏0.1度和 3%。 11

科大新翼落成敵用

么寫過一年多的工程和裝修,科大新翼巴 大裡面志同道合的同事合作 J位巳基本上竣工,並開始入伙 。 交流 3 並充份利用大學的資 科大新翼的建造 3 是配合大學的一個長 源、專業和諮詢服務 , 以及 遠研究及發展計劃。但在現階段3它的主要 各項設施。 功能是為孵育研究及開發、技術轉移、企管 培訓及科研輔助等的負責單位提供場昕。孵 育成功的單位,將來會轉移到其他地點 ﹔屆 時科大新翼將可主要撥作教研用途。 科大新翼樓高六層 》樓面總、面積約 6000 平jJ 米 ,座落於學術大樓南端。 新翼的建築費全部來自非政府的捐款 3 總額為1.2 憶港元。其中 4000 萬元來自香港 賽馬會慈善基金,2500 萬元來自瑞安集團 3 2000 萬元來自︱凍曾熹基金以及︱凍曾熹博士 及夫人 , 1000 萬元來自鄧肇堅爵士基金。 新翼的設施包括 *與中國科學院合作開設的聯合實驗 室的辦事處 2 範圍包括生命及生物 科技、納米結構、資訊科技及微電 子科技 i *各項研究及開發設施 , 包括應用技 術中心、技術轉移中心及 RanclD Corpo1 ation ; *一個特為孵育創業企司而設的科技 中心 ﹔ *工學院的持續及專業教育課程的設 施﹔ *歐洲研究昕 3 *瑞安經管中心 i *工商管理學院的高級行政人員工商 管理碩士及行政人員課程的設施, *區內教育及科技組織以及跨國研發 企業的辦事處。 在初階段,新翼的使用單位多為研發設 施(特別是新設施) '因為研究組織在孕育時 期》需要在一個學術環境內成長。這環境既 簡單實用又接近校園,工作人員又可以與科 當這些”孵育”單位茁壯 成長 ,能夠獨立運作後 3 就 可以移植到他們永久性的辦 事處。此後 ,新翼就可以改 為教學和研究設施。 大學新翼的設計 》是作 為現有基本架構的延續。 它 與大學其他建築 , 無論在外 觀上還是室內設施方面, 有II 融為一體。 /
